President Yoweri Museveni has commissioned the iconic Uganda Revenue Authority (URA) Tower, with a call on the on the institutions in Government to renew their strength towards fulfilling their main mission which is to see the economy grow.

“Your role is to assist the economy to grow. This is our survival and you have absolutely no right to frustrate business because if it doesn’t grow, how will you collect more revenue? This is to create jobs for our children, to get out of dependency and if you are not able to help, please go and do other things,” he said.  

He, therefore, urged the staff of URA to step up their game by facilitating business in the country adding “one of your missions is to facilitate business and investment. Don’t waste time anybody`s time, these are people who are adding to the national wealth.”

The President was speaking during the official commissioning of the Uganda Revenue Authority Tower in Nakawa Division Kampala District. The 22-floor building has been constructed at a total cost of UGX139 billion.

The President who toured the complex reiterated that government is planning to put up office structures in a move that will see government cut cost on rent.

“We are going to build a government campus although we have delayed because of some corrupt people. Government has been losing Shs.96 billion per year to pay rent for Central Government offices only,” he noted.

He advised URA staff to remain patriotic if the institution is to achieve the expected results. He warned that government will not tolerate any corrupt officials now that so many young educated Ugandans are readily available to take up those positions.

He said that all the country’s borders must be scanned adding that measures must be put in place to close the gaps. He commended URA for the measures that have been put in place so far citing the electronic Monitoring Unit as an example.

Mr. Museveni revealed that Government spent more time in revamping URA by recruiting people with integrity. He was, therefore, optimistic that with integrity, patriotism, technical training and technology, URA is destined for great performance.

State Minister for Planning, Hon. David Bahati, said the President’s commissioning of the complex spelled an endorsement of the work that URA has been doing. He said the building will save Government approximately Shs.7 billion in rental fees. He added that this is in line with the policy of consolidating Government resources where it is envisaged that Government institutions should have their own office accommodation at Bwebajja along the Kampala – Entebbe highway.

URA Board Chairman, Dr. Simon Kagugube thanked President Museveni for the support and partnership in building URA house. He observed that this will go a long way in improving service delivery to the public.

Commissioner General of URA, Ms Doris Akol, lauded President Museveni and the Government of Uganda for fully committing funds to the project which, she said, will offer infrastructure for better service delivery and reduce the cost of doing business for both taxpayers and URA in one stop service centre. She pledged commitment and better services to the country.

President Museveni was among the people who were given awards for outstanding contribution to URA.

Kyadondo East MP Robert Sentamu Kyagulanyi is set to appear along with his international lawyer Robert Amsterdam to brief US and international journalists on his experience, the developing situation in Uganda, and plans for the international response on Thursday, September 6 at 10:00 in Washington DC.

The popular Ugandan MP flew to the US three days ago to receive specialized medical treatment after allegedly being tortured by Ugandan security operatives after he was arrested by the Government for involvement in the stoning of President Museveni’s lead car in the recent Arua by-election. Giving an account of the torture he endured in a statement released on his social media accounts, today’s presser will look to set the record straight on the many events that have happened since his arrest.

Protests recently broke out in different areas in Uganda and all over the world over the detainment of Bobi Wine and other colleagues as the Government continued to deny any wrong doing in the arrest of the MP and his other colleagues. After being granted bail, it took vigilance and mass condemnation to let the legislator seek treatment abroad as per granted by his bail terms.

The press briefing will take place on Thursday, September 6 at the National Press Club  on Thursday, at 10:00 in Washington DC and 5:00 Kampala time and will be streamed live across the world through his official website.

President Museveni yesterday released a statement condemning in the strongest terms the shooting and beating of civilians by the Police.

The president questioned as to why police fired tear gas and live bullets during the Monday demonstrations that saw the rioters, section of the public, and journalists brutally beaten and arrested.

“Youth groups of Monday were more of a nuisance and psychological warfare than a menace, unless I get new facts. Why then, shoot at them, why fire tear-gas, why fire bullets?” he wondered advising the Police to use other means.

“Those mobile, tyre burning groups, who are not attacking anybody, should simply be chased on foot, identified from light helicopters (206- Agusto type) or UAUs, arrested and be charged with appropriate offences,” he continued.

In the same statement, Museveni condemned beating up of journalists and advised the police to rather arrest and charge them lawfully in case of disobedience. He informed the security forces that they don’t have the power to beat up people.

“I condemn, again, in the strongest terms the beating of journalists by elements of the security forces. It is true that the journalists working for foreign interests or for our own local parasites tell lies, they do not do balanced reporting,”

“On account of that you can block them because sometimes they interfere with the scene of crime. If they refuse, you arrest them and charge them with disobeying lawful command

“Beating is wrong because the Security forces do not have that power. People should not be beaten even as a punishment. They can be imprisoned, fined, or hanged according to the law,” he advised.

This follows the recent riots and wave of demonstrations that have arisen from the brutal arrest of four MPs and over 30 other civilians on the eve of the ARUA municipality by-election. The MPs include MP Robert Kyagulanyi commonly known as Bobi Wine, Kasiano Wadri who won the by-election, Gerald Karuhanga and Francis Zaake whose where abouts have been unknown until of recent when he was “dumped” at Rubaga hospital where he is currently undergoing treatment.

“Unfortunately, our judges in Uganda spend more time on form and not substance, on procedure and not substance” is one of the many controversial statements that President Museveni said in response to the the recent judgement on the Age-limit. In a statement released on his website, he took a swipe at the judges and boasted how the country would still be able to make constitutional changes with or without the judges casting a shadow over the relationship the Judicial arm has with the Executive.

The ruling which saw 5 judges of the Constitutional Court deliver separate judgments at the Mbale High Court denounced the increase of term of office of the current parliament to 7 years.

It remains to be seen how the Judiciary will react to this scathing attack from the President given the status of their already strained working relationship of late since the Judiciary threatened to lay down their tools over Government’s plan to beef up security of Parliament members with armored vehicles and sharp shooters. A new amendment of the excise duty tax bill on taxes imposed on both social and mobile money is due next week in parliament following protests from the public as tear gas and live bullets  rocked Kampala.

Journalists, artists, business men, students and other activists raided the streets of Kampala yesterday dressed in red protesting against the taxes imposed on social media and mobile money amidst live bullets and teargas from the police.

These taxes which were imposed effective 1st July have been always criticized by the public. The concerns were followed by a release of a statement from President Museveni which he shared via social media in which he said, “The 1% was a miscommunication. The actual figure was 0.5%, half of one percent.” This was to apply on mobile money taxes. He rather referred to social media as a “luxury.”

The demonstration was followed by, a session of the parliament which resumed from its 3 weeks recess period. The Prime Minister Ruhakana Rugunda announced plans by government to propose an amendment to the Excise Duty (Amendment) Act 2018, “Government is now reviewing the taxes, taking into account the concern of the public,” said Rugunda.

Speaker Kadagga directed Finance Minister Matia Kasaija to apologize to parliament as he was   reluctant to consider business from his Ministry. The speaker also tasked the Prime Minister to explain whether Ugandans will keep paying the taxes during the 7 days period.

MP Cecilia Ogwal inquired about the money that had been; “May we know where the money is being kept and how much has been collected so far…you must return the money that has been collected from the people,” Other MPs like Hon. Robert Kyagulanyi want the entire act to be scrapped off.

President Yoweri Museveni has assured Bibanja holders living on Mailo land that their land tenure is legally protected and no one should evict them.Those chasing them from their land were doing so illegally, said the President, adding that it was in contravention of the law and that they are taking advantage of their ignorance of the existing law.

President Museveni made the remarks yesterday at Kisengwe Trading Centre in Kakumiro where he was chief guest at district’s belated Women’s Day celebrations, reports the Presidential Press Unit.

The President also commissioned a new line extending power from Kihumuro Town Council to Kyebando, and the newly-constructed Kisengwe Health Centre III.

Responding to several complaints by local leaders about the continued eviction of Bibanja owners on Mailo land especially through collusion of rich people and absentee landlords, the President said the Land Amendment Bill 2008 was explicit on the status of Bibanja holders and barred illegal evictions.

He added that government had embarked on a process of compensating the landlords and processing titles for the Bibanja holders but limited resources meant the exercise would be gradual. Landlords, said the President, should be patient.

President Museveni also urged local leaders to protect the poor against illegal land evictions using the existing land law.

Mr. Museveni told the excited mammoth crowd that government was working on all major roads in Bunyoro sub-region.

He said road works have started on Mubende, Kakumiro-Ndaiga and Kigumba, Kagadi to Kyenjojo roads.

He added that the road from Hoima, Bulisa to Wanseko was to be tarmacked while Hoima-Kaiso-Tonya was complete and all districts had been provided with new and sound equipment to work on murrum roads.

President Museveni castigated those who propagate lies that all development programmes can be undertaken at the same time, saying the National Resistance Movement has developed Uganda through prioritisation and will continue to do so because resources are naturally scarce.

He however said whereas the government was on track in providing necessary services such as security, electricity, education and health facilities, citizens needed to do their part in fighting household poverty and safeguarding themselves from HIV/Aids for Uganda to develop.

He greatly thanked Kakumiro Woman MP Robinah Nabanjja for raising resources and putting up Kisengwe Health Centre III that she later handed over to the government.

The health facility, said the President, would go a long way in supplementing government’s provision of health services in the district and pledged to expand the unit by constructing a new fully-fledged women’s ward.

The Finance Minister Matia Kasaija pledged that his ministry would ensure that funds are availed to extend water to the health centre to make it fully functional.

Kakumiro LC5 Chairman Joseph Ssentaayi Ssenkusu asked the President to intervene in the on-going process of leasing forest reserves, urging that indigenous people be given first priority.

He lauded the government for the positive poverty eradication programmes that have targeted the youth and women in the district and for provision of the road equipment that has enabled the district to fix more than150 kilometres of roads.

The East African Legislative Assembly has been tasked to implement both the Monitory Union and common market protocol while in their five year term in office.

The Speaker of Parliament of Uganda Rebecca Kadaga while opening the fourth sitting one day orientation of the Assembly asked the regional assembly to foster integration.

Kadaga also appealed to the community to actualize the popularization of the community so that the community population can appreciate the need of the East African Community.

Meanwhile, the newly elected Speaker for the East African Legislative Assembly Martin Ngoga who hails from Rwanda  implored the regional assembly to foster unity so as to serve better during their tenure.

All the five EALA Members of Burundi were present despite their earlier contradiction following the election of Ngoga.

South Sudan, the newly enrolled member state will also be represented in the Fourth EALA.

President Yoweri Kaguta Museveni, who is the Chair of the Summit of EAC Heads of State, is expected to deliver the State of EAC Address to the Assembly on Tuesday.

The State of EAC Address is an annual address delivered by the sitting EAC Summit Chair and it sets the momentum and impetus for the integration process by reflecting on general policies that relate to the Community’s progress while outlining the strategic challenges which require attention.

The Assembly shall during the three-week period debate three key Bills; the EAC Oaths Bill, 2017, the EAC Statistics Bureau Bill, 2017 and the EAC Monetary Institute Bill, 2017.

This is the second time that Uganda is hosting the regional assembly in a period of two years.

MPS have vowed to block the GMO bill if its re-tabled before parliament from being passed into law.

Bill was rejected by the president

This bill which is known as Biotechnology and Biosafety bill was rejected by the president on basis that the genetically modified seeds should never be mixed with the indigenous seeds with a view to protect indigenous varieties.

MPs led by  Bufumbira East mp Dr. James Nsaba Buturo say that  its embarrassing and disappointment for Ugandan scientists to continue push for enactment of GMO  bill into law yet  in developed countries such genetically modified crops  rejected.

He explained that the enactment of this bill means that the indigenous seeds will be phased out and every season  Ugandans will have to buy imported seeds  and in case of failure for foreign companies to produce such  seeds there will be scarcity of food.

Buturo expressed fears that the scientists behind this bill want to make Uganda a home for experiments on animals, humans, drugs and vaccines yet this can never be allowed any more in developed countries.

Ngora county MP David Abala  said that  they are to mobilize fellow Mps not to support the Bill on floor of parliament once its re-tabled as means of controlling the dangers its  likely to come along with.

President Museveni shakes hands with Ruth Nkoyoyo the wife to the late Rt. Rev. Dr. Livingstone Mpalanyi Nkoyoyo after the farewell mass at All saints church,Nakasero.

President Yoweri Museveni called upon families to celebrate lives of people who make great contributions to society. This was during  the funeral service of the late former Archbishop of the Church of Uganda, Rt. Rev. Dr. Livingstone Mpalanyi Nkoyoyo held at All Saints Cathedral Nakasero, in Kampala.

Museveni quoting William Shakespeare’s Julius Caesar said “Of all the wonders that I have heard, it seems to me most strange that men should fear; seeing death a necessary end, will come when it will come”

“Some people complicate life by being miserable when people die and make everyone else feel worried but I want to praise the spirit of Ruth Nkoyoyo,” he said. The President told mourners not to make a farce when someone dies because in the end we shall all die one day.

“When my mother died, he led the funeral service and preached the message of unity as brothers and sisters of Christ. Although my mother was uneducated, with only catechism, she never believed in sectarianism of tribe or religion,” the President stated.

The President asked church to teach the congregation how to get out of poverty  stressing that the Bible in the Book of Genesis tells man to have dominion over other creatures and, therefore, man should work hard and not only pray.

He pledged to support the orphanage that the late Archbishop was running and also contribute to the Namugongo Martyrs’ Museum, a project the late Archbishop was very passionate about.

The family of the late Archbishop Nkoyoyo thanked the President and his government for the support rendered to them to treat the late before his death in the United Kingdom and also for according him a state burial.

Former Archbishop of the Church of the Province of Uganda, the Most Rev. Henry Luke Orombi who led the funeral service, celebrated the late Archbishop Nkoyoyo for uniting the church. He called upon the clergy to emulate the late Archbishop.

The first lady Janet Museveni, The Head of the Orthodox faith in Uganda, Metropolitan Jonah Lwanga, former Chief Justice, Benjamin Odoki, Minister of the Presidency Esther Mbayo, that of Public Service, Muruli Mukasa, State Minister for Works, Gen. Katumba Wamala, former Uganda People’s Congress Party President, Olara Otuunu among others, attended the farewell service.
