There is a saying that power and money corrupts people but this was not the case with former Uganda’s army commander, Maj. Gen. Mugisha Muntu.

The amiable General has told his pals in Makindye that he is the only army commander in president Museveni’s regime who has ever had power but never allowed it to ‘spoil’ his brain.

The pals included FDC’s National youth mobiliser, Sheikh Ibrahim Kasozi, FDC spokesman Wafula Oguttu and ‘unfortunately’ the former Makindye RDC, Edward Sekabanja among others.

Muntu told Sekabanja and group while having fun at AY pub in Makindye division yesterday that some people claim to be NRM cadres but he knows NRM more than most people in the ruling party.

Maj. Gen. Muntu says that he was the army commander at the time when the country was fighting a number of rebel wars including Lakwena’s military advancement.

Muntu who is the national Mobiliser for the opposition Forum for Democratic Change says that during the time he could direct the ministry of finance to release money and it obeys. He says he had power to command all soldiers in the country to bring to him all the guns they had and they salute the commander but he never let power to corrupt his mind.

Muntu says that because he did not harm anyone during the time he was army commander, he can walk on the city streets and no one abuses him.

In saying this Muntu was telling his pals that even if they get into power they should never use it to abuse other people’s rights.

UPDF soldiers are still heavily deployed in the Central African Republic and the Democratic Republic of Congo to combat the Lord’s Resistance Army rebels.

 

Uganda peace keeping troops in Somalia

Although the LRA advancement in CAR and DRC has been reported as curtailed, sources at CIM and ISO inform us that the Ugandan army has stayed in the these countries and will continue to stay in DRC and CAN because the LRA threats have not completely been eliminated.

The CIM sources have also told our journalists that the Ugandan soldiers are still deployed in strategic locations in the Republic of South Sudan.

The source did not want to be named because they are not mandated to speak on behalf of the army.

In an earlier interview, the army spokesperson Col. Felix Kulayigye confirmed that the Uganda army is working with the armies of South Sudan, DRC and CAR to eliminate the threat posed by the LRA rebels.

The commander of the African forces in Somali Maj. Gen. Fred Mugisha has expressed regret at an incident in which AMSON forces killed a Malaysian citizen and killed another.

In a statement, AMSOM spokesperson lieutenant col. Paddy Ankunda said the incident happened on Friday when an AMSOM convoy opened fire at junction K4 and killed a Malaysian civilian.

Paddy Ankunda says a full investigation into the shooting and killing of the civilian is under way in realization with the transactional federation government police.

The statement further quoted the commander Fred Mugisha assuring the people of Somali that the key role of AMSOM force is to keep peace and restore law and order in Somalia.

Mugisha says a full investigation will take place and all findings will be made public.

It was bad luck for the three men yesterday when they fell prey to our intelligence after a tip off from a cooperative and patriotic Ugandan whose names I will not reveal for security reasons.

Amadoi Peter from kitale in Kenya,Okello Ben from Palisa and Loito Ekadel from lokiliyama in kenya were nabbed with over 2000 rounds of ammunitions after intelligence laid a trap for them and pretended to be the suppliers of the ammunitions.

Ready with cash to pay 2000UGX for each ammunition, the trio thought the deal was done in Moroto when a squad of 3rd Division intelligence commanded by Maj Alex namara the Division intelligence boss immerged like commandos arresting the buyers and the boda boda man who brought in the ammunitions supplier.

The three are now under custody and investigations by both police and the army to get more details about the intention of the men and find the best way to prosecute them.

We highly condemn this act and call upon residents of Karamoja to desist from any act that may sabotage the peace that the people of karamoja have stated to enjoy with no Ambushes on the roads, development, absence of raids etc.

We implore everybody to be vigilant and report any criminal act that may take us back to the culture of the gun.

Members of parliament have expressed concern over what they termed as growing habit of senior army officers deploying their juniors to attend to their cattle instead of doing army related work.

MPs on the defence and internal affairs committee of Parliament today instructed the Chief of Defence Forces Gen. Aronda Nyakairima to ensure the practice is immediately stopped.

According to the committee chaired by Kigulu south MP Milton Muwuma, the deployment of soldiers to look after cattle belonging to senior UPDF officers is abuse of the army profession.

Lwemiyaga constituency MP Theodore Sekikubo also noted that some officers have gone to the extent of deploying colleagues to guard their concubines there by abandoning their official work.

Gen. Aronda condemned the act and requested the public to volunteer more information in that regard so such officers so they can be disciplined accordingly.

President Yoweri Museveni has clarified to the public that the decision of government to purchase fighter planes was deliberately aimed at strengthening the Capacity of the army.

The president said made the clarification at a thanks giving ceremony of the deputy speaker of parliament of Uganda Jacob Olanya in Omiro sub county Gulu district.

Museveni said the fighter planes are aimed at ensuring that the peace currently prevailing in the country is not disrupted.
He said the army and the county suffered al lot while perusing negative forces in the country because of in adequacy in fighting equipments where the UPDF would walk long distances on foot while perusing the rebels.

The president said with fighter planes and ongoing efforts to professionalize the army, anybody who dares to destabilize the country will be dealt with.

The purchase of the 1.7 trillion worth jets without Parliament’s approval has generated a lot of criticism from different circles and underlined the government’s increasing administrative expenditure

Over 3000 residents settling on the ministry of defense land in Kyangwali sub-county are to be evicted by the army to enable it establish a barracks in the area. The barracks is meant to provide security to oil wells in Hoima where oil production is expected to start later this year.

The affected residents are from the Seven (7) villages that are found in the two parishes of Kasonga ‘A’ and ‘B’ in the Kyangwali refugee settlement camp.

The army is currently registering all residents to know their number how they obtained the land and investments so far under taken.
The registration exercise began on Monday and it is being spearheaded by the Kyangwali army detach commander major, Tom Okolongo.

The reserve commander mid western lieutenant Yoram Kagezi says the registration exercise is function by major general Jorum Mugume of UPDF land sector.

The exercise stated after Mugume visited the area recently and foundout that the people had encroached on the army land. Local leaders and residents in the area are unhappy by the move taken by the army.

They accuse major Okolongo of threatening them that he will forcefully evict them if they do not register. They also accuses the army of the bi-passing the local leaders.

Hoima deputy RDC Abdul somatic Owentimba says the land in question belongs to the ministry of defense that has got its land titles. He said that genuine settlers on the land will be compensated according to the land Act.

The western region police commander Kwanya Wilson has appealed to the entire police force in Uganda to act as examples in the fighting against HIV/AIDS.

Kwanya says that the police force has the ability to spread the massage of fighting the scourge since all officers were trained to be change agents.

The RPC calls upon all police officers to avoid temptations that may lead them to acquire AIDS citing prostitutes, poverty, and  transfers which separate them from there spouses living them vulnerable to temptations.

Kwanya made the remarks at the opening of a five day workshop organized by Spear under World Vision and Research Triangle International funded by USAID for police officers from districts of Kabarole, Kamwenge, Kasese and Bundibugyo to educate them how they can change their behaviors and the community to fight the spread of HIV/AIDS held at Kijaguzo hotel Kabundaire in Fort Portal Municipality.

Sister Kyeyune from Uganda police headquarters says that police was reorganized as the most risky institution to be affected by AIDS.

She advises police men to practice male circumcision which is going to be done country wide as a way of reducing the spread of HIV, the virus that causes AIDS.

The Auditor General has unearthed several scandals ranging from theft of construction materials, poor accountabilities and unauthorized expenditures going on in the ministry of defense/UPDF many of which will require the institution to explain before the public accounts committee of parliament.

In his latest report of June30 2010, the auditor general states that at Nakasongola School of Air Defense, the officers must explain what happened to the shs100m meant for construction works but was diverted, in addition to disappearance 150 bags of cement.

He says an inspection revealed that the Gun shed was under construction by the engineering brigade and that 150 bags of cement which had been brought to the site were taken away to an unknown destination leaving several guns remain outside in the yard unattended to.

This same case has been reported to be happening in Masindi-field artillery division where shs487m was released to construct a gun shed, but, this facility collapsed even before it was completed.

The same auditor is questioning the transaction in which the ministry for defense recently bought Lugazi university land and its buildings at a cost of shs13.5bn with a view of turning the university into the UPDF military engineering college without following the right procurement rules.

UPDF third division spokesperson captain Deo Asiimwe Akiiki has disclosed that they have started demilitarizing Karamoja and Teso region because the regions have stabilized.

Speaking to journalist Deo Akiiki says the main reason they had deployed the army and LDUs in Teso and Karamoja was to cattail the cattle rustling, warriors and LRA insurgency that most of whom have been whipped out.

He particularly noted that, the Teso region was fully secures with no single village under any threat.

He added that even the Karamoja was very peaceful because the cattle rustling had been suppressed. Captain Deo Akiiki says as a result of stability the government was stepping down the presence of UPDF and increase police personnel to keep law and order.

He added that every soon there will be no more UPDF soldiers in towns and trading centre’s either Teso and Karamoja region.
