Wanyera Simon a student at Makerere University who has been on the forefront of every strike at the university has made his name sound louder at the university and the neighboring areas. It’s because of his endless involvement in the strikes and exhibition of a brave attitude during the move that he has won the name “The revolutionary son.” He believes the voices of the oppressed can be easily heard through striking and it’s a means of seeking for attention from administrators to have the problems of students addressed. “A strike is a cause, if they increase tuition some of us who come from humble families cannot raise that money and the only way is to join hands as Makererians and say no.” Says Wanyera with a frowned face.

He went to Gangoma and Nasinnyi for his primary education, Mount Masaba secondary school for his O level education, Mbale comprehensive for A level education before he joined Makerere university for a bachelor’s degree in education. Wanyera is a kind of man you would hardly believe to be as young as he really is because of his brevity and fame .His name sounds as if he is in his fifty’s yet no even in thirties .It takes some period of time to sell off one’s name just as Wanyera did. It’s unbelievable but right that the president of Uganda himself knows him plus general Kale Kayihura and have always been critically following his activities. The fact is Wanyera was born twenty seven years ago in Mbale district. “President Museveni knows me, his wife Janet Kataaha Museveni and general Kale Kayihura and he is afraid of my activism for I am still a young man.”

No amount of intimidation has driven him off truck, he has received a number of intimidations from the police, by unknown people using private phone numbers as well as the university administrators. They reached a level of expelling him out of the university but strikes are a means that was employed to fail this move were a great deal of angry students led by himself Wanyera condoned off the main building in demand for the revocation of the earlier decision to have the revolutionary son expelled. I want to assure you that they achieved this finally. “I have been threatened a lot by the university administration, by police, receiving calls from CIDs telling me how they could terminate me, how I wouldn’t graduate, threatening to attack my family and sabotaging my life. But I am used to all this” Says Wanyera restlessly moving his hands.

Inspiration is derived from great activists like the late Nelson Mandela and Dr. Kiiza Besigye whom he smilingly says did and have done much to secure people’s rights and speaking for the voiceless. He praises the courageous characters of the two activists and the strange brevity they exhibit while confronting the enemy. “Nelson Mandela and Dr. Kiiza Besigye are the two special people I have seen suffer and have inspired me.” A wide open eyed Wanyera says.          

“Activism has created me social capital, so many people believe in me, I have met a lot of big people like Dr. Kiiza Besigye, Ingrid Turinawe and Doreen Nyanjura”. Says Wanyera. He has met a great deal of high profile people mostly politicians who believe in defiance. Never does he regret for having involved himself in activism.

The Serbian revolution that was led by the university students is one of the movies that consumes Wanyera’s time trying to watch how they made this great achievement. On top of which he reads revolutionary books and playing football during his free time. It’s from these books and movies that he gains courage and knowledge to apply in the same field.

“I don’t want see people suffer in life and if I can be of help I always want to use politics”. With smile says Wanyera. Activism is mostly the fight intended to secure the rights of the many who may not have their voices easily heard. In the same manner the revolutionary son leads strikes not for personal gains but for the benefit of the many that are voiceless. Missing marks for the students, tuition increment and sexual harassment have always been the spark plug of the strikes.

Activism is set to continue even after school. He sees himself as a liberator of this country ten years to come through taking the same route.                                                       

“I want to now face him as a citizen not a student because I am not afraid of him.” Says Wanyera with a frowned face.

Following the end of the term of the administration of the general court martial, the president re-appointed Lt General Andrew Gutti as the chairman of the general court martial.

He was sworn in yesterday on 9th/July/2018 alongside five new members appointed to the army court, and this marked the commencement of another one year term after the court has been in recess awaiting for the administration to swear in.

While swearing in, the group vowed to try all matters and administer justice based on evidence without partiality, favour or affection, and also swore by the principle of non-disclose of opinions of the members of the panel as required by the law.

Now the court has already started to hear old cases, issuing of warrants to suspects among others.

Lt General Andrew Gutti’s name is soon expected to dominate the airwaves and papers as he heads the hearing of the top cases including that of General Kale Kayihura who has now been into detention for three weeks, however reasons for his arrest are not yet clear to the public.

Uganda police led by General Kale Kayihura, units from the Headquarters & the Command of Mechanized Brigade, as well as certain crime preventers has arrested Galiwango Musa who is the lead suspect of the killers for the murder incidences that took place on New Year eve and early morning of 1st January 2018 in Greater Masaka

“We have arrested a key suspect, we have got the thugs and resolved the issue as to who is behind the criminality” Kayihura stated while addressing the press in massaka distict.

According to Kayihura the Police has made a breakthrough in the hunt, when a gang of thugs armed with sticks, knives and other implements attacked different places in Lwengo and Bukomansimbi districts killing and robbing residents.

Galiwango Musa and his criminal associates appeared before court in Masaka On Monday.

Kayihura commended the joint team of Greater Masaka Police led by the RPC Zaakye Latif, supported by the technicals that played a key role for the speed with which the thugs were arrested.

The Inspector General of Police and other police officers are to face the parliamentary committee on human rights to answer the human rights violation of suspects always released by court only to be rearrested by police.

This follows the recent arrest by security operatives of, Ahmad Ssenfuka, one of the seven suspects in the murder case of the former police spokesperson Andrew Felix Kaweesi shortly after he had been released on bail by the High Court, on 7th November 2017.

The chairperson of the human rights committee, Jovah Kamateka, said that the committee will demand for an explanation from the police officers on why they re-arrest suspects in a cruel manner which includes the undressing of Ssenfuka publically during the scuffle which violatied his rights.

Kamateka said the re-arrest was brutal, saying that all police officers who violated his rights should be brought to book to answer for their actions individually.

The IGP and other police officers behind this incident will appear before the committee when parliament resumes next week.

The Inspector General of Police, Kale Kayihura, yesterday appointed Emilian Kayima new Police Spokesperson. Kayima replaced Assistant Inspector General of Police, Asan Kasingye.

Kasingye often contradicted himself

One of the shortest serving police spokespersons, Kasingye, often contradicted himself and his superiors on a number of issues.

Just this week, Kasingye contradicted his earlier statement that had rubbished a New Vision story that reported that US Federal Bureau of Investigation (FBI) had joined investigations into the serial murders of women in Wakiso district.

Several police officers have recently been arrested by the army’s investigation wing over various accusations. This brought tension within the force and Kasingye had to deal with the negative publicity and what looks like a turf war between security agencies within police, army and intelligence.

In a communiqué passed to all units, Kayihura said he was delinking, the office of police spokesperson from the political commissariat because the biggest challenge facing police now is dominant negative attitude and values which can only be sustainable cured through political education. Kasingye has been doubling as police spokesperson and Chief Police Commissar (CPC).

“I won’t have the leisure to do that as I will be taking leave of Spokesman function to concentrate on Commissariat work,” Kasingye tweeted.

Kayima replaces Assistant Inspector General of Police, Asan Kasingye, who had been appointed police spokesperson in March this year after the gunning down of then police spokesperson Andrew Felix Kaweesi. Kaweesi was gunned down near his home in Kulambiro.

In a communiqué passed to all units, Kayihura said he was delinking, the office of police spokesperson from the political commissariat because the biggest challenge facing police now is dominant negative attitude and values which can only be sustainable cured through political education. Kasingye has been doubling as police spokesperson and Chief Police Commissar (CPC).

“In order to enable CPC concentrate on improving the ideological quality of police officers, and the constabulary through political education, am delinking once again the office of the police spokesperson from the political commissariat,” Kayihura said.

Kayihura further ordered CPC to propose an urgent programme of political education for the units, and setting up of police school of political education which must begin this financial year with the help of UPDF political commissar Brig Matsiko.

“As we discussed, you should in the course of December this year after the Police Council meeting arrange a seminar for all officers ; graduands of NALI, Kyankwanzi to give you a head start,” he said in his notice.

According to New Vision, Kasingye said it was difficult for him to hold two offices. The spokesperson docket took most of his time saying the IGP had briefed him about the changes.

“What the IGP has done is to separate the two offices. Kayima becomes the Police Spokesperson,” Kasingye explained.

“I won’t have the leisure to do that as I will be taking leave of Spokesman function to concentrate on Commissariat work,” Kasingye tweeted.

Police is still analyzing the recently released report by World Internal Security and Police Index (WISP), says spokesperson Asan Kasingye.

The International Science Association (IPSA) and the Institute for Economics and Peace (IEP) recently released the WISP report that ranked the Uganda Police among the worst five Police Forces in Africa.


AIGP Asan Kasingye said that   the Uganda Police Force is studying the report and soon will release a statement based on the four domains of capacity, process, legitimacy and outcomes that were based on to make the report.


He said they are one of the best Police Force in the region and Africa, if indeed researchers followed these domains.
He said that Uganda police has achieved a lot in terms of human capacity building of the institution through human resource and non-human resource functions.


He added that the Uganda Police Research, Planning and Development Directorate will soon make its report that will be availed to the media.

About 430 Police Officers have today started sitting for the United Nations Assistance Mission serviced (AMS) interviews at Mandela National Stadium Namboole an exercise that will run for a week .

“The interviews are prepared by the department of Peace Keeping Operation in New York in collaboration with the countries that requested .” said the Director of Peace Support Operations in Uganda Police Force , AIGP Grace Turyagumanwe. Turyagumanwe made the remarks while briefing the officers at Namboole today (23/10/2017).

Turyagumanwe added that ” Officers will be interviewed in orals , report writing ,ICT ,shooting and driving. ”
He said that investigative, canine ,counter terrorism, community policing ,patrol’s are also among the skills wanted for one to pass the interviews.

“For any police officer to sit for the interviews must be free of any disciplinary offence with no criminal background.” He said.

United Nations and African Union requires us to have 30% of women and we have been training women in this endeavor specifically to compete with men especially in driving with the support of East African standby force in driving 4 by 4 manual shift cars which in the past has been failing many women on this interview” he noted.

Grace added that about 150 women have been trained and are now ready to face the interviews so that the United Nations gender issue on deployments is addressed,adding that women in missions help us so much to attend to the elderly , the children and women so that’s why we are giving so much attention and emphasis to have their numbers increased.

“In the same endeavor ,we have been preparing for the Formed Unit especially in areas of patrol and public order management in politically unstable countries and our officers are doing a wonderful job.” He said.

It should be noted that Uganda has been deploying in missions since 1996 to date in countries with unfavorable political environment like Somalia, south Sudan, Chad , Central African Republic, Liberia, Kosovo and about 2000 officers have taken part in peace keeping missions to date.

The Parliamentary Committee on human rights has urged the police leadership to urgently demolish houses used by Mobile police officers in Hoima district, saying the structures pose a risk to the officers and their property.

While on a fact finding mission recently, the committee led by Jovah Kamateka, who is also the Mitooma Woman MP, said officers and their families are staying a dehumanizing state and hence called for an urgent address to the problem by demolishing dilapidated structures.

Kamateka who was accompanied by other committee members who included:Maracha Woman representative, Rose Ayaka  Atim, Gulu Municipality, Lyandro Komakech, Kaberamaido,Veronica Eragu, among  others also toured mid-west Bunyoro region  to assess human rights situations in police detention centers, prisons and other areas.

MPs got shocked to see police officers leaving in dilapidated units made of grass and mud with poorly wired electric cables that could catch fire any time and lead to the death of officers and families.

The MPs wondered how the officers can be able to investigate crime, when they live in such undesired houses with only one toilet.

They noted that the housing condition of the officers is so degrading and inhuman to be used by people, therefore call upon the inspector general of Police, Kale Kayihura, to quickly construct better accommodation for them.

They said government should demolish the houses immediately to avoid fire break out on the officers, if government really appreciates their service to the nation, otherwise the police station should be closed.

We have received information of plans by Al Shabab terrorists and their collaborators to carry out attacks within the East African Region, and in particular targeting Uganda.We, together with sister security agencies, are verifying this information. These measures are a combination of vigilance of the Police, supported by the other security agencies, vigilance of owners/proprietors, especially of public buildings, and the general public. Indeed, fighting terrorism requires the vigilance of each and every member of the public, and we, therefore, call upon each and every one of you, to join our efforts to counter the evil plans against our country.As we guided you before, to prevent terrorism requires a combination of the following:

• Popular vigilance/Neighbourhood Watch
• Premises security,
•Police patrols (surveillance, and emergencyresponse), as well as
•Regular, and timely public information.Accordingly, and as a reminder, we urge the following:
1. Security Consciousness

. As you move about be conscious of your surroundings, and what goes on in your neighbourhoods, at all times

. Look out for strange and suspicious looking people (e.g those putting on overcoatsin hot or warm weather)

. Politely confront them,demanding for their identity, and, quickly, inform any LC official or the nearest police post/station, or any security officer, or any person in authority in the vicinity

Look out for suspicious or abandoned items or packages e.g. bags, cars, boxes, unexpected gifts,flowers, flasks, mails and parcels, abandoned suitcases,dust bins, electronics, ie radios, watches, cameras, mobile phones, television etc and any other items with loose wires attached, and immediately inform any LC official, or the nearest police post, and/or any security officer in the vicinity. Specifically, look out, and scrutinize suspicious liquids packed in bottles, and, immediately, alert the Police, any LC official, or any security officer or person in authority in the vicinity.

3. Premises security.

From residences, personal offices, to public buildings, places of entertainment,places of worship, markets, supermarkets, malls, taxi parks, bus terminals, etc, must be protected. The primary responsibility is on the owners/proprietors, with support from the Police and sister security agencies. Have a mechanism in place to know who reside, work, or visit the premises. Accordingly, put in place effective access control measures at
buildings/venues/events. First,there should be capable guards (who are alert, 24/7) at gates, or all entry points to check every body accessing the premises. Secondly, there should be Metal detectors(walk through doors, hand held detectors, etc), dogs at all entrance points to detect possible intrusion of explosive materials e.g. bombs. Thirdly, security lights, alarms, etc,should, if they have not been placed along non-porous perimeter fences, be installed. Hotels, malls,supermarkets, markets such as kikubo, public buildings with underground parking should put in place additional guards/other security measures.
4. In particular, Bus and taxi owners and operators,   working with Police and the other security services,should put in place enhanced access control, and internal security measures both in the parks, as well as entering and within the vehicles while on the move. Vehicles should be subjected to checks before entry into any premises and/or parking yards. Vehicles should be searched and its underside scrutinized using angled mirrors. Where there are multiple entrances, and exits,particularly, the Old Taxi Park in Kampala, either ensure effective access control through all of them or minimized them so that traffic flow is through one entry/exit point.
5. Further, we strongly urge all owners of public places such as places of entertainment, markets, churches,shopping malls concerts, sports and social gatherings to strengthen their premises security and also involve the Police in the early stages of planning and preparations of the events.
6. Educational institutions should implement the basic standards for safety and security provided to them by the Ministry of Education. In particular, they should at all times ensure that visitors to the premises are properly searched and entrances manned by trained security guards on a 24-hour basis.In addition, ensure that the premises are kept neat and clean. All rubbish containers, excessive stock and equipment must be removed. This will decrease the possibility of an “out of place” object which may suddenly appear, and could possibly be an explosive such as abomb.
7. To eliminate possible “bomb shelters/hideouts”, all rubbish cans and containers should be quickly removed from premises, especially, in passages, toilets, and in public places. All office cupboards and entry panels for wiring and plumbing must be locked away, when not in use.
8. We have set up security inspection teams to ensure that premises adhere to these security measures. In articular, we request proprietors and managers of the following categories of premises to expect visits from our teams: Places of entertainment and social gatherings,bars, hotels, supermarkets and malls, taxi parks and bus parks, places of worship, hospitals, stadia, camping sites,restaurants, public buildings, and markets. Please accord them the cooperation that you gave us during the last festive season. However, I must, also, warn you that those that are found to be unsatisfactory, we shall have no choice but to take measures to alert members of the public and take appropriate action within the law to secure the public.9.
Police patrols/Spot checks
. The Police will enhanceits visibility through foot, motor cycle, and motor vehiclepatrols. We shall conduct spot checks, and request foryour cooperation, and understanding in case of anyinconvenience.10. Otherwise, the above measures notwithstanding, wecall upon members of the public not to panic because thatis what the terrorists want. You should go about yourbusiness, normally, only more alert, and securityconscious. Together we shall prevail.
