The Member of Parliament for persons with disabilities Safia Nalule has asked security agencies to stop arresting and keeping suspects in custody beyond the 48 hour rule.

Safia Nalule who is also the vice chairperson on the parliamentary committee on Human Rights said that it was absurd for police to torture and keeping the mayor of Kamwenge Geoffrey Byamukama for five months in police cell yet no  serious case was against him.

She said that people should be arrested when there is evidence of the crime committed. Nalule is also concerned that some police  officers go beyond and torture men their private parts .

She said that her committee in few weeks will summon bosses f security agencies to explain why they preside over torture against the civilians when there enough laws to deal with the suspects.

NRM MPs casting their votes to select members to the EALA

As the elections of representatives to the East African Legislative Assembly (EALA) draws near, Parliament has suspended inland and external travels for MPs so that they can be available during Election Day due 28th February 2017.
The travel ban is takes effective on between 27th and 28th February according to the House’s Speaker, Rebecca Kadaga, who also named the 20 members verification committee for EALA candidates.

The committee consists of Florence Namayanja ,Rose Mutonyi Masaba ,Jessica Ababiku ,Safia Nalule,Dr.Sam Lyomoki, Rukia Chakamondo,Moses Balyeku,Mwine Mpaka ,wislson Nochrach,Alum Santa among others .
The EALA verification committee will be chaired by Ntungamo district woman MP, Beatrice Rwakimari and the Committee is expected to verify all candidates from independents and political parties before the elections 28th February 2017.

The Chief of Defense Forces (CDF), General Katumba Wamala last week  warned Army officers against using their positions and army ranks to grab civilian’s land and other properties.
He made the remarks while interfacing with the Human Rights Committee of Parliament Chaired the Committee’s Vice Chairperson, Safia Nalule.
Katumba says that the land matter has become a big problem and even the military is not immune from these problems, saying that many of the army officers in different parts of the country have been implicated in land grabbing.
He says that much as the army officers are entitled of owning land but they should avoid the illegal acquisition of land.

Katumba however, says that some issues surrounding land wrangles are propagated by the Uganda land commission which issue more than one land tittle to different persons.

Persons living with disabilities have called for consideration for the posts of Resident district commissioners. The disability community that gathered at Tal cottages in Lubaga, Kampala over electoral process awareness said that in about 180 RDCs and assistant RDCs there is no one with disability saying that this could be discrimination. Members of Parliament for persons with disabilities who included Safia Nalule, Hood Katuramu, Alex Ndezi said that they are also capable of supervising and monitoring government programmes as well as popularizing the ruling government in the country as RDCs are doing.

Persons with disabilities asked the appointing authority of RDCs to first induct RDCs captured from the opposition for a period of one year before they are deployed. They said that some RDCs need to be lectured on issues of disabilities because they are not friendly to persons with disabilities while executing their work. The group also demanded for ministerial posts so as the issues affecting them are well articulated at cabinet level and tasked their members of parliament to ensure that they meet the president to hear their concerns.

The  MP for persons with disabilities for Northern Uganda William Nochrach also asked president Yoweri Museveni  to fulfil his promise to district leaders of persons with disabilities of providing them with motorcycles  to enable them monitor government projects and accessing  parts of their areas which could be difficult for them without transport.

The special presidential Advisor on RDCs Mohammed Mayanja apologized for not including persons with disabilities on the list of people who were deployed as RDCs. Mayanja said that the matter will be forwarded to the president for consideration.
