New Inspector General of Police, Okoth Micheal Ochola has in a stunning move shuffled police officers, dumped

his predecessor’s cronies and redeployed senior

In a message to all police units and signed off by Ochola himself, AIGP Abbas Byakagaba is appointed the new police director in charge of Counter Terrorism. Byakagaba is an FBI trained expert in counter terrorism, hostage negotiation. He has been languishing as Director in charge of Oil and Gas.

Byakagabe replaces AIGP John Ndugutse who has been also serving as the police attache in Kenya a position he retains.

SCP Stephen Tanui who had been taken to the reserve force, bounces back as deputy commander Field Force Unit which will be headed by SCP Ali Fadhir Kaali who had also been sent to the oil and gas directorate.

Senior Commissioner of Police, Henry Tukahirwa, who had been deployed as head of the Police Reserve Task Force, a new unit for reserve police officers by Kayihura has now been deployed as deputy director in charge of welfare in the directorate of welfare and production.

Kayihura, in his last act as IGP had knifed Richard Edyegu (SCP) and Anne Tusiime (SCP) and transferred them to ‘special assignments’ but Ochola has not returned them as deputy directors in the directorate of Logistics and Engineering respectively.

Dennis Namuwoza, whom Kayihura had transferred to Kampala South Commander will now be Deputy Kampala Metropolitan Area Commander.

Sarah Kibwika, is now the acting commander traffic police operations after she completed a refresher course.

The government through the Ministries of Internal Affairs and Foreign Affairs will roll out the registration of Ugandans living in the diaspora for dual citizenship. This was revealed by the Rt. Hon Speaker Rebecca Kadaga following complaints by Ugandans living in the United Kingdom that they are facing challenges in getting registered for dual citizenship. The Ugandans also raised concern that they have to travel all the way to Uganda to have the registration done.

Kadaga, who was attending the Uganda UK Convention in London, Saturday, 16th September 2017 said that following the passing of the Dual Citizenship Act, there is need to implement it by having citizens registered.

“There will be operation centers; one in the Nordic countries, in Washington and one in the United Kingdom starting April 2018 so that you can get the services from here,” she said.

The Speaker revealed that a portal would also be established to enable application and submission of forms online.

Kadaga also faulted the two ministries for not publicizing the recent visits to the UK and US where they held open days and had some Ugandans registered.

“The tour made by the Ministry people to London, Boston and Miami was not well publicized. I understand people did not hear that the programme was coming. I instruct the ministries to let people know when they will be available but also train embassy staff so they don’t have to wait for people from Kampala,” she added.

She revealed that on acquisition of dual citizenship certificates, the Ugandans would also be in position to get their national identity cards immediately.

“When I was in the US, the first people to get their dual citizenship also became eligible immediately and secured their national identity cards there in Miami; so the ID centers will be there especially for children who are growing up here,” Kadaga said.

On the issue that the costs for registration are high, the Speaker said that abandonment of one’s citizenship is expensive comparing it with what is paid to acquire citizenship in the US and UK.

“Am aware that when you pay for this citizenship you go to swear before a judge paying allegiance to the Queen. That is the consequence of paying allegiance to a different country. But now you can pay allegiance to both,” Kadaga said adding that ‘a one-off payment of US$400 for your Uganda is not high. I appeal to you to pay that cost’.

The Speaker who led Parliament’s delegation to the Convention revealed that Ugandans with German citizenship would not be in position to get Ugandan citizenship because the German law does not allow for the same.

Opening the Convention, the Vice President, H.E. Edward Kiwanuka Ssekandi encouraged Ugandans and other nationals to visit the country and enjoy its natural beauty. He particularly cited the Equator saying that is a unique natural feature.

“When you look at the world map, you think Uganda is a small country. However, it lies both in the Northern and Southern Hemisphere. Go and enjoy the feeling of being in both hemispheres when at the Equator,” he appealed.

Speaker of Parliament Rebecca Kadaga

The Speaker of Parliament, Rebecca Kadaga, has directed the ministry of internal affairs and that of security to come up with a statement on the killings of women in Entebbe and Nansana and also offer solutions to the problem.

She says this should be ready by next Tuesday when parliament resumes from recess.

She further appeals to government to expeditiously investigate the murders for justice to prevail.

She condemns the brutal/ cruel manner these are killed when sticks n other objects are inserted in their private parts after they are killed.

At the same press conference, the Chairperson Parliamentary committee on Human Rights Jovah Kamateka notes the role for local council one village committees where the members used to play monitoring role hence calling upon government this time round to ensure the these are conducted in November as promised.

It is reported that so far 19 women killed in Entebbe and 9 in Nansana in a period of about two months.

Ministry of internal Affairs is constrained with a debt of 7.8 billion Uganda shillings owed by passport printing company of Delalur based in United Kingdom. Last week the same ministry announced that it had limited stock for ordinary passport but they had ordered for about 100,000 passports which are expected within two weeks.

The minster of internal affairs Rose Akol says though they generate over 500 billion Uganda shillings every financial year they have been allocated only 7 billion Uganda shilling to the directorate of citizenship and immigration which has at times limited the implementation of some of their project.

Akol adds that the ministry of Finance should consider giving them more funds to be in position to buy over 200,000 passport books as well as clear the debt of 7.8 billion Uganda shillings. The strong call by the minister comes at a time when the country is facing shortages in books used to print passport.

The Attorney general, ministry of internal affairs and the Uganda Police have defended the public order management bill calling for its enactment amid protests from the public.

Appearing before the legal and Parliamentary affairs committee of Parliament, Peter Nyombi the attorney general says there is a lacuna in the existing laws of the land that the bill seeks to fill.

The minister of state for internal affairs James Baba in his submission underscores the fact that the demonstrators have changed the manner in which they conduct their demonstrations requiring for a law to protect other people not interested in demonstrations.

The Inspector General of Police Gen. Kale Kayihura has appealed to the committee to pass the bill into an act saying the Police have become a punching bag of the Politicians who have failed to iron out their differences, with the spills falling into the hands of the Police.

The deputy chairperson of the committee Bakka Stephen Mugabi has tasked the Inspector General of Police, the Attorney General and the minister of internal affairs to explain why they are insisting on a bill that was not consultative in development, subsequently being rejected by all stake holders.

The committee members seem to agree with the need for a legislation to regulate public gatherings following a series of peacefully turned riotous gatherings although they don’t agree with the bill in its present state.

A number of other stakeholders who have appeared before the committee on the same issue have warned Parliament against passing such a bill as it may turn out a recipe for disaster.

The Ministry of Internal affairs has said they do not have enough money to stop the entry or send away illegal immigrants in Uganda.

This was revealed by the minister of state for internal affairs James Baba while appearing before the parliamentary committee on defense and internal affairs.

He says that there is no way the ministry can solve such a problem when it doesn’t have enough capacity to go to the field and discover such culprits.

Baba called upon parliament to look into funding the ministry in order to have the public concerns on illegal immigrants solved.

He says that if the ministry is funded the ministry will immediately start hunting for illegal immigrants.

Baba also pointed out that Ugandans will not be able to get national ID’S as earlier planned by the ministry due to inadequate funding.

The minister revealed that during the budget allocation for the ministry, the project was neglected and therefore the work will not go on since there is no money.
