On behalf of the Ministry of Foreign Affairs, The Mexican Agency for International Development Cooperation (AMEXCID) invites foreign citizens who are interested in studying for a specialization, master’s degree or doctorate, conducting graduate or postdoctoral research, or taking part in an undergraduate or graduate-level academic mobility program, to participate in the 2019 Mexican Government Scholarship Program for International Students.

The scholarships are offered to more than 180 countries through a series of bilateral conventions, multilateral programs and special agreements. More than 70 Mexican institutions participate and all offer academic programs registered with the National Council for Science and Technology (CONACYT) as National Quality Graduate Programs. These programs demonstrate the progress made by Mexico in the sciences and humanities.

By offering Mexican government scholarships for international students, Mexico strengthens its role as an actor with global responsibility and renews its commitment to cooperation programs that help create highly-skilled human capital. The presence in Mexico of international students, academics and scientists helps build permanent bridges of dialogue that enrich the long-term foreign policy agenda through contributions of exceptional value for the country and its partners abroad. In addition, the Mexican institutions and academic community benefit from the increased internationalization.

Requirements:

  • The scholarships for academic studies are offered to take complete programs for Specialization, Master’s or PhD Degrees, and Postgraduate Researches. Likewise, the offer includes academic mobility for Bachelor’s and Postgraduate Degree. On the other hand, the scholarships for special programs are offered Preferred to take short-term fellowships addressed to Visiting Professors, Researchers in Mexico’s issues, Media Contributors, Art Production Fellowships, etc.
  • Candidates cannot be living in Mexico at the time of application.
  • Except in special cases, scholarships cannot begin in November or December.
  • Requests for information and all scholarship applications must be submitted to the Mexican embassy or concurrent embassy of the applicant’s country or to the designated Mexican institution. Only applications that fulfill all of the requirements will be considered.
  • All documents and forms must be in Spanish or submitted with translations into Spanish.
  • Candidates will be informed of the results by the corresponding Mexican embassy or designated Mexican institution.
  • The scholarships are not transferable and cannot be deferred to future years.

Scholarship Duration:

  • Undergraduate and graduate academic mobility programs- one academic term (quarter, trimester or semester)
  • Graduate research and postdoctoral fellowships-12 months (1 month minimum)
  • Specialization-1 year
  • Master’s degree- 2 Years
  • Doctorate- 3 years
  • Medical specialties and sub specialties- 3 Years

Scholarship Benefits

  • Monthly stipend of 4 (four) times the value of the unit of Measure and Actualization (UMA) for Undergraduate mobility scholarships, Specializations, Master’s degrees or Master’s-level research, Spanish language or Mexican culture courses. During 2018, the stipend was calculated with the minimum salary in Mexico City and was equivalent of $9,604.80 pesos (approximately USD 529.77)
  • Monthly stipend of 5 (five) times the value of The Unit of Measure and Actualization (UMA) for Doctoral programs and Research periods, Postdoctoral fellowships and Medical specialities and subspecialties. During 2018, the stipend was calculated with the minimum salary in Mexico City and was equivalent of $12,066.00 Mexican pesos (approximately USD $665.52).
  • Monthly stipends are not divisible or partial. The Scholarships will be paid at the end of each month.
  • Registration fees and tuition, as established by the program at each institution ,subject to the final decision of the participating HEI, established in the letter of acceptance.
  • Health insurance from the Mexican Social Security Institute (IMSS), starting the third month of the scholarship. The Scholarship recipient must have health insurance that covers both major and minor medical expenses and provides international coverage for the first three months in mexico.
  • The cost of the temporary resident/student visa issuance, for stays longer than 180 days.
  • Depending on the reciprocity with the partner country, it will be included a round-trip international airfare at the beginning and/or satisfactory term of the scholarship. The air ticket will be purchased in economy class and will be considered the most convenient flight route for the Academic Exchange Office.
  • Should the recipient of the scholarship is pursuing studies outside Mexico City, transportation from Mexico City to the host institution and back will be provided, at the start and end of his/her academic activities.

Candidates will be informed of the results by the corresponding Mexican embassy or designated Mexican institution.

The government through the Ministries of Internal Affairs and Foreign Affairs will roll out the registration of Ugandans living in the diaspora for dual citizenship. This was revealed by the Rt. Hon Speaker Rebecca Kadaga following complaints by Ugandans living in the United Kingdom that they are facing challenges in getting registered for dual citizenship. The Ugandans also raised concern that they have to travel all the way to Uganda to have the registration done.

Kadaga, who was attending the Uganda UK Convention in London, Saturday, 16th September 2017 said that following the passing of the Dual Citizenship Act, there is need to implement it by having citizens registered.

“There will be operation centers; one in the Nordic countries, in Washington and one in the United Kingdom starting April 2018 so that you can get the services from here,” she said.

The Speaker revealed that a portal would also be established to enable application and submission of forms online.

Kadaga also faulted the two ministries for not publicizing the recent visits to the UK and US where they held open days and had some Ugandans registered.

“The tour made by the Ministry people to London, Boston and Miami was not well publicized. I understand people did not hear that the programme was coming. I instruct the ministries to let people know when they will be available but also train embassy staff so they don’t have to wait for people from Kampala,” she added.

She revealed that on acquisition of dual citizenship certificates, the Ugandans would also be in position to get their national identity cards immediately.

“When I was in the US, the first people to get their dual citizenship also became eligible immediately and secured their national identity cards there in Miami; so the ID centers will be there especially for children who are growing up here,” Kadaga said.

On the issue that the costs for registration are high, the Speaker said that abandonment of one’s citizenship is expensive comparing it with what is paid to acquire citizenship in the US and UK.

“Am aware that when you pay for this citizenship you go to swear before a judge paying allegiance to the Queen. That is the consequence of paying allegiance to a different country. But now you can pay allegiance to both,” Kadaga said adding that ‘a one-off payment of US$400 for your Uganda is not high. I appeal to you to pay that cost’.

The Speaker who led Parliament’s delegation to the Convention revealed that Ugandans with German citizenship would not be in position to get Ugandan citizenship because the German law does not allow for the same.

Opening the Convention, the Vice President, H.E. Edward Kiwanuka Ssekandi encouraged Ugandans and other nationals to visit the country and enjoy its natural beauty. He particularly cited the Equator saying that is a unique natural feature.

“When you look at the world map, you think Uganda is a small country. However, it lies both in the Northern and Southern Hemisphere. Go and enjoy the feeling of being in both hemispheres when at the Equator,” he appealed.

Minister of State for International Affairs Okello Oryem

The Ministry of Foreign Affairs wants 10 billion shillings meant for completion of the renovation of Uganda House in Nairobi  re -allocated for establishment of new missions abroad.

The Minister of State for International Affairs, Okello Oryem, said that the court case surrounding the renovation of Uganda house in Nairobi has failed the ministry to use the allocated funds and the ministry of finance is asking for the  return of such funds to the consolidated fund.

He said that such funds should be channeled to development of other missions whose land is idle due to lack of funds, adding that return of this funds to consolidated fund will cause difficulty for the ministry to secure it again for another purpose.

He said that Uganda plots of land which are undeveloped in Abuja,Brussels,Dar salaam,Juba and Washington are undeveloped and country  is at  risk of losing it .

It requires 2.5 billion shillings to establish a new mission and 1.8 million shillings for a consulate

Parliament has asked the ministry of foreign affairs to come out with an explanation on what it is doing on the matter of Ugandans who are detained and humiliated in foreign countries.

Hon. Francis Mwijukye the MP who has started a debate tasking government to explain the situation of Ugandans in detention abroad.

The matter has been presented to the floor of parliament by the MP for Buhweju County in Bushenyi district Francis Mwijukye who claims that a number of Ugandans are detained in foreign countries without trial.

He gave a case in point of Sam Mugumya former Dr. Kiiza Besigye’s aid who has now spent over two years in DR. Congo detention without access to his lawyers or relatives.

Aruu County MP in Pader district, Odonga Otto wants the minister of foreign affairs to explain to parliament whether there is a possibility of all Ugandans incarcerated in different foreign countries to be brought back and tried in Uganda.

The speaker of Parliament Rebecca Kadaga after listening to the 2 MPs making their submissions on the matter later directed the ministers of foreign affairs Sam Kutesa and his deputy to make a statement over this matter.

A delegation of military men of Libya’s National Transitional Council (NTC) is in Uganda. The Arab soldiers arrived in Uganda last week according to Uganda’s military intelligence sources.

The Libyan soldiers have already met with Uganda’s ministry of foreign affairs officials and discussed mechanisms under which Libya and Uganda can work.

The minister of Foreign Affairs, Okello Oryemu (Uganda) says that Uganda is ready to work with NTC and to receive their representatives.

The post Col. Muammar Gadaffi Government also wants to have an ambassador to Uganda. Oryemu also says that Uganda was ready to reopen its mission in Libya. Uganda (president Museveni) was at first opposed to the pro-democracy war led by the NTC against Gadaffi. The war ended with the death of Brother Col. Muammar Gadaffi.

Short Courses scholarships: The Netherlands organization for international cooperation in higher education (NUFFIC) offers the opportunity to apply for scholarships for the following training courses being conducted soon.

– Training Peace building and Local Governance

– Training Local Service Delivery and MDG’s

– Training Local Economic Development

– Summer course Decentralization and Local Governance

– Training Citizen Participation & Accountability

– Training Decentralization, Democratization and Development

Candidates from Sub-Saharan Africa, women and members of priority groups and/or marginalized regions are specifically invited to apply for these fellowships.

The Netherlands Fellowship Programmes (NFP) are designed to promote capacity building within organizations in 61 countries by providing training and education to mid-career staff.

The NFP is funded by the Dutch Ministry of Foreign Affairs under the budget for development cooperation.

The overall aim of the NFP is to help alleviate qualitative and quantitative shortages of skilled manpower within a wide range of governmental, private and non-governmental organizations.

This is done by offering fellowships to mid-career professionals to improve the capacity of their employing organizations.

Members of Parliament on  Foreign Affairs  committee have Thrown out the permanent secretary for the ministry of foreign affairs Ambassador James Mugume after he failed to come with the ministers of Foreign Affair.

They were supposed to explain to MPs why Ugandans living in United Arab Emirates are not helped by the embassy when they face problems related to exploitation and illegal arrest while working in United Arab Emirates.

The mps through the committee chairperson Alex Byarugaba told Ambassador James Mugume to leave because he could not be with what they wanted from the minister of foreign Affairs.

Mugume had told mps that the two ministers were not available because the president had directed minister Assuman kiyingi to be somewhere today and Minister Okello Oryem is out of the country.

Isingiro Member of Parliament who is also the chairperson of the committee Alex Byarugaba said that mps want Foreign Affairs ministers to respond to the petition which was brought to parliament by Ugandans living in United Arab Emirates through MPS Betty Nambooze Bakireke and Makindye west mp Hussein Kyanjo.

Byarugaba told the permanent secretary in the ministry of foreign Affairs to ensure that the ministers appear next time when are summoned by the committee because they have failed to be before the committee for three time now.

The ministers of foreign Affairs were also supposed to explain why ambassador semakula Kiwanuka is not cooperative to Ugandans in United Arab Emirates and respond to issues related to under facilitation of this embassy.

All is not well in the ministry of foreign affairs and that of the finance as far as quarterly finance releases are concerned.

Spies have learnt that yesterday the minister of finance, Miria Kiwanuka went into hiding when she noticed that a team from the ministry of foreign affairs had visited her office over the quarterly releases. It is said that the foreign affairs ministry officials have been on the neck of Kiwanuka over the money.

 Realizing that  the foreign affairs ministry officials had gone to get an answer why their ministry had not got the money for the last three months, Kiwanuka reportedly asked the receptionist to tell her visitors that she was out of office yet she was around.

A source in the finance ministry told this snoop that currently there is no money for the ministry of foreign affairs. It explained that the ministry was given money in the last three months but it was not enough to run all the foreign affairs ministry activities.
