President Yoweri Museveni has disagreed with the idea of putting sanctions on African countries particularly Zimbabwe calling it the act of ‘cowardice’.

President Museveni is in Zimbabwe for a two-day visit as the chief guest on the official opening of the 60th Zimbabwe International Trade Fair (ZITF) in Bulawayo.

Museveni, called the act of putting sanctions as cowardice the fact that Zimbawe has been under sanctions from United States of America close to two decades, Britain and other countries from the European Union.

 “I want to condemn the sanctions which have been put on Zimbabwe for such a long time,” Museveni said, referencing the close to two decades that Zimbabwe has been under sanctions from the United States, Britain and other countries in the European Union.

“The idea of sanctions is cowardice,” continued Museveni. “If somebody is wrong, leave him. He will fail by his own mistakes. Why do you have to put sanctions,” queried Museveni.

Also this is a problem of us Africans, we don’t work closely together. If somebody puts sanctions on one of us, we also put sanctions on them. I don’t agree with those who say Africa is much weaker to work together. OAU and the frontline countries worked together to support the struggles for freedom in South Africa. If we discussed closely and cognately we can have a greater impact,” he added.

Various calls have been made by various leaders and certain groups asking U.S, Britain and EU to lift the sanctions on Zimbabwe. Contrary to the call, all have extended the sanctions to one year pending the implementation and adoption of certain reforms including respect for human rights, rule of law and freedom of the press.

President Museveni also hinted on the idea of working together as African Countries and pledged support to Zimbabwe in case of need.

“I want to encourage you to be steadfast in the challenges imposed on you by external factors. We shall stand by you. Zimbabwe is a rich country; let’s work together and develop this huge potential of Zimbabwe,” he said.

“We had died and been buried. But we rose again. Uganda now has got one of the fastest growing economies in the World, Zimbabwe can do the same.

“we should work together to exploit the big potential of Zimbabwe particularly the wide range of minerals available in the Southern African country,” Museveni added.

President Museveni has vowed to enact a law of confiscating property of all government workers accused of corruption.

While addressing media houses on Monday at Kololo Independence Grounds in Kampala, the President hinted that he will be in touch with the speaker of parliament aimed at bringing a law that will be discussed in parliament to fight corruption.

He also added that he will also have to engage with the Chief Justice to find way of curbing corruption in courts.

“We shall enact a law that allows us to confiscate property of government officers accused of corruption. I will talk to the Speaker and the Chief Justice to see how to fight corruption in Parliament and the Judiciary,” he said.

The President urged the public to coordinate with the newly State House Anti-Corruption Unit established to be headed by Lt. Col. Edith Nakalema.

He accused a section of public servants particularly the Permanent Secretaries of different government ministries, town clerks, chief administrative officers, sub county chairpersons and parish chiefs of fueling corruption.

“Those public servants who think or feel they are tired of working and promoting integrity should leave. I’m not ready to continue dealing with them. Even the public is also tired of hearing stories about corrupt officers,” he said.

Busoga University has been ordered to bring back Shs50.5m that was for Makutu Seed Secondary School in Bugweri District.

The Deputy Deputy Inspector General of Government confirmed that the money sent to Busoga University wasn’t meant for it, but rather Makutu Seed Secondary School.

She therefore ordered Busoga University based in Iganga district to refund back the money that the President sent.

According to the letter signed on September 17 by the Deputy Inspector General of Government, Ms Mariam Wangadya, to the university’s Vice Chancellor, Prof Lameka Kibikyo, asserts that the money was mistakenly sent to Busoga University.

President Museveni in 2011 pledged to support both Busoga University and Makutu Seed School.

On the amount sent, Busoga University was meant to take Shs1.2b and the reminder was for Makutu Seed School, according to the IGG.

However, Busoga University took all the money. The University was then ordered to send Shs151m to Makutu Seed School but only released Shs100.5m.

Busoga University Vice Chancellor Prof Kibikyo said failure for the University to settle all the money was due to the problems the University has been facing since 2016

The delays in refunding the money to Makutu Seed School is due to the problems that the university has been having since 2016, including strikes, notice to revoke its licence and revocation of licence; but the money will be paid in instalments,’’ Prof Kibikyo is quoted as saying.

The IGG termed Prof Kibikyo’s claims as unsatisfactory since the money was received by the University two years earlier before the problems occurred.

The problems had no effect on the transfer of this money to Makutu Seed School because it (money) was received in 2014 – two years before the occurrence of the said problems and therefore there was no excuse for failing to remit the money.”
“It is noted that your explanation is not satisfactory since the problems occurred two years after receiving them. You are therefore directed to refund this money with immediate effect,’’ the IGG letter reads in part.

Susan Namata has been finally granted bail for her charges of insulting President Museveni.

Namata 21 who is a resident of Wakiso District had so far spent two months in policy cstody before being granted bail.

She is charged with offences of cyber harassment and offensive communication in a video that circulated on social media calling for the release of Kyaddondo East Member of Parliament Robert Kyagulanyi.

In a video that Namata recorded, she termed President Museveni as as “Buttocks, Feaces and also threatened to throw their genitals in his teeth if he doesn’t order for Bobi Wine.

On Thursday, grade one magistrate Stella Maris Amabilis granted Namata bail on cash of Shs 600,000.

Nambiru and aunty Rose Nampala were the substantial sureties to ensure Namata returns in court for the hearing.

Namata a resident of Najeera in Kiira Municipality in Wakiso district will return to court in November 23. Namata is said to have been picked on August 27, 2018 by officers at CPS using her phone contact.

Stanley Ntagali, the Archbishop of the Church of Uganda has revealed his disappointments to the security officials when he was first blocked together with wife while on his away Kyando in Mayuge District.

The Arch Bishop was on his way to Kyando to mark the 133rd anniversary death of Bishop James Hannington on Monday.

He therefore asked President Museveni to inform his security officials to always treat them with respect because they don’t carry guns but rather bibles.
I was embarrassed this morning when I was being blocked from accessing this place,” Archbishop Ntagali said.
“Please advise your security people to handle us with respect. My wife was forced out of the car and had to walk, bishops and their wives carry Bibles, not guns,” the Arch Bishop added.

I have attended several functions with you at State House and elsewhere but never been treated like this,” he continued.

Arch Bishop Ntagali asked President Museveni to inform his security officials to always treat them with respect because they don’t carry guns but rather bibles.

President Museveni also took part in the prayers having arrived at 2:40pm. He was received by Archbishop Ntagali, Speaker of Parliament Rebecca Kadaga, Leader of Opposition in Parliament Betty Aol Ochan and ministers among others.

However, the President Museveni went on to address Ntagali’s issues saying it was a mistake for the officials to act  in that manner and he promised to address the issue.

It’s a mistake and there is need to teach them. But I think they are overwhelmed by the numbers especially to avert a terrorist strike. But I am going to work on that,” the President said.

The president went on to declare 29th October, the day Bishop Hannington was killed a public holiday citing that its only Luwum and Hannington that were killed for religion.

Of course we are having many public holidays but I think this one is unique. Like I have stated, only two bishops (Luwum and Hannington) have been martyred for religion in the last 130 years,” he said.

“We can say the public holidays are many but one more will not kill us,” he added.

I believe security forces turned envious because my record  supporters surpassed the “children and trees” that the President Museveni had addressed a while earlier Arua Hill grounds.

He pledged to challenge the condition that barred him from travelling to Arua for three months as part of the stringent bail conditions.

 “I am the representative of the people of Arua Municipality. In order to exercise the elective role, you must be in-charge of the electorate and issues on the ground and be seen to air the concerns of the electorate.”

It is a bulletproof armored vehicle that was allegedly hit by a stone that shuttered its hind screen in Arua. As a result, the president’s security together with the police unleash live artillery that killed one person – Bobi Wine’s driver. 

As a result, the public is still outraged about how an armored Toyota Land Cruiser was yesterday ‘allegedly’ smashed by a mere stone in Arua.

According to the research, it is impossible for a stone to inflict such damage basing on the unique features that are built in the luxurious monster ride.

Here are some of the things you need to know about the stone that was thrown at the President’s convoy in Arua.

The stone is made of vibranium and it is believed to have been stolen from Watkanda around the time Parliament voted to lift the Presidential age limit. Initial reports shows that the stone had been smuggled out of the country but found its way back through an arms dealer who sold it to the people of Arua District.

Veteran Journalist Andrew Mwenda has been the most vicious critic of Dr. Kiiza Besigye, the four-time presidential candidate and founding president of the Forum for Democratic Change (FDC). 

Mwenda accused Besigye of creating a “radical extremist group” that killed space for debate, tolerance and divergent views in the party leaving the “moderates” (not defiant) side of the party in the fringes.

Mwenda, initially a former critic of President Museveni said that the incumbent president was a way better option than Dr. Besigye

“For two years now, I have argued on this platform that FDC has been captured by an intolerant, anti-democratic and very uncouth faction of radical extremists led by opposition presidential candidate for life, Dr. Kizza Besigye,” he said. 

Mwenda added that; “My predictions have finally come true: FDC is breaking up: 22 out of its 36 members of parliament are quitting to form a new political party. And these 22 are the most enlightened individuals in FDC.

“Initially, they will present the party as a pressure group to avoid the requirement of returning to their constituencies to seek a new mandate. However one year before the 2021 elections they will launch the party and it has the potential to become the second largest political party in parliament. It will be led by Mugisha Muntu.”

Mwenda, initially a former critic of President Museveni said that the incumbent president was a way better option than Dr. Besigye and “intolerant, uncouth and anti-democratic cable of hooligans” adding that they must be fought “before they put their fingers on our nation’s throat!”

“Unfortunately, our judges in Uganda spend more time on form and not substance, on procedure and not substance” is one of the many controversial statements that President Museveni said in response to the the recent judgement on the Age-limit. In a statement released on his website, he took a swipe at the judges and boasted how the country would still be able to make constitutional changes with or without the judges casting a shadow over the relationship the Judicial arm has with the Executive.

The ruling which saw 5 judges of the Constitutional Court deliver separate judgments at the Mbale High Court denounced the increase of term of office of the current parliament to 7 years.

It remains to be seen how the Judiciary will react to this scathing attack from the President given the status of their already strained working relationship of late since the Judiciary threatened to lay down their tools over Government’s plan to beef up security of Parliament members with armored vehicles and sharp shooters. The Minister of State for Water, Ronald Kibuule, has said security officials are behind the recent assassinations of top government personalities stating that the Armed personnels are so close to the civilians which has resulted to misuse of Arms.

“Initially, there was fear of the gun. But because of the friendly nature of the forces, the gun is not feared now, which is an achievement as NRM. Our armed officers are very close to the population and that has come with the challenge of misuse of the weapon by killing Ugandans,” Kibuule said.

He continued to say that the assailants are trained and execute the killings with such perfection and professionalism that cannot be executed by a layman. Asked whether the reference ‘armed officers’ meant the security officials, Kibuule said “Yes, these are security officials and trained. When you look at the killings that have happened, they are done professionally. This is what I call misuse of arms by our comrades the armed officials. The killers have been smart, they have used boda bodas to run away. They cannot be just common wanainchi. Eyewitnesses said they shoot using one hand, nobody can do this unless they are experts.”

“These cannot be mere casual people. For example, the death of Ibrahim Abiriga, these could have been sharpshooters but had never got a chance to practice this at the battle ground,” he added.

Kibuule urged security agencies to investigate the killings to find out why people are dying in a similar way (shooting).

“We need the security apparatus to come top on these particular issues. People are continuing to die; they are putting our security in the country at stake,” Kibuule said.

Uganda has witnessed the killing of more than five big personalities in government and several others in the religious circles in less than 4 years.

The recent murder of Arua Municipality MP Late Hon. Ibrahim Abirirga was the last to be witnessed in the country and tends to be the base of Kibuule’s claims. It should be remembered that Abiriga was shot dead alongside his bodyguard by gunmen moving on motorcycles in Kawanda on Bombo Road.

After the assassination, some Members of Parliament (MPs) tasked the government to provide protection for fear they would be the next targets.

President Museveni. thereafter ordered the Ministry of Finance to procure bulletproof escort cars manned by sharpshooters as extra protection to the legislators.

The decision however, sparked a storm among the civil society, general public and some MPs, questioning its justification and cost implications.

So Opposition MPs said they would shun the escort vehicles, arguing that security for the general public is more critical than the individual protection.

However, Kibuule noted that its cheaper to protect an MP with an escort car and sharpshooter than bury and organize a bi-election.

“Ensuring Ugandan security is key but securing an individual’s security is key, especially for some figures. We are a representation of a bigger society that is why we are called MPs. We can be targeted for different reasons,”

“They need to be protected but the only problem is the money to procure the protection. We will spend much more money to give MPs state burials and later conduct by-elections than buy for them the pick-ups. We shall get softer solutions to this,” Kibuule lamented.

Police spokesperson Emilian Kayima said he could not confirm the allegations of the minister until all the ongoing cases have been cordially investigated.

“I do not want to be taken like I am answering him but we need to get to the bottom of the investigations before we draw any conclusions. Yes, there can be some cases of misbehavior, negligence and careless mistakes but since no one has been convicted, I cannot confirm anything,” Emilian said.

Uganda People’s Defence Forces (UPDF) deputy spokesperson Deo Akiki declined to comment on the issue because of its sensitivity and referred the Matter to his boss, Brig Richard Karemire.

“It is a minister making a statement here, I would not want to answer him because the issue is sensitive. You can talk to my boss for a comment or the Minister of Internal Affairs,” he said.
