Job Title:       Deputy IT Technical Coordinator

Tugende is a for-profit social enterprise based in Uganda. Our mission is providing finance and support to help the self-employed own income generating assets. Our core product is a lease to own model for motorcycle taxi drivers (boda bodas) who own their own motorcycles in 19 months or less with weekly payments similar to what they otherwise pay to rent indefinitely from informal landlords. Ownership significantly increases income, job security and road safety. Tugende currently serves over 6,000 active customers in Uganda through 150+ employees across 7 branches, and 4,500 additional leases have already been fully repaid. With a market for motorcycle taxis of over 800,000 drivers in East Africa alone, Tugende is expanding rapidly in our core product. We are also building a platform with our staff, branches, data, systems, and deep knowledge of earners in the informal sector, which will easily enable us to expand into other asset finance and value added services offerings in the near future.

Job Summary:  The principal function of the Deputy I.T Technical Coordinator is to provide additional technical capabilities to our existing IT Team through direct work and will also be a key link between the Coordinator and the system developers working on our existing and future systems. Other key main duties will include;

  • Management of both existing systems development and project upgrade through all the phases of the Software Development Lifecycle. This will involve but not limited to Requirements collection and elicitation, resource allocations, quality assurance, roll out strategies, and documentation.
  • General administration of existing technology infrastructure and supervision of direct reports.

Key Duties and Responsibilities:  The Tugende Assistant Technical Coordinator will be required to perform the following tasks:

Innovation

Concept Development

  • Identify and highlight potential areas of improvement through technology in the company
  • Guide brainstorming sessions with other stakeholders/departments to identify ways Technology can improve business at Tugende.
  • Document outstanding concepts and advise management on implementation and business impact

Technology Reviews

  • Conduct periodic technology reviews of systems used at Tugende and benchmark on current trends.
  • Actively participation in strategic planning for technology roadmaps.

System Maintenance

Manage Escalations of Help Desk Tickets

  • Manage escalations made by direct reports forwarding help desk tickets for attention.
  • Coordinate with all stakeholders involved in a specific issue to ensure they are aligned until the issue is concluded

Hardware Maintenance

  • Maintain an up to date inventory of all computer hardware in Tugende including but not limited to Printers, Laptops, Routers, Projectors etc.
  • Supervise the third party hardware maintenance providers (if any).

Systems Administration

  • Oversight of systems administration in the company. This may include assigning of permissions to specific users/groups, prevention of malicious actions, detection when they occur, recovery after they have occurred etc.
  • Advise management on ways of improving systems administration in the company

Project Execution

Software Development Life Cycle

  • Project manage assigned in-house projects using Industry Project management principles.
  • Ensure that each project executed meets the requirements set forth and is delivered in time using the right resources like the budget, human resource etc.
  • Evaluate risks in all assigned projects at all stages and timely escalate when need arises.
  • Assist and support the programming skills to help the team in cases when need arises e.g. debugging, designing algorithms, writing pseudo code and building components in projects
  • Manage relationship between Tugende and External consultants
  • Ability to take on different roles on different projects i.e. an example of this is doing quality assurance on one project and designing requirements on another
  • Ensure high standard of system documentation and implementing bug fixing procedures with reference to best practices

Supervision of direct reports

Task allocation and scheduling

  • Break down projects into clear tasks given to the direct reports
  • Quality assurance of the deliverables from Direct reports
  • Share Constructive Feedback with direct reports to ensure growth
  • Coordinate with the I.T Technical Coordinator on status of the tasks pipeline and seek help for issues identified in the process

Health and Safety

Compliance to HSSE policy

  • Ensures all Health & Safety policies, procedures, rules and regulations are adhered to including but not limited to; office safety (proper office arrangement of files and equipment) among others.

Qualifications, Skills and Experience: 

  • The applicant for the Tugende Deputy IT Technical Coordinator job placement should preferably hold a University Bachelor’s degree in Software Engineering, Computer Science, Information Technology or related discipline, obtained from a recognized university. We are willing to consider top performers without a university degree if they can show exceptional professional experience.
  • Five years of work experience, including 2 years leading teams on projects, with good track record in delivering IT solutions from a reputable organisation.
  • Knowledge of Salesforce is an added advantage
  • In-depth knowledge of development frameworks in python (e.g. Django, Flask, Pandas, Twisted, Numpy/Pandas, iPython, Matplotlib).
  • Familiarity with web stack and underlying protocols and languages (TCP, UDP, HTTP, XML, JSON )
  • Database Management skills (Postgres, MqSQL etc)
  • Understanding of general coding concepts e.g. object oriented development, model view controller, rest API, Object Relational Mappers.
  • Proficient understanding of code versioning and deployment tools (such as Git, Bit bucket, Mercurial SVN or Ansible)
  • Basic understanding of front-end technologies, such as JavaScript, HTML5, and CSS3
  • Basic understanding of project management and project management tools.
  • Knowledge of project management techniques
  • Knowledge of the Agile Approach to Solutions development
  • Knowledge of Human Centered Design.
  • Knowledge of development frameworks and their purpose
  • Should not be afraid of leading from the front or getting their “hands dirty”. This specifically refers to help out when direct reports are stuck or overwhelmed. In general, a broader skill set within the required range is preferable to a deep specialisation.
  • Ability to research and continuously discover, evaluate and implement new technologies to maximize development efficiency.
  • Mentoring and training direct reports to help with ICT support across offices
  • Manage the development of new features and make modifications to existing software using Apex, the AJAX Toolkit and Visualforce.
  • Ability to learn new business concepts and new technologies in a fast paced environment
  • Demonstrate high standard of people management skills and interpersonal skills to work in teams.

Job Summary: The Director – Strategic Government Relations will develop and drive the strategy to advocate, inform, and deliver a sea change in how the GOU and other governments deliver effective community health care. As a member of the senior leadership team, the  Director –Strategic Government Relations will lead strategy development and implementation towards:

  • Positioning Living Goods as a leader in community health in Uganda to either directly implement on behalf of the government, and/or support MOH to strengthen and build effective, large-scale community health systems;
  • Influencing community health strategy, policy, and planning to increase likelihood of effective, large scale and lasting community health systems; and
  • Developing and advocating for increased institutional and government funding towards community health in Uganda.
  • Designing and influencing strategies, with global bodies, such as UNICEF or WHO, and international development partners to build an investment case and advocacy plans, and with country Government leaders to incorporate effective community health delivery as a key plank of future investment, ultimately to change key policies and investments in community health to better the lives of millions.

Key Duties and Responsibilities:   

LG Support of GOU to drive effective community health delivery:

  • Design and develop innovative Public-Private Partnerships with government to drive more effective, accountable delivery of community health services.
  • Define and strengthen support of local government for effective community health delivery, including assessments of needs, coordination on delivery services, and, with Operations Department, delivery of technical assistance to improve performance.
  • With the Country Director, develop and support an In-country Advisory Board of key leaders that can advise, support, and advocate.

Policy Advocacy:

  • Steer engagement with global influencing bodies (i.e. UNICEF, World Bank, WHO) to develop influence strategies to drive government focus and investment in community health.
  • Lead representation on behalf of Living Goods at national and international meetings and conferences.
  • Work closely to support effective implementation of GOU strategies, such as the CHEW strategy, and leverage the LG lessons learned, including need for effective VHT supervision and management, tools and technologies to support high performance, and incentives.
  • Engage at the highest level with MOH, including in strategy development, TWGs,  and policy design.
  • Create and leverage partnerships with other high-impact community health organizations (i.e. Last Mile Health, Muso, UNICEF) to drive national and international policy recommendations.

Funding Influence:

  • Work with global organizations to derive research, develop evidence base and models that may be needed to stimulate government focus on and investment in community health.
  • Partner with key stakeholders, including senior level members of GOU —  MOH, MOF, OPM —  to engage in a collaborative design process around the model and investment case for effective community health scale up.
  • Advance partnerships with global financiers of health care – UNICEF, BMGF, etc. – that can lead to funding or implementation opportunities.
  • Take lead in the development of innovative financing mechanisms, like Payment by Results (PbR) financing that will deliver national impact faster and at lower risk to funders.

Qualifications, Skills and Experience:  

  • The applicant must hold an Advanced degree in a related field.
  • At least ten years of senior level experience with close association with GOU and/or government agencies.
  • Solid understanding of the intricacies of Uganda’s health system and budgeting process.
  • Proven experience networking and influencing across senior government decision-makers and officials.
  • Previous experience working with international health agencies or donors, such as UNICEF, WHO, BMGF
  • Experience with development and advocacy of economic models to drive systemic change.
  • The ideal candidate has worked across senior levels of government, both MOH and MOF, and designed and developed strategy and policy.
  • The jobholder should be knowledgeable in healthcare, and passionate about driving innovation in government; understands the government budgeting processes and how to influence and advocate across a breadth of stakeholders.

Qualifications, Skills and Experience:

  • One year of experience in sales and marketing in a reputable organisation
  • Previous experience in field or upcountry is mandatory
  • Previous experience in Renewable energy business.

Job Summary: The Marketing Manager will work closely with (other department heads), providing marketing services for all FUE services, and head the department in ensuring it works efficiently and effectively by providing real time Marketing solutions to all FUE Services.

Key Duties and Responsibilities:  

  • Increase membership and 99% retention of already existing members annually.
  • Develop and communicate strategies to establish partnerships and business relationships to market FUE services.
  • Plan Marketing and Branding objectives.
  • Visiting regions around the country, to market FUE services, and capacity building for Regional Coordinators.
  • Carry out and review market analysis to determine customer needs, pricing and trends.
  • Collaborate with Marketing, Business Development Services, Finance, Policy and Research and Legal departments in the development and implementation of strategies, plans and business models.
  • Design and implement business solutions, marketing and Branding objectives.
  • Estimate demands for proposed projects based on market research and customer trends.
  • Support management in dealing with negotiations, bids, contract development acquisitions and budgeting
  • Analyze the financial impact of services to new and existing customers.
  • Developing and supporting marketing campaigns and promotions.
  • Follow market activity to anticipate new trends and capture business opportunities.
  • Prepares Weekly and Monthly Reports for the Management.
  • Liaising and networking with a range of stakeholders including customers, colleagues, suppliers and partner organizations;
  • Sourcing advertising opportunities and placing adverts in the printand electronic media press – local, regional, national and specialist publications.
  • Arranging the effective distribution of marketing materials;
  • Maintaining and updating customer and member databases;
  • Organizing and attending events such as conferences, seminars, receptions and exhibitions to showcase FUE services;
  • Sourcing and securing sponsorships;
  • Contributing to, and developing, marketing plans and strategies;
  • Supporting, Monitoring, and Training Marketing Officers and Regional Coordinators in attaining set
  • The Marketing Manager will be tasked with planning, developing and implementing effective marketing communication campaigns for conferences and exhibitions.
  • Understanding the service and customer profile and write thorough specs for each conference/exhibition
  • In charge of monitoring ongoing campaign spend against the budget, keeping accurate records and highlighting where variances occur.
  • Undertaking detailed ongoing analysis of marketing campaigns to ensure targets are met
  • Understanding of customer and Market segmentation.

HE aims to contribute to solve social issues by developing and implementing sound commercial business models. HE is at the start of the implementation phase of its franchise operations in Uganda. To do so, it needs external expertise to prepare and implement a wide range of developing, managerial and administrative activities and tasks. This implementation process needs to be aligned with the partners of HE and the local stakeholders, national guidelines, and local requirements.

Key Duties and Responsibilities:  

Company set-up and development

  • Being part of and creating a social starting enterprise;
  • Need to be willing and built on a close, collaborative working relationship with the Procurement and Supply Chain Manager, Finance Manager and Country Manager;
  • Setting the prerequisites to ensure implementation of the full HE social franchise;
  • Ensuring the implementation of the HE franchise model following directives of HE HQ;

Capacity and Relationship building and market development:

  • Set-up and maintain external relations and partnerships, with the aim to make implementation and potential growth of the network of entrepreneurs possible;
  • Organizing and chairing meetings and training with (aspirant) entrepreneurs, (local) government and (inter-)national partners;
  • Set-up, implementation, monitoring and evaluation of franchise model;
  • Ensure that the objective of at least 900 micro entrepreneurs operating in Uganda is reached;
  • Build and maintain positive business relationships with the entrepreneurs in relation to training and monthly follow up;

Planning and Reporting:

  • Identifying directions, objectives and the means to set up analysis and evaluation of various components of the market, supported by HQ;
  • Keep track and control all daily activities following the technical project management tools such as plans, schedules, and responsibility and compliance matrixes.
  • Review operational performance with customers against targets, benchmarks and service agreements, and generate improvement plans for the entrepreneur to increase their outcomes;
  • Coordinating and controlling with the team, activities and implementation needed to make sure that the operations of HE are implemented;
  • Writing monthly reports on the progress of field’s activities and making appropriate recommendations;
  • Design and write SOPs, Work Packages and field reports;

HR and Financial Management:

  • Support the development of training materials and technical manuals;
  • Provide assistance and support to the capacity building team;
  • Manage and register cash flow in relation to operations and capacity building under supervision of the Country Manager and Coordinator;
  • Manage and keep all office expenses in the ERP. Keep a transparent way of administration, that is constant up to date. Until the scale forces to hire a financial officer.
  • Management and deployment of management tools that are used by Healthy Entrepreneurs

Other:

  • Participate and report in operational meetings on international level with other HE staff member from multiple countries.
  • Conduct ad hoc activities that are related to the implementation when needed.

Qualifications, Skills and Experience: 

  • The Operations Manager must hold a Bachelor’s degree in business administration or social sciences or extensive experience in the field in a similar position (min 3 years);
  • Very good English language skills, ability to communicate in one or more local languages a plus;
  • Excellent report writing skills and able to analyse and report market data;
  • Extensive experience with different methodologies of capacity building and human resource management.
  • Excellent organizational skills with the ability to prioritize competing demands;
  • Have team spirit; able to work with a wide range of people at different levels
  • Have the ability to communicate in a constructive and honest matter;
  • Be precise;
  • Be available, honest, serious, and enjoys the confidence of others;
  • Must demonstrate considerable autonomy;

Rakai Health Sciences Program is a collaborative Bio-medical research and service delivery organization. It strives to improve the quality of life of the local population through a combination of community based research, curative services and prevention strategies in the District of Rakai, South Western Uganda. National Housing & Construction Corporation, a parastatal involved in real estate business has 5% shareholding and National Social Security Fund (NSSF) holds 50% and the Government of Uganda holds 45%. Today, the bank looks back with pride on the business accomplished in the mortgage lending business. Through innovation and placing emphasis on Honesty, Integrity, Efficiency and Customer care, Housing Finance Bank is the leader in the mortgage, holding a 90% market share.

Job Summary: The Head of Mortgage and Development Finance will formulate and implement strategies for acquisition, growth and retention of customers within the Bank’s home/residential mortgage and commercial mortgage segments. The incumbent will proactively lead the Mortgage and Development Finance team and have full accountability to drive business growth, maximize profitability of residential/home and commercial mortgage lending and ensure a high quality performing loan book.

Key Duties and Responsibilities:  

  • Provide strategic and tactical direction to the Mortgage and Development Finance Department to drive growth of home and commercial mortgages in line with the bank’s business plan.
  • Continuously review and innovate to ensure that the Bank’s mortgage solutions are in line with changing customer needs and deliver a consistent customer value proposition.
  • Initiate and build partnerships with key players and stakeholders in the housing value chain and lock in the Bank’s opportunities to provide mortgages to the end consumers/home buyers.
  • Proactively lead customer relationship management in the segment to enhance customer experience, drive value and increase share of wallet
  • Grow market share in the residential and commercial mortgage segments and achieve scale in the general provision of solutions for housing related finance.
  • Steer the inclusion and increase uptake of mortgage solutions within the Bank’s areas of coverage across the country.
  • Proactively manage credit risk in order to deliver a high performing quality portfolio within the segment.
  • Manage and monitor departmental costs within approved business plans and budgets.
  • Manage the performance and development of staff in the department in line with the set Key Result Areas (KRAs) outlined in their respective performance contracts.

Qualifications, Skills and Experience:

  • The ideal candidate for the Housing Finance Bank Head of Mortgage and Development Finance career opportunity must hold a Master’s degree in a relevant field. A banking qualification will be an added advantage.
  • At least ten years’ experience in the Banking sector with at least 5 in a senior management role.
  • Broad knowledge and understanding of credit risk and relationship management.
  • A good grasp of best practices in mortgage fending.
  • Proven track record of driving high performance and growth.
  • An established and demonstrable track record in managing a large multidisciplinary team.
  • Excellent communication and interpersonal skills
  • Possess excellent networking and relationship management competences,
  • Excellent coordination and organizational skills
  • Ability to exercise the highest level of integrity and confidentiality
