Uganda Parliament blocks reappointment of clerks and CAOs

The Uganda Parliamentary Committee of Local Government Accounts has blocked the re-appointment of the Town Clerks and the Chief Administrative Officers (CAO’s) of various towns and districts in Uganda because of their questionable reputations.

According to the recent Auditor General’s report, most of the top government officials at the district level have been implicated for their involvement in the mismanagement of public funds.

This followed requests by the State Minister for Finance in charge of Planning Ephraim Kamuntu to the Uganda Parliament Speaker to dissolved the house of parliament into a committee of the whole house to enable the re-appointment and approval of district CAO’s and Town Clerks.

The Chairman of the committee Abdul Katuntu told Parliament that some of the officers exhibited grave irregularities when managing public funds. Katuntu says that parliament will only approve them after getting clearance from the relevant authorities.

Kamuntu says parliament should make a decision after a meeting to iron out the issues between the Parliamentary Committee of Local Government Accounts and the Ministry of Local Government.

Despite government efforts to stamp out corruption in the country, billions of government funds continue to be swindled by government officials.
