Police in Soroti on Tuesday intercepted a stolen vehicle and arrested two suspects in connection to the theft.

The suspects were identified as Byeruman Junior aged 28 years a Rwandan national, a resident of Moroto Town and Osiko Stephen 26, a former driver of the same vehicle. 


The white kluger Reg.No UBB 613H belonging to a Chinese national Hyang xiuminig.was parked at Friend Hotel in Moroto from where it stolen.

Odong Michael, East Kyoga Regional Police Spokesman has confirmed the incident. “After stealing they drove the vehicle via Nakapirit district to Mbale, Soroti and turned to Lira” He said.


Odong adds that Police in Soroti got information and mounted a road block in Awuja Bridge where they were intercepted and arrested. 
The vehicle and the suspects have been handed over to Moroto Police for further investigation.

Government starts temporary repair of the collapsed Cheptui Bridge on Muyembe –Napiripirit Road and to be completed in the next four weeks .This has been disclosed by the minister of state for works General Edward Katumba Wamala while responding to the concern regarding this bridge raised by Bulambuli county MP Alex Burundo in parliament .

The bridge collapsed due to overloaded trucks using this route carrying marble from Karamoja. Katumba Wamala said that UNRA has already procured materials to commence the repair on this road and it will be ready within four
weeks in the temporary arrangement and permanent construction of this bridge will be done when government is upgrading Muyembe-Napiripit road after compensating the affected persons.
He said that UNRA is planning to employ mobile weigh bridge to apprehend overloaded trucks which routinely damage the bridge and advised all truck drivers carrying marble stones to use Moroto – Soroti road

President Yoweri Museveni has encouraged farmers in the country, who are engaged in crop production, to instill in their minds the culture and practice of growing crops all year around using any improvised means of irrigation scheme to combat drought spells.

“The science of pumping water from a water source to a reservoir at a higher altitude, then pump it to the farm and irrigate the crops with help of solar powered water pump is the way forward for Uganda,” he said.

He observed that once the system is installed, it only requires more solar panels to increase the capacity for extension use to more users.

“The dry season is no longer a problem. Free water is available and people cry over drought season. The dry season is for those who are not enlightened and the uninformed. Even developed countries, which receive minimal level of rain level, have their agricultural practice on irrigation,” he added.

The President was today commissioning a solar water pumping irrigation system at Kyerero village, Nyamihanda Parish near Muhanga Township in Bukinda, Rubanda county, in Kabale district. The system was installed on the farm of Mr. Charles Kwehangaana Rutaro following the President’s pledge in 2010. Farmer Kwehangaana Rutaro grows apples, a variety of passion fruits and other crops on a two-acre piece of land. The enterprise earns him Shs.43 million per year.

The purpose of the installation was to demonstrate applications of solar water pumping as an economical and sustainable option for irrigated agricultural production.

While inspecting the project, President Museveni said that the purpose of his visit to the farm was to assess the effectiveness of solar water pumping irrigation scheme. He, therefore, tasked the Ministry of Agriculture, Animal Industry and Fisheries, former NAADS and the Ministry of Water and Environment, to install in the districts of Kabale, Kiryandongo, Masindi, Kaberamaido, Soroti, Katakwi, Kumi, Mukono and Luuka solar water pumping irrigation schemes. He reiterated government’s commitment to distributing more solar water pumps to the people.

“What I wanted to prove was the science behind the cost of locally established irrigation scheme”, he said.

Addressing rally following the tour, the President told the people of Rukiga County that a good leader is one who guides people to shift away from mass eradication of poverty through modern methods of farming with accountability in mind. He, however, strongly warned them against agricultural practices in wetlands.

He commended the people of Rukiga County for voting the Movement overwhelmingly during the 2016 Presidential, Parliamentary and council level elections saying that this symbolized massive politically uprooting of the opposition from the area.

The Prime Minister, Dr. Ruhakana Rugunda, the Minister of Agriculture, Animal Industry and Fisheries, Hon. Vincent Ssempija, State Minister for Planning, Hon. David Bahati and State Minister for Labour, Employment and Industrial Relations and area MP, Hon. Herbert Kabafunzaki, accompanied the President.

Wandegeya Market constructed under MATIP Phase 1

Parliament has approved a loan, authorizing Government to borrow USD 84.2million from the African Development Bank to finance Phase 2 of the Market and Agriculture Trade Improvement Programme (MATIP 2). The programme aims at tackling market infrastructure development, value addition and trade facilitation. It will be implemented over a five year period in nine municipalities of Entebbe, Masaka, Mbarara, Arua, Moroto, Soroti, Tororo, Kasese, Busia; as well as in two town councils of Kitgum and Lugazi.

The Committee on National Economy, which considered the loan request, recommended having standard designs, quality work and evaluating the infrastructure. MATIP 2 is aimed at constructing 11 of the remaining 17 markets. The overall programme is expected to cost USD 93.7million, with a government contribution of USD 9.5million.

During the debate on Committee Report, legislators supported the loan request arguing that modern markets were a sign of development. Parliament Speaker, Rebecca Kadaga asked Government to be impartial in the implementation of the programme. “I need assurance from the Government that the rest of the regions without markets will also be considered,” the Speaker said.

The Minister of Local Government, Hon. Adolf Mwesige promised that the programme would be spread out to all parts of the country. “The first phase took four years, from 2010, to implement; we hope the second phase will be better, faster and more efficient with the purpose of stretching out to all regions of the country,” Hon. Mwesige said. He added that they would be able to iron out the defects in the completed markets and work around the recommendations of the Committee on National Economy for a successful Phase 2.

The Vice Chairperson of NRM in charge of eastern region, Captain Mike Mukula has reaffirmed his commitment to contest in the 2016 Presidential elections on an independent ticket.

The informers have reported to the president that Mukula is planning to take party in elections of NRM party structures but when it comes for president polls he is planning to contest on an independent ticket.

A source in NRM told us that the news about Mukula’s plans have not gone well with Uganda’s heads of state. Mukula, according to sources, wants to hold an NRM party post and contests for president on an NRM ticket.

Mukula first declared his intentions last year during his victory celebrations as Soroti Municipality Member of Parliament in Soroti town.

This is to refute information by some circles of the media that “a new rebel group has been formed up in areas of Teso to distablise Teso and Lango areas”. The information purportedly released by the deputy RDC Soroti Mr Osoto Opio Joseph was merely blown out of proportion after he issued an alertness message to the public due to an influx of many people from outside his district who turned up for Christmas and new year celebrations.

We have no such information in our archives neither is it in other sister forces. The people of Teso and Lango have hard a bad experience of rebellions and should not be put to Punic over such allegations. We need to assure the public that security of Ugandans, their property and boarders are fully protected and any attempt by whichever group to destabilize any part of the country using unconstitutional means will not be tolerated and will be dealt with unfalteringly by both the people ofUgandaand UPDF.

We are aware some private security firms have been doing recruitment of security guards in areas of Teso and Lango but these shouldn’t be mistaken,  Their procedures of recruitment are well stipulated and authority letters always issued by the Inspector General of Police authorizing them to do so.

Operation restore hope is still ongoing in areas of Teso to get rid of any illegal arms in illegal hands. Since june last year 24 serviceable smgs and 769 rounds of ammunitions plus 10 bombs and grenades have been recovered in Teso region and we appeal for more cooperation in this operation.

Karamoja disarmament exercise is already a success story which everybody can see with his or her naked eyes. What remains is curbing out a bad habit of stealing and hitting hard on a few hardcore warriors who thing minus a gun they can’t survive. UPDF is determined to reach to the apex of this exercise too and it’s a matter of time.

This is the time to focus on development and not war, therefore anybody who sounds war drums should be resisted.

The public should be on watch out for anybody who overtly or covertly tries to sneak in new weapons or ammunitions either in Karamoja, teso or any other part of this country. We are on ground and will verify and always inform the public of any matter that concerns their security. All of us should remain vigilant to continue enjoying the prevailing peace in our country. Let’s work together for sustaining the peace this country has achieved through a lot of sacrifices. As we celebrate liberation day on the 26th of this month lets reflect on peace, security and development

It seems former state minister for health; Mike Mukula is getting ready to contest for president. On Saturday Mukula in Soroti Municipality where he is also the area MP donated a brand new ambulance worth over 80 million Uganda shillings to prince Diana Hospital in Madera village in Soroti district.

We are told that Mukula handed over the ambulance to the hospital management at a rally attended by over one thousand people. Mukula reportedly told charged rally that the country will benefit more if Ugandans elect him president in 2016.

The ambulance donated to Diana hospital is expected to ease mobility of expecting mothers and patients in the district. Mukula says the government he eyes for is that one which will bring services near to people.

Heads of private universities operating in Uganda are calling on the government to waive taxes levied on them to enable them provide subjects units that need more finances to be taught in these institutions.

The chairman African region and executive director, Cavendish University, Dr. Ketrine Salati, many courses need huge sums of money to be taught yet they are paying heavy taxes to the government making it difficult for them to have some of these courses at these institutions.

Dr. Ketrine also adds that the university that is slated to have its first graduation ceremony towards the end of the week has already embraced the east African community common market by spread its branches to Tanzania, South Sudan, Burundi, Rwanda.

He says they are also establishing learning centers in upcountry areas, with two already running in Soroti and Kisoro districts.

Cavendish University Uganda will be holding its first graduation ceremony this Saturday at the Speke Resort Munyonyo.

Addressing the media at the university campus in Nsambya today, the university’s chairman, university council, Dr. Ketrine Salati revealed that 300 students are set to graduate with degrees, diplomas and certificates in various disciplines. Of these, 56% are female and 44% are male.

Dr. Salati says most of the graduates are drawn from neighboring countries such as South Sudan, Kenya, Tanzania and Rwanda.

He reveals the university has acquired 11 acres of land in Sseguku on Entebbe road where a permanent university campus will be built.

He adds that Cavendish will starting next year set up regional centers in Uganda, with Soroti and Kisoro among the pioneer centers.

Dr. Salati adds that the university will also establish itself in South Sudan, Rwanda, Burundi and DR Congo.

President Yoweri Museveni is expected to be the chief guest at the graduation.

Also expected is the university’s chancellor and Former Zambia President, Dr. Kenneth Kaunda.
