Uganda Army on the spotlight as Auditor General report questions expenditures

The Auditor General has unearthed several scandals ranging from theft of construction materials, poor accountabilities and unauthorized expenditures going on in the ministry of defense/UPDF many of which will require the institution to explain before the public accounts committee of parliament.

In his latest report of June30 2010, the auditor general states that at Nakasongola School of Air Defense, the officers must explain what happened to the shs100m meant for construction works but was diverted, in addition to disappearance 150 bags of cement.

He says an inspection revealed that the Gun shed was under construction by the engineering brigade and that 150 bags of cement which had been brought to the site were taken away to an unknown destination leaving several guns remain outside in the yard unattended to.

This same case has been reported to be happening in Masindi-field artillery division where shs487m was released to construct a gun shed, but, this facility collapsed even before it was completed.

The same auditor is questioning the transaction in which the ministry for defense recently bought Lugazi university land and its buildings at a cost of shs13.5bn with a view of turning the university into the UPDF military engineering college without following the right procurement rules.
