It is every parent’s dream to know that their children are safe and sound wherever they are, and news of a school fire can be very devastating.  In 2019, Uganda registered a total of 12 school fires across the country with 10 occurring in the Central region alone. Let’s break down these scenarios in order of occurrence.

Boys’ dormitory at Namirembe Hillside High School goes up in flames

February 

18th February – Fire burnt a dormitory at St. Anthony Roman Catholic Primary School in Nakasongola District, destroying property worth millions. According to the school head teacher, Ms. Allen Musoke, by the time the dormitory caught fire, the pupils had gone for morning lessons at about 5: 30 am and no one was injured. The dormitory was housing boys in Primary Five, Six and Seven.

20th February – Fire gutted a boys’ dormitory at Najjanankumbi City Academy in Makindye Division in Kampala, destroying lots of property including books, suitcases, utensils and beddings.

21st February – Fire gutted a dormitory at St Jude Primary School in Nakasongola District and claimed the life of Favor Itaro, a Primary One pupil. Itaro died of suffocation, according to a postmortem report released by police. Seven pupils were injured. District authorities closed the school for one week. The ill-fated dormitory had burglar proof windows, which could have made it difficult for the pupils to escape the fire.

24th February – A boys’ dormitory at Sembabule Parents Primary School was destroyed by fire when pupils were attending evening classes. The affected dormitory was housing 35 boys and a lot of property was lost.

28th February – Another fire gutted St. Anthony Roman Catholic Primary School in just a space of 11 days, leading to its closure. The Thursday fire destroyed the girls’ dormitory housing over 18 pupils.

March

20th March – Fire gutted a boys’ dormitory at St James Secondary School in Mubende District, destroying property worth millions of shillings.

April

4th April – Property worth Shs800 million was destroyed in a dormitory fire at Forest Hill College Mukono (State minister for higher education JC Muyingo’s school). The boys’ dormitory was housing at least 225 students of senior three to senior six. Authorities say no one was hurt by the fire that destroyed students’ mattresses, books, jerrycans, clothes and money, among others.

May

27th May – Fire gutted a boys’ dormitory at Kisoso Parents Primary School, a day after pupils reported for second term, destroying some property including suit cases which involved pupils’ belongings and beddings. According to the Southern Police spokesman Paul Kangave, the incident happened at around 7:30pm on Monday. It is suspected that the fire could have been a result of a wrongly installed solar panel system at the dormitory, according to Charles Nsereko, the school director.

Mr. Kangave said the dormitory accommodates about 160 pupils, but by the time of the incident, only 60 had reported and none were injured.

July

20th July – Fourteen students were injured in Nakaloke Islamic School in Mbale District after a fire suspected to have started from one of the dormitories near the mosque reduced properties to ashes before it was contained by the Police Fire Brigade. Textbooks, classroom work, mattresses, case boxes, clothing and utensils, belonging to 50 students were all destroyed.

25th July – students of Namirembe Hillside High School in Kitetika, Wakiso District lost property worth millions of shillings after a fire gutted one of their dormitories.

September

18th September – Pupils of Happy Times SS, Masajja in Wakiso District lost a lot of property when fire gutted one of the dormitories.

21st September – Just three days later, another fire gutted a dormitory at Kyotera Infant and Primary School. The fire started at the door of the boys’ dormitory and quickly spread to the rest of the facility. No lives were lost but pupils’ belongings such as mattresses, shoes, suit cases, clothes and books were burnt to ashes.

Caution is needed

This alarming rate of fire outbreaks calls for more caution from school authorities to always ensure that they have working firefighting equipment, and that learners have the knowledge of how to operate it.

The Uganda Revenue Authority (URA) is to start collecting all the tuition and other fees paid by students in public Universities in abid to curb misuse of funds by management.

The directive was given by the Ministry of Finance and a single account which will be run by URA is yet to be opened on which students will send-in all their dues.

Acoording to the ministry of finance spokesperson, Mr Jim Mugunga, said that the new strategy will help fight the vice of ghost students, bureaucracy and costs in public universities.

“We realised that there was abuse of funds in our institutions of learning because some of the tuition is being collected but not used. Some tuition is stolen while some money just disappears. So, let URA collect this money, let this money come as government revenue and let it be budgeted for and appropriated,” Mr Mugunga told Daily Monitor by telephone yesterday.

He decried the current system that makes it difficult for government to do followups on complaints of money laundering and fraud.

“Once we get to know how much each institution is collecting, we shall facilitate timely release of money back to the universities to take care of students, staff and institutional support,

“Tuition is actually government revenue and not money that belongs to universities. Historically, when revenue collection was not streamlined, the ministry had allowed institutions to collect on its behalf as we built internal capacities and get most institutions networked and strengthened. URA is, therefore, ready and the most suitable agency to handle this task,” ” he added.

Augustus Caesar Mulenga aka King Caesar of Development Kingdom has offered scholarships to 150 University students

Honorary consul of Vietnam to Uganda, Augustus Caesar Mulenga aka King Caesar of Development Kingdom has offered University scholarships to over 150 students from low income status families and orphans.

The students came from districts of western Uganda including Kanungu, Kabale, Kisoro, Mitooma,Bushenyi, Buliisa, Kiruhura, Mbarara, Sheema, Kibaale, Rukiga and Rukungiri.

Eligibility was based on the student’s abilities in innovation, business and are academics and will pursue bachelor of laws and business administration, medicine and surgery among others in Academic Year 2019/2020 at St Augustine International University (SAIU).

“We want to offer hope and a good future for the children in hard to reach areas from low income earning families and orphans because they are financially handicapped. We ask the students to focus more, perform well and be innovative.”Mulenga implored.

According to Mulenga, Development Kingdom has, since 2013, registered. 400 beneficiaries across the countryon their scholarship.

Among those who sat for Makerere University University pre-entry law exams in 2019, about 22% have passed, according to PML Daily.

Among the 22% that passed, 378 sat on direct entry, 42 were on degree entry while 27 were on diploma entry.

The list pinned at Makerere University shows that from 2,080 candidates who sat pre-entry exams, only 447 students passed and 1633 failed. The percentage of students who failed goes to about 78%.

All students who are willing to take the course of Barchelors of Law are bu the University required to sit for the pre-entry exams.

The pre-entry examinations involve areas such as reading and comprehension skills; language skills; numerical skills and logic; general knowledge and analytical writing skills.

However, Makerere University Academic Registrar said that students who got 50% and above qualifies to join the University in the next academic year.

 “The candidates who scored 50 percent and above passed the examinations. The successful candidates who may be interested in studying Bachelor of Laws under private sponsorship should apply for Day or evening before the deadline of 30th April 2019,” Alfred Masikye said.

Students wishing to join University in the academic year 2019/2020 could be among the luckiest in Uganda.

The Ruparelia Foundation has offered to give scholarships to over 1,100 fresh student entrants to Victoria University Kampala.

The sponsorship will cover 70% of the tuition and other functional fees for  students who want to pursue; Health Sciences (200 scholarships), Business Management (150), science and Technology (200),  Humanities and Social Sciences (250)and Petroleum and Energy Studies (300).

The foundation in a letter to the Ministry of State for Youth and Children Affairs, in which Victoria University Council, Vice-Chancellor, Students’ Guild President and Admission office were copied in, read that all qualified youths joining universities a special package of scholarship under the “Rajiv Ruparelia Youth Scholarship.”

Victoria University is part of Ruparelia Group of Companies, which has a strong presence in the education sector in Uganda and has under its portfolio, Kampala International School Uganda, Kampala Parents School and Delhi Public School International.

The 120 billion shilling skilling Uganda fund has already registered 30,000 beneficiaries seven years of existence after its launch in 2012.

The projects targets 60,000 beneficiaries by 2020 and is aimed at facilitating competitiveness, productivity and employment for self reliance among the
Ugandan youth.

The Assistant Commissioner for Vocational Education, Mr. James Mugerwa during the launch of the National skills fair on Tuesday in Kampala revealed that the Ministry of Education and sports has worked closely with Enabel and PSFU to skill Ugandans through the Skills development Fund and the skills development facility.

Mr. Mugerwa further revealed that the fair will offer a platform to exhibit skills among Ugandans.

“The national skills fair is an opportunity for us to showcase the achievements of both funds.” Mugerwa said.

The three-days fair will take place from 7th to 9th May 2019 at the UMA multipurpose hall.

According to the SDF manager Christine Karungi, the fair will connect producers and manufacturers , employers and training institutions for more training and work opportunities.

“The innovative approaches employed in training have enabled several SDF beneficiaries to get employed while others have started their own businesses,” Ruth Byinzika Musoke, the Head SDF at PSFU said.

The skilling Uganda fund develops skills for the youths in the fields of manufacturing, construction, oil and gas, ICT and agriculture.

Uganda National examination Board on Thursday, January 31, 2019 released the 2018 Uganda certificate examination results.

A total of 336,740 candidates registered for the 2018 UCE in 3,658 centres. The number of candidates in 2018 was higher than that of 2017 by 10,528. Of the 336,740 candidates, the education ministry indicates that 45.2% are beneficiaries of the government universal education programme (UPE).

In 2017, 31,338 UCE candidates excelled in Division One compared to 25,610 in 2016. In 2017, 53,665 candidates featured in Division Two while the previous year had 44,614.

Of the 335, 435 students who sat for the examination, 42,334 failed showing a drastic increase from the 27,955 registered numbers of failures in 2017.

“More candidates 288,387 passed the examination compared to 287,350. Though chief examiners continue to report problems of question interpretation, misunderstanding of keywords and generally poor language expression,” Dan Odongo the UNEB Gen.secretary reported.

Male candidates passed way highly than their female counterparts with the latter defeating the former only in English.

The ministry noted that there has been a persistent poor performance in science subjects across the country with over half of the candidates failing to reach the minimum pass 8.

The UNEB chairperson, Mary Okwakol, yesterday applauded UNEB management for taking an initiative to reduce on the number of cases of withheld results from 4525 in the year 2017 examination to 1825 in 2018.

“I am pleased to report that of the 4525 candidates whose results were withheld, 1977 were cleared and had their results release. Regrettably, results of 2548 candidates were cancelled’’. Okwakwol said.

Christian religious education, history, geography, agriculture, chemistry and physics were the worst done subjects.

Languages especially English language, Islamic religious education had the best performance registered.

Distinctions registered in Mathematics and biology also improved.

Wakiso and Kampala maintained their quo topping the least of the best districts with 594 and 341 first grades respectively followed by Luweero district with 266 first grades.

Nakapiripit was the worst followed by Kwen and Kalangala with only two first grades.

She says exam results withheld reduced from 4,525 in 2017 to 1,825 in 2018. And of those withheld in 2017, 1,977 were cleared and released. 

Meanwhile, we are told that gender parity was nearly reached, with males at 50.4% and females at 49.6%

The result lists will be issued and may be collected by schools from the UNEB offices in Ntinda, Kampala starting at around 4pm.

Uganda Christian University (UCU) Mukono has launched an initiative to add value to Ugandan processed rice. This is aimed at encouraging students to practice agriculture after school.

Through a partnership with the Uganda private sector dealing in quality rice and coffee processing, UCU is set to train agribusiness students unique ways of adding value to rice and coffee by processing quality products.

According to Samuel Kalimunjaye, a lecturer at the university, students are taken on ground where farmers are growing rice ,mainly in eastern Uganda and Elgon areas where Arabica coffee is grown.

“We usually organise the farmers to process quality rice and we are particularly interested in Super rice. When these farmers are threshing rice, we bring the students on ground to participate in the exercise. When the rice is milled, students are involved in screening by checking if there are stone in it. If so they sort out the stone pellets and broken rice, weigh it and package in different kilogrammes ready for delivery. The same exercise applies to coffee,” Kalimunjaye said.

Rice packages range from Shs5,000 and Shs30,000 a kilo and five kilogrammes respectively.

The Aromana Arabica Coffee packages cost Shs4,000 and Shs7,500 for 100gms and 250gm bags.
