The Uganda Human Rights Commission says that Torture is still high in government prisons across the country.
This was revealed in the 13th Annual report on the status of Human Rights 2010 by the Uganda Human Rights Commission presented to the speaker of parliament Rebecca Kadaga by the chairperson of the Uganda Human Rights commission Med Kagwa.
Torture on the increase in Uganda
Kagwa said that the commission has come across suspected cases of torture in government prisons which include Bugungu prison , Lotuturu prison farm, kitgum prison , Dokolo prison , Lira central police station ,Erute AND Awer prisons.
He asked parliament to pass the Anti torture bill into law to enable law
Enforcement to punish the offenders.
He also decried the poor hygiene in prisons inspected by the commission where by the inmates still use buckets as toilets when flush toilets run out of water instead of using pit toilets.
The report also indicate that in some prisons there is a problem of lice and bed bugs in butuntumula prison in Luwero and mukono police station and still show that in some prison inmate sleep on bare floor and on rags of torn pieces of blankets and others sleep on papyrus mats .
