It is every parent’s dream to know that their children are safe and sound wherever they are, and news of a school fire can be very devastating.  In 2019, Uganda registered a total of 12 school fires across the country with 10 occurring in the Central region alone. Let’s break down these scenarios in order of occurrence.

Boys’ dormitory at Namirembe Hillside High School goes up in flames

February 

18th February – Fire burnt a dormitory at St. Anthony Roman Catholic Primary School in Nakasongola District, destroying property worth millions. According to the school head teacher, Ms. Allen Musoke, by the time the dormitory caught fire, the pupils had gone for morning lessons at about 5: 30 am and no one was injured. The dormitory was housing boys in Primary Five, Six and Seven.

20th February – Fire gutted a boys’ dormitory at Najjanankumbi City Academy in Makindye Division in Kampala, destroying lots of property including books, suitcases, utensils and beddings.

21st February – Fire gutted a dormitory at St Jude Primary School in Nakasongola District and claimed the life of Favor Itaro, a Primary One pupil. Itaro died of suffocation, according to a postmortem report released by police. Seven pupils were injured. District authorities closed the school for one week. The ill-fated dormitory had burglar proof windows, which could have made it difficult for the pupils to escape the fire.

24th February – A boys’ dormitory at Sembabule Parents Primary School was destroyed by fire when pupils were attending evening classes. The affected dormitory was housing 35 boys and a lot of property was lost.

28th February – Another fire gutted St. Anthony Roman Catholic Primary School in just a space of 11 days, leading to its closure. The Thursday fire destroyed the girls’ dormitory housing over 18 pupils.

March

20th March – Fire gutted a boys’ dormitory at St James Secondary School in Mubende District, destroying property worth millions of shillings.

April

4th April – Property worth Shs800 million was destroyed in a dormitory fire at Forest Hill College Mukono (State minister for higher education JC Muyingo’s school). The boys’ dormitory was housing at least 225 students of senior three to senior six. Authorities say no one was hurt by the fire that destroyed students’ mattresses, books, jerrycans, clothes and money, among others.

May

27th May – Fire gutted a boys’ dormitory at Kisoso Parents Primary School, a day after pupils reported for second term, destroying some property including suit cases which involved pupils’ belongings and beddings. According to the Southern Police spokesman Paul Kangave, the incident happened at around 7:30pm on Monday. It is suspected that the fire could have been a result of a wrongly installed solar panel system at the dormitory, according to Charles Nsereko, the school director.

Mr. Kangave said the dormitory accommodates about 160 pupils, but by the time of the incident, only 60 had reported and none were injured.

July

20th July – Fourteen students were injured in Nakaloke Islamic School in Mbale District after a fire suspected to have started from one of the dormitories near the mosque reduced properties to ashes before it was contained by the Police Fire Brigade. Textbooks, classroom work, mattresses, case boxes, clothing and utensils, belonging to 50 students were all destroyed.

25th July – students of Namirembe Hillside High School in Kitetika, Wakiso District lost property worth millions of shillings after a fire gutted one of their dormitories.

September

18th September – Pupils of Happy Times SS, Masajja in Wakiso District lost a lot of property when fire gutted one of the dormitories.

21st September – Just three days later, another fire gutted a dormitory at Kyotera Infant and Primary School. The fire started at the door of the boys’ dormitory and quickly spread to the rest of the facility. No lives were lost but pupils’ belongings such as mattresses, shoes, suit cases, clothes and books were burnt to ashes.

Caution is needed

This alarming rate of fire outbreaks calls for more caution from school authorities to always ensure that they have working firefighting equipment, and that learners have the knowledge of how to operate it.

Among those who sat for Makerere University University pre-entry law exams in 2019, about 22% have passed, according to PML Daily.

Among the 22% that passed, 378 sat on direct entry, 42 were on degree entry while 27 were on diploma entry.

The list pinned at Makerere University shows that from 2,080 candidates who sat pre-entry exams, only 447 students passed and 1633 failed. The percentage of students who failed goes to about 78%.

All students who are willing to take the course of Barchelors of Law are bu the University required to sit for the pre-entry exams.

The pre-entry examinations involve areas such as reading and comprehension skills; language skills; numerical skills and logic; general knowledge and analytical writing skills.

However, Makerere University Academic Registrar said that students who got 50% and above qualifies to join the University in the next academic year.

 “The candidates who scored 50 percent and above passed the examinations. The successful candidates who may be interested in studying Bachelor of Laws under private sponsorship should apply for Day or evening before the deadline of 30th April 2019,” Alfred Masikye said.

Police are investigating to establish circumstances that led to the murder of UK student , Huzaifah Ntambala, 24,whose body was found in Bwebajja Entebbe.

The deceased was pursuing studies in the University of England and was home in Uganda for holidays. However, he reportedly went missing on January 21. However, police found him murdered after a three-days search.

According to the last people who saw Ntambala, the 24 year old boarded a boda boda from Kamwokya to his parents home in Bunga but the motorcyclist could have diverted to another place.

Kampala Metropolitan deputy police spokesperson, Luke Owoyesigyire said Police has launched a search for the boda boda rider.

Police also alleges that since Ntambala, his murderer could have targeted him hoping to scoop some huge amounts of money on him.
By press time, police authorities indicated that the body was lying at Mulago hospital mortuary for postmortem.

Minister of Education Janet Museveni will on Thursday January 17, 2019 release the Primary Leaving Examination (PLE) results.

According to the Ministry of Education spokesperson, Mr Patrick Muinda, the Uganda National Examinations Board (Uneb) will present results of pupils’ performance before Ms Museveni on Wednesday at the State House Nakasero, 

“Uneb officials will brief the  on the performance of last year’s Primary Leaving Examinations on Wednesday January 16, 2019 at 11am and later release them on Thursday January 17, 2019 at 11am at President’s Office,” Mr Muinda said.

Last year, UNEB registered a 3.9 per cent increase with 671,923 candidates registered to sit 2018 PLE from 13,072 centres across the country compared to 646,041 from 12, 751 in 2017. 

According to the executive Secretary of Uganda National examinations board Dan Odongo Of the total candidature, 476,131 were from Universal Primary Education (UPE) schools and 195,792 private. 

346,963 candidates were females while 324,960 were males.

The Makerere University Academic Registrar, Alfred Masikye Namoah has invited interested Diploma holders to send in their  applications for a government sponsored degree. The admissions will be conducted under the Government Sponsorship Scheme and not to exceed 5% of the intake capacity to the University Degree Programmes for the academic year 2019/2020.

Applicants should submit their applications before Thursday 31st January, 2019.

Below are the required qualifications needed from the applicants to the scholarship

  • Each applicant should possess at least a Credit or Second Class or equivalent Diploma in a relevant field from a recognised Institution.
  • A Uganda Certificate of Education (UCE) with at least 5 Passes (or its equivalent) and a Uganda Advanced Certificate of Education (UACE) with at least One Principal Pass and Two Subsidiary Passes obtained at the same sitting (or its
    equivalent).
  • Principal subjects required for admission to Diploma must be passed at Principal or Subsidiary levels.
  • Each applicant should also attach a copy of the Birth Certificate to the application form.
  • A non refundable application fee of Shs.50,000/ = (Fifty thousand shillings only) plus the Bank Charge should be paid to any Stanbic Bank, dfcu Bank (Makerere Branch), Post Bank, Centenary Bank before collecting the application form from the Admissions Office, Room 315 and 316 Level 3, in the Senate Building, Makerere University.
  • Certified copies of Diploma Transcripts (not photocopies of certified copies) from the awarding Institutions must be attached to the application forms.

Candidates with a third or pass diplomas are not eligible for the scholarship.

YMCA student Brian Isiko was on Thursday granted bail on a cash bond of Shs1 million by the Buganda Road Court grade one magistrate Stellah Amabilis pending the hearing of the case.

Isiko is accused of sending love messages to to Kabarole district woman MP Sylvia Rwaboogo who termed them as being against her life due to fear.

The 25-year-old finally paid the one million shillings court asked him to deposit as bail having spent the entire week in prison for failure to reach the amount.

Isiko missed his end of year exams at YMCA-Jinja branch where he was admitted at the beginning of this year for a certificate in Accountancy while in prison.

The mother of the 25 year old Rachael Nakamya has hailed thanks of all the financial support extended to her family since June 2018 when her son was first charged before Buganda Road court and sentenced to a 2-year imprisonment term.

However, the punishment was later the High court due to procedural errors.

Isiko is expected back to Buganda Road Court grade one magistrate Stellah Amabilis court on October 29 2018 to face the charges.

Parliament has finally passed the budget for the financial year 2018/19 worth 32.5 Trillion shillings.

The passed budget includes the recurrent Expenditure of 9.4 trillion shillings, Development Expenditure of 13 trillion shilling s and statutory expenditure of 10 trillion shillings.

Parliament also passed the Appropriation Bill, 2018, authorizing the public expenditure from the consolidated fund worth 22 trillion shillings as the government prepares to read the national budget on 7th June.

 The minister of finance matia Kasaija urged members of parliament to monitor at the districts whether the money appropriated is doing what it intended as this will facilitate the development of this country.

The budget is expected to be financed through different means with URA expected to collect 16.4 trillion out of which 417 billlion shillings is expected to be collected from non-tax revenues while appropriation in  in Aid is expected to be 1.06 trillion shillings; domestic financing will be 897 billion shillings.

Some of the measures set by government to collect this tax including daily tax of 200 shillings on social media. One percent transaction tax on mobile money, 10% final withholding tax on commissions by telecommunication companies to mobile money and airtime, withholding on all winnings in sports betting and gaming .

Government will also be taxing  200/litre excise duty on cooking oil , 100 shillings to be collected on every litre of fuel,Increase excise duty on mobile money and bank charges from 10% to 15%  Impose Shs 200,000 excise duty on motorcycles at first registration among other measures.

Members of Parliament on the Government Assurances and Implementation Committee have queried the irregularities in the admission of students to Soroti Flying School.

During a meeting between the Committee and the Soroti District Local Government on 19 May 2018, the Mayor of Soroti, Paul Omer, said that there are challenges of recruitment at the School, with a lot of unqualified people being recruited. He also added that the people from the Teso region were not being considered for admission to the school, yet the President had promised that students from the region would be recruited on preferential basis.

“There is a girl in this school who joined and is about to graduate She applied with excellent grades but was not considered until she went to the President and told him she is an orphan,” he said.

Omer requested the Committee to raise the matter to the concerned authorities and find out a way of stamping out the irregularities and to remind the President of his pledge.

Lt. Col. Ronald Turyamubona, the Director of the School responded that before he joined the school, the irregular  recruitment process was prevalent, but assured the MPs that this was being addressed..

“When I joined this institution, there were gross problems of mismanagement for 10 years people were being recruited irregularly. I found out that 90% of the students here were not even qualified,” he said.

Turyamubona added that there are students sponsored by State House, UPDF, Uganda Police Force and private students, of which the former were being recruited by senior staff indiscriminately.

“Some years back, there was a high recruitment of students which created backlog without enough trainers and we had to halt it,” he said.

Hon. Hassan Fungaroo Kaps (FDC, Obongi), the Chairperson of the Committee promised that the Committee would look into the matter and condemned the practice.

“Every Ugandan should have the opportunity to attend the Flying School to ensure equal representation from all parts of the country,” he noted.

Hon. Flavia Byekwaso (UPDF), however, said that such scenarios occur when there is an undisciplined officer in the recruitment exercise who propagates the idea.

“It may not be the institution but individuals who are corrupt or harbour other ulterior motives, so we need isolate these individuals,” she added.

Hon. Silas Aogon (NRM, Kumi Municipality) added there is need to streamline the recruitment process.

“There are cases of people coming from other regions to get recruited somewhere else which is wrong; how can the entire Flying School have no one from the region,” he said.

Turyamubona added that there were institution houses that were sold off by Ministry of Lands and the IGG is looking into the matter.

“We also have challenges of funding and staffing. I have one instructor for ten students instead of one instructor for four students,” he said. He also noted with concern the low tuition fees charged to private students.

“The average student on private pays shs72 million???? for the entire programme and they have to fly for 240 hours, yet fuel costs US$2 per litre and this is because the structure we use is what was charged in the 70s. However, in Ethiopia the charge per student is US$70,000,” he said.

Soroti Flying School is currently training 81 pilots and 61 engineers with nine aircraft of which seven are  new.

Speaker Rebecca Kadaga has warned parents in Kagadi against marrying off school-going children, saying government will not tolerate such impunity.
Kadaga was presiding over a fundraising function at Mugarike Parish Catholic Church in Kagadi, were she showed her frustration over a report that the majority of girls in the area are dropping out of school for marriage.
“This is wrong. Many children don’t reach senior four because they go to get married. I ask you to take this matter seriously,” said Kadaga.
Earlier, MP Janepher Mbabazi (NRM, Kagadi) had accused parents of profiting from child marriage.
“We have a challenge of girl child education. The number of girls in schools keep reducing due to early marriages; people view children as a source of wealth in this region,” said Mbabazi.
Kadaga said the rationale behind introducing the Universal Primary Education (UPE) and Universal Secondary Education (USE) programmes is to have all school going children in school, but warned that government will apprehend the detractors.
Kadaga participated in a fundraising drive that saw the collection of over Shs20m in cash and donations.  She contributed Shs10m for the construction of the Church.
According to United Nations Children’s Fund (UNICEF)’s State of the World’s Children 2016 Report, at least one in every two girls in Uganda is married before the age of 18, the lawful age of consent in Uganda.
Cultural Practice, an organization monitoring women and girl child progress conducted a study in 2006, where more than half (53 per cent) of women aged between 20–49 were married before the age of 18.
The organization noted that the reasons for early marriage are rooted in traditional and social norms, as well as factors such as women’s disadvantaged status, poverty and biases against girls’ education.
The function was attended by among others, the Minister of State for Economic Monitoring in the Office of the President, Hon Kasirivu-Atwooli Baltazar and a host of local leaders.

Parliament has approved a recommendation by the parliamentary education committee to halt the salary increment of science teacher stating that its discriminatory against arts teachers.

The parliamentary committee on education and sports chaired by Connie Nakayenze Galiwanango recommended that the salary increment of the Science teachers in the financial year 2018/19 be put on halt.

MPs rejected the increment of science teachers after the minister of Public Service, Wilson Muruli Mukasa pleaded with to allow the pay and failed.

Muruli  Mukasa had wanted MPs to consider increment of science teacher salary  over  arts teachers on basis  that sciences are the foundation of any society that wants to develop.

The speaker of parliament Rebecca Kadaga said that government should find a solution to teachers pay rise without discrimination.

The committee said that government should consider harmonization of both the Arts and Science teachers’ salaries be actualized through wide consultations with the concerned stakeholders before effecting the proposal.

The committee report said that government should reconsider the proposal since what it intends to do is unconstitutional and discriminatory.

The committee report recommended that the amount allocated towards enhancement of the science teachers’ salaries should be used to recruit the 2,000 science teachers so that the schools without any teachers in the science subjects can be supported.

The committee recommends that the Ministry of Education and Sports together with the Ministry of Finance   harmonize the salary structure in all public universities and halt the acquisition of new universities until funds are got for full payment of the university staff salaries.

The committee also asked the Ministry of Finance to provide for the l05 billion shillings shortfall in the salaries of public universities to avert unrest at the universities.

The committee further recommended that all resources allocated to the higher education students financing including the 4,ooo government sponsorship at universities and the over 6,000 government sponsorship at tertiary institutions, State House scholarships and bilateral aid plus scholarships be sent to the Higher Education Students Financing Board for equal consideration of all Ugandan students.
