When passion meets purpose, our lives become meaningful and then impactful.

I met Gloria Laker Aciro Adiiki. She is one of Uganda’s female journalists who has covered war stories. She narrates the story to AWiM News below:

Gloria narrates, “As a former war and peace reporter during the northern Uganda LRA war, this is my peacebuilding story on how I reported the war.

As a young displaced girl back in 1997, it was challenging to enter the newsroom with no experience and no journalism training. In addition, my living condition as a displaced girl was appalling. I was exposed to sexual harassment, name callings just for being a girl holding a camera because society at the time saw news reporting as a male job. Amidst these, my living condition was pathetic, imagine sleeping on cold verandas behind tall buildings to avoid rebel abduction. During this time, nearly all social services shut down due to the rebellion.

It was a difficult period. My parents fed us on the little available relief food since we had run away from our village and got displaced in the town suburbs where we lived in a miller machine house built and roofed with only iron sheets, associated with extreme cold at night and extreme heat during the day. Inside there was a maize miller machine, which also was not safe as the rebels were raiding town suburbs hence the reason we had to always move with our beddings (local mats and blankets) to sleep on verandas of town buildings, we were called “night commuters”.

This was equally difficult for all the journalists displaced by the war yet we had to report the conflict.

Every morning, my young siblings walked back to the miller, our second home with my mum to prepare for school. I would head to the newsroom carrying a polythene bag and inside was extra cloth. I began my journalism career with New Vision. In the office, we had a good washroom and from here I was able to take a bath, dress and wait for my colleagues Pelegrine Otonga, James Oweka and Dennis Ojwee to come so that we conduct our daily editorial meetings.

  What kept her going

Despite all the challenges, I was so determined to tell the world about the human rights violations and impact of the war on vulnerable people including my family and the entire Acholi community.

The suffering turned me into a strong and determined journalist. So I courageously put in a lot of effort in learning how to write war stories from my experienced colleagues and with the support of Pelegrine Otonga who was our editor and a senior journalist. I quickly learnt nearly all the basics fast, thanks to Pelegrine who would not allow me to go to the field without James or any other male journalists. He made sure I was in the company of a male reporter for my safety. Pelegrine protected me after my dad took me to New Vision offices when I insisted I wanted to report about the war, and he told Pelegrin to train and protect me. Given my achievements today, I am proud to say Pelegrine did well.

Reporting the LRA war was associated with watching terrific scenes such as dead bodies, landmine blasts, bullet wounds, and burnt trucks and the malnourished children and child soldiers rescued from the rebels.

Imagine photographing dead bodies with flies oozing over these bodies, imagine taking pictures of malnourished rescued people from the rebels with peeling feet full of pus.

Courageously and as a youth at that time, the more I saw these pathetic conditions, the more I wanted the war known so that the international community could come to our rescue because as time went on the LRA rebels had become impossible to counter. The rebels were flamboyant, dangerously destructive and very elusive to catch.

Coining peace stories in war reporting

With all the atrocities, with no signs of the war coming to an end, my colleagues and I began redirecting our reporting from the victimizing alarming reports we were filing to angling peace stories which help in pushing parties to dialogue and this created room for subsequent peace talks. In achieving this, we became one united peace mouthpiece/voice regardless of the different media organisations, we had one goal to report the war in ways that could reconcile people.

Practically, one of the things we did was to choose our words carefully and built good relations with the government soldiers because they were our only sure and safe means of transport to rebel-infested areas. “However, this did not compromise our reporting principles of objective journalism.” At this time the government army needed us as much as we needed them.

As time went on the rebels also began speaking to us on realising the power of the media in conflict.

However, to improve on my reporting, I had to do several short causes in line with war and peace reporting, thanks to my mentor Ms Margaret Sentamu, Executive Director of Uganda Media Women’s Association who identified me and covered my fees and I was able to do a diploma in journalism. I am proud of Ms Margaret because her sacrifices and efforts in bringing up female journalists have turned me into the journalist I am today, she boosted my commitment to war and peace reporting and this laid a strong foundation for me, first as a war reporter then as a peace journalist and later I was able to go to the university and studied a bachelor’s degree in Journalism and Mass Communication.

Towards the period of the peace process, more young girls emerged and they did cover the conflict and post-war errors extremely well. They had more advantages with the coming of the internet, unlike our time when we had to walk every evening to the only fax machine in the district at the post office, line up and fax our story for the day hence this challenge moulded me to a strong and determined female journalist.

My experience and my colleagues made me become a more confident female journalist in reporting conflict areas and promoted peace journalism work in Uganda.”

As a result, Gloria has received recognition and awards for her peace reporting. In 2022 October, she was one of the six finalists for the United State Institute for Peace, 2022 Women Building Peace finalist, and in 2019 Gloria was honoured and awarded with a presidential Golden Jubilee Medal by Ugandan President Yoweri Museveni for her contribution to peace in northern Uganda.

In 2016, Gloria was honoured and featured on BBC Outlook as an inspirational journalist for risking her life and covering the LRA war. In 2008 Gloria won a BBC communicating justice project in Uganda as the best journalist.

In April 2011 Gloria was awarded by Centre for Global Peace Journalism at Park University USA for outstanding performance in the implementation of peace and electoral project.

Gloria now uses her experience to train and mentor young African journalists on the roles of the media in peacebuilding and conflict management. Her effort is geared towards preventing media-induced violence and encouraging peace reporting and she is doing this through the Peace Journalism Foundation she established.

The passionate journalist is amplifying UNESCO’s vision of achieving lasting peace and security all over the world.

She has influenced several journalists in Uganda that can advocate for peace. The city of Gulu where the war had broken out is getting peaceful bit by bit as people resettle in.

Different Organisations like War Victims and Children’s Networking have also come up to ensure that returnee victims and children are completely resettled back into the community. After ten years there are still several challenges as said by former LRA abductee Stella Lanaam. She said the war victim’s children cannot access national identity cards as most of them were as a result of rape, or unwanted sex and others were deserted by their parents. She called upon the government under NIRA (National Registration Authority) to be flexible for these children to access national Identity cards.

“I want to begin by reassuring the President [of the ICC] that Uganda will not withdraw from the Rome Statute but we will continue working together,” said Kadaga

In the Heads of State Summit in Addis Ababa February 2017, Uganda voted in favour of the African Union decision to withdraw from the ICC after a motion was instated by Kenya was debated by heads of state.

“Of course, we are part of the African Union and there have sometimes been difficult situations between the ICC and the African Union. There are areas of reservation,” said Kadaga said.

Uganda has received heavy criticism from the ICC for collaborating with Sudanese President Omar Bashir, who has cases to answer in the court on allegations of stirring the war crimes and crimes against humanity committed in Darfur.

However, Kadaga defended Uganda’s actions describing Bashir as “an important actor” in the region, stressing his efforts and centrality in prospects for peace in the war torn and volatile South Sudan.

Khartoum and Kampala, previously at diplomatic crossroads, are now working to facilitate the recent shaky peace deal between former Vice President Riek Machar and President Salva Kiir led forces.
Kadaga said Uganda stands for a position where “justice is not sacrificed at the altar of peace, and peace is not sacrificed at the altar of justice”.

ICC has become unpopular over its actions of targeting only African states the claim the court persistently deny. It therefore appointed Fatou Bom Bensouda of Gambia as International Criminal Court‘s chief prosecutor so as to give it an African face.

Burundi and South Africa have formally petitioned to withdraw from the ICC although they have not yet officially left.

Speaker has urged the Court to consider the citizenship of children born during conflicts which cut across regions saying that women abducted by rebels and moved to areas away from their home have children with no identity.

“There is a fundamental problem; for instance a rebel grabs a woman in Congo, takes her to the Central African Republic, and has a child there. Neither of the parents is a citizen of CAR; there are no birth certificates then they move to a third country. Where does that child belong?” Kadaga pondered.

Mike Chibita

Chibita made the remarks while speaking at a consultative meeting on the proposed prevention and prohibition of human sacrifice and harmful practices bill held at parliament’s conference hall organized by the parliamentary forum on children.

He said that child sacrifice has continued due to lack of a serious law, calling for a death penalty as a serious provision to send a loud message to perpetrators of child sacrifice.

He questioned that if   there is a death penalty to persons who murder adults who can defend themselves what about a child.

He also said that the bill should include a section that gives part of the assets of the offenders to the victim of crime to rehabilitate him of her.

He said that there must be a law against finding a strange child with a witchdoctor in a shrine to deter practices of child practices.

Bernard Atiku

The ministry of health has been asked to start registering all traditional healers/doctors as a way of following their work to control the rates of child sacrifice in the country.

This call was made by the Ayivu county Member of Parliament, Bernad Atiku, who is fronting a private member’s bill known as the Anti-Human Sacrifice and Harmful traditional practices bill 2017. Atiku was granted leave by parliament in August this year to prepare this bill.

Atiku noted that with the traditional healers working in an informal sector leaves many at liberty to involve in ritual murders because there no rules that govern their work.

Addressing the press at parliament as he gave update on his bill, Atiku said that its high time government comes out to register and get evidence from those who claim to be traditional doctors and inspect their medicine, certify them and be given licenses as this will limit the quack ones that take people’s lives as they hoodwink the public who go for services.

He said starting this Friday, he will start receiving public views on what they think should be done in order to streamline the traditional healing sector nothing that the districts with high cases include Mukono, Jinja, Busia, Kayunga and Buikwe among others.

Member of Parliament for Ayivu County, Bernard Atiku

Parliament has granted leave to the Member of Parliament for Ayivu County, Bernard Atiku, who intends to introduce a private member’s bill for an Act entitled; “The prevention and prohibition of human sacrifice and harmful practices bill 2017”.

Atiku’s  motion seeking leave was seconded by the Woman Member of Parliament for Kumi district who is also the chairperson of the Uganda Women Parliamentary Association, Monica Amoding.

Atiku told Parliament that despite the existence of international instruments, national laws and government efforts in place to protect individuals right to life and degrading acts, ritual killings and human sacrifice practices are on rise in the country and that children are increasingly becoming the most common victims.

She said that the bill seeks to fight the growing evil of human sacrifices in Uganda saying  the witch craft Act has lost relevance in today’s circumstances.

Atiku noted that since 2009 about 219 cases of ritual murders have been reported from different parts of the country.

She pointed out that child sacrifice is highly happening in central region districts which include; Mukono, Masaka, Buikwe ,Mpigi ,Wakiso ,Kampala and in Busoga sub region especially in Jinja and few cases in West Nile and Northern Uganda

The Woman MP for Kumi district, Monica Amoding, noted that there is a feeling in the public that traditional medicine which involves blood and use of human body parts is stronger when applied to fight illness which justifies increase in cases of human sacrifice.

Government Chief Whip, Ruth Nankabirwa, said that government has no objection to this bill, saying that the mover of the bill is complimenting government efforts to stop acts of child sacrifice.

Deputy Speaker, Jacob Oulanyah granted the request for leave from Parliament to Atiku to go and prepare for the presentation of the bill.

Tremendous thanks to all who take time to respond to my posts. Facebook interactions though sometimes tough, can help to get information out directly and quickly.

It can also help to uncover what need not be hidden. Many of you have been deeply shocked and concerned about me because you feel that I have taken a surprising new direction out of the Roman Church for perhaps unclear reasons.

Clarifications

I would now like to clarify some of these very personal reasons, why my present status with regard to the Roman Catholic church has changed, for those sympathetically inclined to listen. For those who are not, you might want to spend your time doing something else, since this will not be an easy read. It must be read in its entirety.\

Let us begin with this simple question. Is Fr Anthony Musaala a Catholic priest or not? The answer to this seemingly simple question is not a straightforward “Yes or no”.

This is not because the notion of a ‘Catholic priest’ lacks definition but because as applied to my biography it may seem to do so .

Let’s be clear. A ‘Catholic priest’ with a big letter ‘C’ means a priest who belongs to the Roman Catholic church. A ‘catholic priest’ with a small letter ‘c’ however, may mean any priest who belongs to any church which is part of the One Holy Catholic Apostolic Church, of which the Roman or Latin rite Catholic Church is only one part, not the whole.

Two answers Yes and No

So the first answer to the question of whether I am a catholic priest is Yes,

I was ordained a priest 22 years ago, by Cardinal Wamala at Lubaga, and have not yet been dismissed or laicized by the Pope no less, according to canon 292 # 2 of church law; nor have I voluntarily requested dismissal from the clerical state, for a grave reason, which I am able to do according to canon 292#3 of ecclesiastical law and which I may or may not do because of my new state.

Therefore as far as I know I am legally still both a Catholic priest with a big ‘C’ as well as a catholic priest with a small ‘c’, until I am dismissed from the clerical state or laicized.

Another answer as to the question as to whether I am a Catholic priest is a resounding No. I don’t feel like a Catholic priest anymore because I have not functioned as one for three years, due to suspension.

Though legally a Catholic priest, I am no longer one in any meaningful sense of the word, except in the sense of having once been ordained. ‘Being’ a priest is wonderful, but being a priest and not doing a priest’s work is miserable.

I am reminded of the Lord Mayor of Kampala, Mr Elias Lukwago who is by right the Lord Mayor of Kampala city, but who in fact cannot function as Mayor because he was shut out of his offices. Although hugely popular this does not assist his functioning as a Mayor. Mr Museveni even pointed this out by making rather gloating remarks about Mr Lukwago as only having the Mayoral chains and titles but no power!

So now because of a similiar situation of no priestly office or function for three years for me, and no hope of being restored to it, I have freely and deliberately decided to function as a catholic priest elsewhere, within another church which holds the catholic faith, namely the Evangelical Orthodox Church.

This small Church is not under Roman or Latin jurisdiction, nor any Eastern jurisdiction, such as Antioch or Constantinople or Moscow but is autocephalous and autonomous, having its head or Presiding Bishop in Canada.

I will function with them as a catholic priest since they are catholics too with a small ‘c’. For all intents and purposes, I will no longer minister to Roman Catholics, unless by invitation, since one cannot serve two masters.

Bible and theological matters

Next, I would like to share with you some biblical and theological insights into the priestly state and its permanent nature. Now both the royal (1 Peter2:9) and hierarchical priesthood which I received in the Roman Catholic church when I was baptised and ordained, are strictly speaking derived from Christ’s High priesthood.

It is He of whom it was written:

“You are priest for ever in the Order of Melchizadek of old” (Ps 110:4, Hebrews 7:17).

This phrase by the way, now applies to all priests in the church, not just to those ordained.In any case it is the basis for the permanent nature of the priesthood. Theologically speaking, we may say that the ‘ontological change’ (change of fundamental being) wrought by baptism and by valid ordination, is what still makes me a catholic priest ‘forever’.

Nevertheless, the actual context of my Catholic priesthood bow may render this word “forever”, quite meaningless. Priesthood is always contextual. The priesthood of repeated sacrifices in the Old covenant for instance is meaningless in the New Covenant because its context had changed. The priesthoods of the Old and New Covenants emerged from very real but different historical/social contexts, which also determined their function and meaning.

Thus Melchisedek and Christ were both eternal priests, but different kinds of priests. It’s only Christ’s perfect High priesthood of the Messianic era, and not Melchisedek’s of the pre-messianic era, which is effective for salvation, and so more truly ‘a priesthood forever’ after all. Enough..

Now my being ‘a priest forever’, is not for me divorced from my present context and reality of my being suspended Firstly, the priesthood I have is in itself is derivative; derived from that of Christ and His Church. Secondly, because I am only a human being, not divine like Christ, I am mortal not immortal; so even this priesthood I now have will only endure as long as I am alive. At my death therefore (even though in Uganda we are buried in priestly robes), my priesthood ceases , since in heaven or the other places, neither priesthood nor marriage nor any sacrament are necessary.

So the question of the present context of my priesthood is very important for me in this discussion. It seemed to me that I was in a kind of critical vacuum with no context for priesthood in the Roman Church, or at least a no viable context . That to my mind was actually to have no priesthood at all! I would have rather been dismissed altogether from priesthood than be in such a suspended ‘vegetative’ state.

How I wished the Archbishop of Kampala would have dismissed me completely from priesthood if reinstatement was not possible. But he couldn’t. I discovered that things were not so simple. The Archbishop was under pressure to keep me in the dark for as long as possible, but without saying why.

Dishonesty was at work. Twice I wrote letters of apology to him with promises by him to release me. Twice I was told that my case was too ‘complicated’, mainly because I had appealed against the Archbishop’s suspension of me to the ecclesiastical court in Rome.

Another time quite recently Archbishop Lwanga wrote me a very promising letter saying that he would speedily release me to another Catholic Diocese, only to tell me weeks later that he wouldn’t do it. Why, because my case was ‘complicated’.

Later on insiders informed me that the Archbishop had just written the letter to please and pacify me. Why? In case I disrupted the Papal visit! Here was paranoia at work.

Anyway It seemed to be the classic form of Roman Catholic traumatizing psychology. ‘Thou shalt never know what we going to do to with you…..’’ Intolerable.

Although I had continued to recognize that the priesthood was a sacred gift and a sacrament, it was also the existential mode of my own life. It was actually the whole of my life, not just a part of it. My priesthood was contoured by who I was in the here and now, by where I was now, by my age , my character, my health, my abilities, my finances and talents now, not yesterday or tomorrow. I could not just therefore continue to be a priest who did nothing, while the Archbishop dithered..

Priesthood was also my voluntary service to the people of God which had to be rendered within a specific human ambit. A priesthood without an active ministry to the people, without a flock is a dead priesthood, a contradiction; unless of course a priest has become a contemplative monk.

How therefore could I possibly endure being such a priest, and a non-priest at the same time, for three years and counting? No way, Hose, as they say in America.

Unforgiveable
There are moral, psychological and canonical considerations for being a priest which cannot be eluded, but it is also true that every single priest has shortcomings, including me. A priest who is deemed to have offended, as I was so deemed on several counts, should be assisted to seek reconciliation and not just be slyly manipulated or shunted about by ecclesiastical authority.

Very sadly, despite several attempts to humble myself and be reconciled with the church because of any of my known faults , I found only scant and sometimes pretended mercy, and even less justice at Lubaga.

Occasionally the Archbishop would seem parental or fraternal in attitude, but then the ‘episcopal dominant’ would get the better of him and all would be totally lost. His Vicars were rapacious to say the least. They met me variously with condemnation, scorn, threats or pious, hollow words offered as advice, and of course unfulfilled promises.

This led me to think , rightly or wrongly, that in the Roman Church a priest may become of no value, once condemned. His time and usefulness are no more. This was only exacerbated by the refusal by the Archbishop to offer me even minimal financial or other support during my suspension, and this from a church which I had served tirelessly for twenty years.!

Here was callousness at work, I thought! How uncharitable! Surely this was contrary to law, whether divine, ecclesiastical or civil. But whom would I go to? Even the Apostolic Nuncio was warned not to see me and refused seven requests to see me over three years, until just the other day when I put my foot down. Why should I therefore not go elsewhere?

Finally it was a fact that I had served fruitfully in many places for 20 years and that this ‘fruit’ of priestly work was seen. It could not be denied or erased from people’s minds and hearts. There was a sense in which I would always be a priest in the hearts and minds of many people, whether I wanted to or not.

Why then was I was continually to be forbidden to serve? I knew I was not indispensible but also knew my own value to the church. Since I could not simply force myself where I was not wanted , I felt that it would be better for me to go elsewhere and serve, however humbly, until such a time as I was perhaps considered ‘useful’ again.

Summary

So in sum, my unsolved tryst with the Roman Catholic church was the first cause of my migration to Orthodoxy. I remain a ‘catholic priest’ however but not a ‘Catholic’ one, since as I said I have not effectively been one for three years anyway and cannot serve two masters now.

The anguish, stress, disappointment and scandal of suspension could not go on forever. Now it is gone.

The irony of all this is that I was actually suspended for the wrong reason namely, “publishing in the media scandalous material which offended the faith without consent of the bishop” or some such, which in fact I did not do.
The ‘offensive’ essay which I had written about failing celibacy among catholic priests, sexual abuse of female minors and abandoned priests’ children, had been sent directly to the Archbishop at Lubaga, on 16th March 2013 by me but was leaked by someone else not me, and without my knowledge or consent onto the internet on 18th March 2013,

The person later confessed this at Lubaga saying why and how he did it. Archbishop Lwanga suspended me on the 19th of March 2013, one day after the essay appeared in the media. The day of suspension happens to be the day of my ordination.

Despite all these facts being known by the Archbishop he would not lift the suspension, apparently due to some other ‘secret’ allegations on my secret file! These ‘secret’ alleged offences however all proved bogus and turned out to be a kind of defamation and blackmail, and since they lacked judicial standing, I refused to have them even mentioned to me since repeating them was also tantamount to defamation.

Incidentally other suspended Catholic priests whom I know, who have since been restored to ministry, or shielded from penalties for far graver matters than my own make me think why not me? Is there here a principle of natural or unnatural selection going on here? Perhaps we will never know. It will be regrettable maybe that I was not humble enough to endure all this any longer, Or perhaps it will not be regrettable. That is yet to be seen.

So I have now I have happily got all that off my chest, and entered a relatively obscure branch of Orthodoxy, the Evangelical Orthodox Church. I must say that it is not just because the Roman Church rejected me, but also because I discovered in this new church very credible spiritual values both in its leaders with whom I have interacted, and also in its living theology, liturgy, spirituality – all of which I have had some time to engage with, in study and in prayer, and by which I am very greatly enriched and renewed.

Now let’s pray for each other, perhaps for forgiveness, and move on….Pax Christi.

Ladies and gentlemen in your respective capacities

On behalf of the members and supporters of the Forum for Democratic Change and many Ugandans across this country who share the values and aspirations that we stand for, I welcome you to this historic event when we launch our policy agenda for triggering Uganda’s Leap Forward.

Let me first of all acknowledge with gratitude and respect the distinguished service of my predecessor Col.(Rtd) Dr. Kizza Besigye and all of you leaders of our party for your collective and individual contribution in building our Party.

Party Chairperson, Madam Joyce Sebugwawo, thank you for your continued leadership and stewardship.

Thank you Madam Secretary General and your team and everybody else that has worked tirelessly to organize this event.

Yesterday March 8, 2015 was the International Women’s Day. As a Party, we celebrate the great contributions of all Ugandan women.

Those who till our farmlands, those who teach our children, those who spend sleepless nights looking after the sick, those who serve in our military, at home and abroad, those who serve in our police, prisons and intelligence services and all those running businesses, or work in our public service and the mothers of the Nation.

The provisional report that examines the progress of the efforts done by the anti human trafficking Unit based at the ministry of internal affairs shows that 293 cases of human trafficking were registered last year of which 123 are internal trafficking while 170 are across borders.

While releasing the report in Kampala today, the head of the anti human trafficking unit Moses Binoga explains that the reduction may be due to the increased awareness among the public which has reduced their vulnerability.

The report further shows that a total of 13 victims of human trafficking were murdered for human sacrifice of whom 4 adults and 9 children, while out of the 170 people trafficked abroad, only 76 were rescued by end of last year while 94 are still stranded there due to lack of money to buy Visas to return home.
