Parliament passes a motion urging Government to develop stringent enforcement measures to protecting girls and women against escalating acts of sexual violence in the country.

The motion was moved by Luwero Woman MP, Eng. Lillian Nakate, pities teachers and stepfathers as the most abusers of girl children through defilement and rape.

Nakate in her motion also argued that while the sexual offenses bill is due for approval, Parliament should prevail over government to come up with stringent measures in protecting girls and women against sexual violence.

Cases of sexual violence have been on the rise according to the 2011 the survey by Uganda demographic health survey, which indicates that 28 percent of the 62% females aged between 15-49 years, had experienced sexual violence.

The select committee investigating asset stripping and financial fraud in Uganda Telecom Ltd has directed the UTL board to produce an updated asset inventory and explain disparities in salary payment for top management.

The board chairman, Stephen Kaboyo, who led the delegation before the parliamentary probe committee chaired by Phillip Okin Ojara, Chua West MP was also questioned why the company that has a number of arrears including tax obligations pays local staff in US dollars whereas top company officials also take home huge salaries.

Ruhindi North MP, Thomas Tayebwa, noted that the board approved the liquidation of certain properties such as the one at Nsambya road which he said was sold at a lower price of US 1.5million in 2014 yet one bidder Guma and Co Advocates had offered to buy the same property at US $36 Million in 2011.

The corporation secretary, David Nambaale, says the process was not completed in 2011 because the board members from Libya did not sign the agreement following UN sanctions that year and that Guma did not submit a fresh bid in 2014.

He adds that the Nsambya property was sold at the right price considering that siting tenant had a lease of 15.

Ojara also asked the board to respond to allegations of insider dealings, decision of the board in relation to payment of management, asset stripping, issuance of a blank cheque by management and the no government audits into UTL.

Kaboyo however asked the committee to allow him submit in camera and his request was granted.

Rebecca Kadaga appointed Phillip Okin Ojara, Chua West MP, Bu­songora North MP, William Nzo­hgu, Mbarara Mu­nic­i­pal­ity MP, Michael Tusi­ime, Ruhinda North MP, Thomas Tayebwa, Luwero Woman MP, Lil­lian Nakate, Busiki County MP, Paul Akamba and Rubabo County MP, Paula Tu­ryahikayo to sit on the com­mit­tee.

The Luwero district Returning Officer, Peter Kasozi has stopped the recount of the ballot papers citing tempering with the ballot boxes.

The National Resistance Movement party asked for the recount of ballot papers after its candidate, Rebecca Nalwanga was trounced by the Democratic Party’s candidate, Brenda Nabukenya in the 21st November Luwero district Woman Member of Parliament by-elections.

Kasozi who had scheduled the recount of the ballot papers to today, found that one of the ballot boxes had been tempered with and immediately re-declared Nabubukenya the winner of the elections.

Kasozi asked NRM’s Nalwanga to petition high court if she felt the electoral commission has not been fair.

Nabukenya beat her close challenger, Nalwanga with only 30 votes after the former polled 14,945 votes but later on the NRM party said that their internal data showed that their candidate was leading with 50 votes and asked for a recount of ballot papers.

The Democratic Party flag bearer in the by-elections for Luwero district Woman Member of Parliament, Brenda Nabukenya has beaten other five candidates in the polls that were held yesterday 21st of November 2011.

The seat fell vacant after the High Court nullified the election of Rebecca Nalwanga of the National Resistance Movement on grounds that she bribed voters among other malpractices during the 18th February 2011 elections.

DP’s Nabukenya beat her closest challenger with 30 votes after polling 14’945 votes against NRM’s Rebecca Nalwanga who polled 14,915 votes.

Others in the race were the FDC’s Ziadah Gwokyalya 3,775, Anna Kirabo Asiimwe 3,687, Namagambe Elsie 2,193 and Lugudde Nabatanzi 191.

 

After declared the winner by the district returning officer Peter Kasozi, Nabukenya commended the people of Luwero for giving her mandate.

Nabukenya scoffed at the ruling party (NRM) saying that Ugandans are tired of the poor governance, corruption and embezzlement in the country.

Luweero district woman Member of Parliament, Rebecca Nalwanga Lukwago has admitted that each of her academic papers bears different names.

The academic paper of ‘O’ Level bears the names: Rebecca Nalwanga Sekalo, while that of ‘A’ Level and diploma both have Rebecca Nalwanga S.

She was testifying in High Court hearing a petition filed by her rival Elizabeth Nabatanzi against her and the Electoral Commission for alleged electoral malpractices.

Nabatanzi wants court to nullify the said election and declare her unopposed or order for a fresh election.

Lukwago has contradicted herself when she denied having dished out money to repair a borehole, yet her affidavit was saying the contrary.

As Uganda joins other African countries to celebrate the day of the African child Members of the parliamentary forum for children have appealed to the government to consider children issues while budgeting for the country.

Addressing journalists at parliament the woman mp for Luwero district who also doubles as the chairperson of the forum said that government should ascertain resources which will directly benefit children.

She said that the resources appropriated should be matching with all pro children’s policies like domestic violence act, and the trafficking in persons. She says that with the implementation of such policies Uganda will be making a difference in the lives of street children.

Nalwanga also urged government to address the push and pull factors that cause the children to go to the streets. Among the factors pointed out are breakdown and weakening of the traditional family mechanism, unstable family environment, domestic violence and poverty.

The member of parliament for Moroto county Benson Obua Ogwal attributed the increase of street children to family breakdown and increasing poverty in rural areas.

According to the report by UNICEF there are 10,000stret children whose ages are between 0 AND 17 years old. Amongst these 89% are boys while 11% are girls.
