“Unfortunately, our judges in Uganda spend more time on form and not substance, on procedure and not substance” is one of the many controversial statements that President Museveni said in response to the the recent judgement on the Age-limit. In a statement released on his website, he took a swipe at the judges and boasted how the country would still be able to make constitutional changes with or without the judges casting a shadow over the relationship the Judicial arm has with the Executive.

The ruling which saw 5 judges of the Constitutional Court deliver separate judgments at the Mbale High Court denounced the increase of term of office of the current parliament to 7 years.

It remains to be seen how the Judiciary will react to this scathing attack from the President given the status of their already strained working relationship of late since the Judiciary threatened to lay down their tools over Government’s plan to beef up security of Parliament members with armored vehicles and sharp shooters. The minister of state for lands Persis Namuganza has come out to confess as she has received threats from fellow members of parliament. Namuganza says that she was approached by a certain member of parliament and he threatened to undress her if the motion by the Igara west member of parliament Raphael Magyezi is tabled before parliament this afternoon.

Namuganza is the second member of parliament to come out and confess to having received threats over the proposed motion.

The government chief whip Ruth Nankabirwa denied claims that the proposal by Raphael Magyezi is aimed at bringing life presidency in the country citing that every five years the country will hold elections.

The minister of state of internal affairs Mario Obiga Kania says that its not true that there is no security in Entebbe and instead says there is heavy deployment at parliament because they deploy according to the appropriate levels

There was drama at parliament this afternoon when two MPs from West Nile fight over age limit talk. Arua municipality MP Ibrahim Abiriga popularly known as yellow man was first heard telling journalists how Bernard Atiku of Ayivu County had tarnished his name and  that of investment minister Evelyn Anite  in their area for supporting the age limit.

Trouble started when Abiriga who was standing in front of parliament on the stairs of the south wing, shouted at Atiku who was coming from the house calling him a fool, Atiku first ignored him, and went and talked to Ngora county mp David Abara, who also provoked Abiriga calling him a rebel.
However the insult didn’t go well for Abiriga forcing him to send a blow to Atiku and then he reacted by boxing Abiriga thoroughly before other MPs and police intervened.

Hon. Margaret Komuhangi, the Parliamentary chairperson on Gender, Labour and Social Development says government needs to do more to ensure that youths access services for development.

She says although projects such as the youth livelihood programme is making a difference in creating employment, there is still a lot to be done in order for them to fully live a meaningful life.

Komuhangi made the remarks on Tuesday 26, 2016, while meeting a delegation of women members of parliament from the Namibian who are in Uganda on a fact finding mission on how they can engage women and youth to fight poverty.

She revealed that every district in Uganda has benefited from youth livelihood funds and that there were still more funds available for youth to access.

Komuhangi also said that the gender parity percentage for women should be increased to 50 percent moving from the current 45 percent.

She added that although women are politically and economically empowered, there is still domestic violence and that the national budget allocation is still not equitably distributed for women benefit fully.

Agness Limbo, the Nambian legislator who led the group told the Ugandan couterparts Namibia intends to use Uganda’s acquaintance so as to help Namibian women and youth improve on their lives.

She said their visit is aimed at drawing lessons and best practices from Uganda’s approach of empowering youth and women in development.

President Uhuru addressing the Ugandan Parliament

President Uhuru Kenyata today addressed the Ugandan Parliament. This happened during the President’s state visit to Uganda where he ‘spoke as their closest neighbour & a steadfast friend’ in a visit meant to strengthen relations. His parliament visit came after the President met with Kenyans living in Uganda during a diaspora meeting in Kampala, Uganda.

President Uhuru said that his intention was to share “a glimpse of the destiny that awaits us. So that, strengthened by its splendour, we can stand together to defend it with every ounce of our collective strength”. Find the full speech below:

The Uganda Parliament is to hold a special sitting to pay tribute to the former Erute South Member of Parliament John Odit.

The body of the former legislator will lay in state at Parliament on Wednesday morning ahead of a special sitting to honor him in the afternoon.

The Deputy Speaker of Parliament Jacob Oulanya announced this during a sitting of Parliament today morning

Odit served in the 6th, 7th and the 8th Parliament where he also served as the chairperson of committee on commissions, statutory authorities and state enterprises committee.

He suffered a stroke early this year and was immediately admitted in Kampala International Hospital where he stayed for four months before being transferred to Mulago hospital, Kampala.

He later died on Friday at Mulago Hospital.

The US Ambassador to Uganda His Excellency Scott Delisi has hailed the enthusiasm the parliament of Uganda showed during the debate on the Health Budget which he said showed mature democracy between the two arms of government.

The Ambassador who had paid a courtesy call to the Speakers office said he was fascinated by the nature of debate by MPs that that saw the health budget finally passed.

He said that for any country to develop the three arms of government must work together but at the same time hold each other accountable.

Parliament recently refused to pass the national budget demanding that the government increases the budgetary allocation to the health sector enable the recruitment of more health workers.

There were tears and cheers in Kampala today as parliament held a special session to pay tribute to fallen Uganda MP, Michael Oromait. Some legislators remained silent, others talked and some women sobbed as the body of Oromait entered parliament.

Some 314 MPs and hundreds of mourners gathered at parliament where the body of Oromait was put for public viewing. Every person who spoke in parliament today at least mentioned a sentence that his or her heart is broken over the death of Usuk county MP, Oromait.

The speaker of Parliament Rebecca Kadaga says that the death of Oromait came to parliament as a surprise. Some MPs and members of the public allege that Oromait had diabetes and that it could have accelerated and killed him.

Oromait will be buried on Thursday at his home in Usuk after a series of different church services in Kampala, Jinja and Soroti districts. Oromait died at Katakwi Health Centre IV shortly after he was admitted there at 3am on Saturday.

 President Museveni has given ms Jane Kibirige a four year term as the new clerk to parliament. The Constitution of Uganda gives the President the power of setting the number of years a Clerk shall serve. Ms Kibirige starts work on February 7th 2012. Kibirige has already handed over her former office atMbararaUniversity in preparation for the new office.

 Ms Kibirige is expected to provide a vision and leadership to the Parliamentary Service and to initiate the strategies to achieve the vision of the Legislature and she will be responsible for providing advice and guidance to the Speaker of parliament with respect to the rules, procedures and protocol of Parliament.

Ms Kibirige was born in 1962. She is a mother of two and is married to Dr Charles Kibirige, the University Secretary of Mbarara University.  She has been working atMbararaUniversity since 1989. She is a graduate of Sociology, and holds a Masters degree in Higher Education Management.
