Buganda Premier Charles Peter Mayiga,Kyaddondo East Member of Parliament Bobi Wine, Lord Mayor Erias Lukwago, Minister Beti Olive Namisango Kamya among 12 others make a list of those targeted by assassins.

Lubaga North legislator Moses Kasibante found the list dumped into his compound, a list in which he is also in.

The list does not only include politicians but also religious and Cultural leaders.

Kasibante said he has no knowledge of where the list has come from but insisted it even includes politicains and religious leaders.

I don’t know what it means but it contains about 16 names of politicians and religious leaders,” Kasibante said.

When I contacted police, they assured me that they would investigate the matter. Apparently, this case is to be handled by Old Kampala Police Station,” added.

The other names on the list include; Ntungamo Municipality MP, Gerard Karuhanga who recently reported to police about these threats, Kawempe South Legislator Mubarak Munyagwa and NRM Chief Whip Ruth Nankabirwa.

The others are Titular head of muslims, Kassim Nakibinge, Kampala Metropolitan South Commander Siraje Bakaleke and deputy Police Spokesperson, Patrick Onyango, Saddam Rashid Lukwago, a herbalist, Sheikh Matovu and Bereko Muhammad who could indeed be Muhammad Nsereko, the Kampala Central MP.

We ask those people to be cautious of their personal security and safety, report anything suspicious. Our commanders will have an engagement with each of the people on the list to share information with a view of protecting them.”

The targeted list could follow former Buyende police commander Muhammad Kirumira and former Arua Municipality MP Ibrahim Abiriga who alsoreceived death threats before they were killed.

Kampala Lord mayor, Erias Lukwago

Kampala Capital City Authority (KCCA) councilors have moved a motion to support the three children of the vendor who died last Friday after she was running away from the authority enforcement officers.

The motion follow a 35 years Olivia Basemera who drowned and died in Nakivubo channel after it was alleged that the enforcement officers were chasing her over vending on the streets.

According to the Kampala Lord mayor, Erias Lukwago, the investigations he carried out indicates that the lady drowned after involving a chase by the KCCA enforcement officers and the authority must take responsible of the family and what happened since.

He also notes that the channel was also a responsibility of KCCA to keep the channel clean as well as scaring people most especially the vendors.

The motion went into a vote as to whether the authority should take care of the orphans or not with 26 councilors voting in favor of the motion while others declining to vote.

Students gathered in the school compound before violence broke out

Old Kampala Senior Secondary School has been closed by Police over a student’s strike that turned violent. Students are protesting against the transfer of their headmistress, Ms Aziida Nsubuga Ntegane, by the Ministry of Education and Sports.

Reports indicated that some students were injured in the process when police fired in the air to disperse a crowd that had gathered at the main block of the school.

Police say they are investigating the incident that paralyzed studying at one of the oldest schools in the country.

However, some teachers who spoke on condition of anonymity have accused Ms Nsubuga of instructing teachers loyal to her to mobilise students to protest against her transfer.

“Yesterday she came into the staff room just when we were having our lunch and accused teachers for being behind her woes,” said a teacher quoting from what headmistress had said.

The source says the school has now been divided between teachers and students who are loyal to the headmistress pitying those against her administrative style.

The teachers have also accused Nsubuga of intimidating them accusing them of making allegations about her to the Ministry of Education and Sports over the recent illegal sell of school properties including land.

“I have experienced a lot of hatred from you people and I wonder what I did to you. I am going but in case anyone celebrates my departure, they will feel my weigh,” Nsubuga is quoted to have further said, adding, “I hope you are aware that Iddi Amin was at the border of Uganda but still commanded her troops. I still in charge and those you who are defiant, I will just instruct the Ministry to send some of you away like they did in Makerere College”.

The school has been a center of contention in the past year especially over land related issues where management has previously been accused of selling school properties including land to a local bus company.

The teachers further want an independent investigation to be carried out on the school.

Nsubuga, however, in an earlier statement denied allegations of selling school land saying a decision to lease part of the school land was reached by the board which gave part of the land to Volcano Ltd a company that wanted to establish a bus terminal.

She also stated that the school needed funds to finance other projects such as fencing so as to improve on security.

Late last year, the Observer Newspaper reported of how Kampala Lord Mayor Erias Lukwago,had been sucked into the land controversy following a petition by Moses Kataabu, the lord councilor of Kampala Central II to the Education Minister, Janet Museveni, to stop the sale/lease of Old Kampala Secondary School land at Sh10bn.

Kataabu in his letter had accused Lukwago of witnessing the transaction for the school to be leased through a firm that he owns i.e Lukwago & Co. Advocates.

However, Lukwago denied the involvement but instead called for the reversal of the deal who his partner had been part of.

Nsubuga took over the management of the school from Mr. Emmanuel Mukasa in 2015.

The delay to collect and remove garbage from residents’ collection centers in Makindye division has raised concern with leaders in area calling for the Lord Mayor, Erias Lukwago’s intervention.

Residents complain that s much of the garbage has spent over two weeks in their collection centers in heaps yet the work of collection was awarded  to private garbage collection companies by Kampala capital city Authority (KCCA).

The piling of garbage in the area has raised more concern with the Political heads led by the Makindye East MP, Ibrahim Kasozi who recently had to hire some youth to collect it using wheel barrows from the residents which intervention was later blocked by the contracted companies though they do not effectively manage this garbage.

Kasozi says they have also realized that the garbage collection companies charge exorbitant fees from residents for their garbage which keep them failing to dispose it off.

He further said that leaders in Kampala are expected to meet with Lord Mayor next week to find a solution to this problem.

Councilors at the Kampala Capital City Authority (KCCA) on Monday unanimously agreed to give part of the functions off KCCA to the Urban Divisional Councils.

During a council meeting presided over by the Lord Mayor, Erias Lukwago ,the Chairperson of the Legal Affairs, Bruhan Byaruhanga presented a report to the council seeking a resolution of the authority to devolve some of the functions to the divisional councils.

Although some of the Councilors mainly from the opposition were not in support of the proposal, thinking that they will also be left without any duties to perform but they later hided to the request of the divisional mayors who had earlier walked out of the council in protest.

Lukwago has now directed the committee on Legal Affairs to meet with all the divisional mayors by the end of today to agree on the modalities on how they will consult the central government through the Kampala minister and agree on the way forward how the local councils can be funded and deliver services to the people.

Kampala Capital City Authority (KCCA) political leaders met in a closed meeting yesterday evening (Monday August15) and resolved to work harmoniously without failing each other so for effective service delivery.

The meeting is said to have been attended by the Lord Mayor, Erias Lukwago, Minister for Kampala Beti Kamya ,Division Mayors who included; Charles Musoke Serunjogi,Ali Kasirye  Nganda, Ronald Balimwezo ,Joyce Sebugwawo and Emmanuel Serunjogi .

Also in attendance were Members of Parliament from Kampala for Kawempe North Latif Sebaggala, for Lubaga South Kato Lubwama ,Makindye East’s Ibrahim Kasozi and Lubaga North’s Moses Kasibante .

Speaking to journalists soon after the meeting, the Chairperson of the City Parliamentary Caucus, Latif Sebaggala, said that each person in the meeting was given chance to speak on how they can move together to give Kampala people the service they deserve.

He revealed that the Lord Mayor, Erias Lukwago and the Minister for Kampala, Beti Kamya, agreed to work together despite the recent misunderstanding.

Lukwago and Kamya recently clashed in Parliament where they had been called to give account of KCCAs activities to the legislators among other issues.

However, the two failed to agree on the point of procedure prompting Parliament to throw them out until ‘they sort out their differences’ before they can reappear before the house.

Sebaggala said they plan to have a follow up meeting within 2 weeks’ time to track their progress on working together.

Police in Kampala blocked the launch of a book that is thought to critic President Yoweri Museveni.unsowing

The book, titled ‘Unsowing the Mustard Seed’ reportedly seeks to contradict President Museveni’s autobiography ‘Sowing the Mustard Seed’.

The book was scheduled to be launched by anti-Museveni activists under their umbrella union Jobless Brotherhood.

They are also known for using yellow-painted pigs in their protests.

The book launch was expected to be presided over by former Supreme court Judge George Wilson Kanyeihamba.

Kampala lord mayor Erias Lukwago and former presidential candidate Dr Kizza Besigye were also expected to attend the event.

However, Kampala North Regional Police Commander Wesley Nganizi and Wandegeya District Police Commander Moses Nanoka stormed Amazing Grace gardens, which was the venue of the event all people in attendance to disperse.

Jobless Brotherhood President Norman Tumuhimbise on the contrary says the book is not aimed at tarnishing the image of the president but rather seeks to highlight the major challenges Ugandans have faced since the ruling National Resistance Movement (NRM) captured power in 1986.

Tumuhimbise says that after reading Museveni’s autobiography and listening to other ‘credible’ narratives and accounts of people present during the NRA liberation struggle, he found that Museveni was short on some truths in his book which was vised to a newer version and relaunched last year.

There are currently no distribution of copies as yet for the public.

The Parliamentary Committee on Presidential Affairs has expressed shock over the poor state of USAFI market land despite government advancing Kampala Capital City Authority (KCCA)at total of Uganda Shillings 37billion to buy and  refurbish the market to accommodate vendors.

The market was purchased from one Umar Ssekamate as a way of increasing the authority’s revenue and relocate vendors who roaming the streets to a more centralized place.

However, Members of Parliament sitting in the committee chaired by Col. Fred Mwesige while discussing the matter noted that KCCA had not put the money in good use. They said most building in the market are dilapidated with most vendors failing to operate their business there sighting a high cost of operations in doing business there.

Suzan Amero,the committee’s  vice chairperson and also woman MP Amuria district, said they considering summoning City Director of Planning, the Lord Mayor,Erias Lukwago, former minsters for Kampala, Frank Tumwebaze and the KCCA’s Executive Director, Jennifer Musisi to come and explain to members were the market is not operational to the expected standards.

The MPS are also concerned on why the city authority enforcement officers continue to harass and confiscate properties of vendors on the streets.

Simeo Nsubuga, the Kasanda South MP in Mubende district questioned why there are uncoordinated finance reports from KCCA saying the authority has indicated dishonesty in the procuring process of this market.

Kampala. Lord Mayor elect Erias Lukwago and Division Councillors have been sworn in at Kampala Capital City Authority while Minister for Security Mary Okurut handed Lukwago the instruments of power.

Lukwago, whose exploits have mostly put him on collision course with the Central Government, was controversially thrown out of office during his last term following several skirmishes with Kampala Capital City Authority boss Jeniffer Musisi over management control.

However, Kampala Capital City Authority (KCCA) executive director Jennifer Musisi has pledged to work with all the newly elected leaders of Kampala city including Lord Mayor Erias Lukwago.

“KCCA is credited for being the best city authority in the region. I would like to congratulate you all who were elected. We are ready to work with you in transforming the city together,” said Ms Musisi.

Lukwago’s swearing-in that had originally been set for June 1 was postponed on the advice of police citing inadequate security as most of their personnel were engaged during the state visits of the presidents of South Korea and Turkey, and also the hectic Martyrs’ Day celebrations.

Kampala Metropolitan Police spokesperson Patrick Onyango said police had cleared 15 vehicles for Lukwago’s entourage to the swearing-in ceremony.

Lukwago trounced NRM’s Dan Kazibwe and Issa Kikungwe in the Febuary general elections.
