Speaker Rebecca Kadaga has warned parents in Kagadi against marrying off school-going children, saying government will not tolerate such impunity.
Kadaga was presiding over a fundraising function at Mugarike Parish Catholic Church in Kagadi, were she showed her frustration over a report that the majority of girls in the area are dropping out of school for marriage.
“This is wrong. Many children don’t reach senior four because they go to get married. I ask you to take this matter seriously,” said Kadaga.
Earlier, MP Janepher Mbabazi (NRM, Kagadi) had accused parents of profiting from child marriage.
“We have a challenge of girl child education. The number of girls in schools keep reducing due to early marriages; people view children as a source of wealth in this region,” said Mbabazi.
Kadaga said the rationale behind introducing the Universal Primary Education (UPE) and Universal Secondary Education (USE) programmes is to have all school going children in school, but warned that government will apprehend the detractors.
Kadaga participated in a fundraising drive that saw the collection of over Shs20m in cash and donations.  She contributed Shs10m for the construction of the Church.
According to United Nations Children’s Fund (UNICEF)’s State of the World’s Children 2016 Report, at least one in every two girls in Uganda is married before the age of 18, the lawful age of consent in Uganda.
Cultural Practice, an organization monitoring women and girl child progress conducted a study in 2006, where more than half (53 per cent) of women aged between 20–49 were married before the age of 18.
The organization noted that the reasons for early marriage are rooted in traditional and social norms, as well as factors such as women’s disadvantaged status, poverty and biases against girls’ education.
The function was attended by among others, the Minister of State for Economic Monitoring in the Office of the President, Hon Kasirivu-Atwooli Baltazar and a host of local leaders.

Prominent Muslim cleric in Kampala, Sheikh Nooh Muzaata Bate has challenged the government to review the Universal Primary Education (UPE) programme. He says the Muslim community in Uganda supports UPE but it is still a good policy on paper.

The Sheikh says that the UPE programme is not working out because it was ill planned, schools structures are poor; the project funds are being stolen by some of the government workers or misused and teachers are less motivated.

Addressing Muslims who teach in primary schools in Kampala at Kibuli SS in Kampala today, Muzaata said that the way students are taught in Uganda needs to be reviewed. He says that students and pupils cram things without practical skills.

The probe Commission investigating mismanagement of UPE and USE funds has recommended sanctions against all officials responsible for creating ghosts in the system.

The recommendation is contained in a report which has been handed over to the president today at Nakasero state house.

Several stakeholders including parliament had for some time tasked the commission to explain its delay in releasing the report.

However Handing over the report to the president the commission’s , Chairman Justice Ezekiel Muhanguzi, said all head-teachers, District Education Officers, Inspectors of Schools, and Public Service payroll managers, both at district and central levels, where mismanagement was reported should be brought to book.

Last week I traveled to Mauritius and visited a number of companies and Non Governmental organisations there. I was sponsored by Makindye Sabagabo, the political jurisdiction where I work as the SPEAKER to go to Mauritius and study how the lower government councils, Non Governmental Organisations there operate.

While I was in Mauritius I learnt things which left my heart pulsing and my sprit crying bitterly- asking who cursed Uganda. In Mauritius no public official is allowed to educate his or her children or seek medical care in a private facility. All public officials in Mauritius including MPs, ministers, revenue collectors, village council officials etc must all go where all others go to get services.

Now just imagine this, the children of president Museveni, Inspector general of police, Kale Kayihura, ministers, MPs, and Uganda Revenue Authority officials including those of Allen Kagina go to UPE and USE schools and Mulago hospital to get treatment!

According to Wikipedia, Mauritius has since its independence in 1968 developed from a low income (agriculturally based economy) to a middle class income diversified economy with growing industrial, financial institutions and tourism sectors.

Mauritius has achieved some of the things the world’s fastest growing economies of China, USA, Britain, Canada, Norway and France have achieved. Mauritius has a more equitable income distribution and its good government system and good way of managing the country’s affairs is reflected in her peoples increased life expectancy, lower infant mortality, and improved infrastructure.

Education and Sports Minister, Jessica Alupo has threatened to close all primary and secondary schools around the country that would be found without pit latrines or toilets.

 Ms Alupo says that her ministry has got reports that some schools in the country especially in rural areas and slums operate without toilets or pit latrines.

 The minister was today addressing journalists at the ministry’s board room in Kampala Capital City Authority.

 Alupo also says that the heads of schools manning UPE and USE schools should report to her office toilets and pit latrines that have filled up.
