MINIMUM QUALIFICATIONS AND WORKING EXPERIENCE:

Applicants should be Ugandans holding a Bachelor’s Degree in any of the following fields; Social Sciences. or Arts or Law (LIB) or Development Studies or Social Work and Social Administration (SWASA) or Development Communication or Human Resource Management or Business Administration/Studies plus a Post Graduate Diploma In relevant field from a recognized University/Institution.

Applicants should have at least a minimum of six (6) years working experience in Probation and Welfare or Community Service activities, three (3) of which should have been gained at the level of Senior Officer in Government or equivalent relevant level of experience from a reputable organization.

Knowledge of Monitoring and Evaluation and the Criminal Justice System will be an added advantage.

He/she should be computer literate and should have good interpersonal and communication skills.

DUTIES:
The incumbent will be responsible to the Commissioner for performing the following duties:-

• Assisting in the planning and policy formulation for the department to ensure the effective implementation and operation.
• Advising on the budgetary requirements of the department and participating in budget preparations.

•Assisting in the day-to-day budgeting for the department. • Participating in the preparations and production of monthly financial Reports, maintenance of accurate financial records and reports as required of the department.
• Participating in meetings with donors, and assisting the mobilization of funding for the department.
• Supervising and evaluating the performance of regional community service officers.
• Any other duties as may be assigned from time to time.

Applications are invited from suitably qualified Ugandans to fill the following vacant posts. Applications should be submitted in triplicate on Public Service Form No. 3 (2008) to the Secretary, Public Service Commission, P.O. Box 7080, Kampala to be received not later than 19th August 2010.

Applications should bear the title of the post as well as the reference number specified against the vacancy. Serving Officers will not be considered for Entry Level Posts in Scale U4, where applicable.

Applicants should attach three sets of certified photocopies of their certificates and testimonials, plus three recent certified passport size photographs.
Those already in Government Service should route their applications through their Heads of Department who should be informed of the closing date to avoid delay. Serving officers may submit an advance a copy of the application directly to the Public Service Commission to enable the Commission to carry out preliminary work on the applications. Applicants who shall not hear from the Public Service Commission on completion of the selection exercise should consider themselves unsuccessful.
