Uganda Mufti advises the President over Cultural Leaders’ bill

he Mufti of the breakaway Muslim faction, Sheikh Zubair Kayongo has said that the presentation of the Traditional Leaders and Cultural Institutions Bill to parliament may cost President Museveni the next year’s elections and repute.

While speaking at the function of welcoming the pilgrims from Mecca, Sheikh Kayongo said that the government erred in tabling the bill on cultural leaders with limiting provisions.

Kayongo says that those who brought the bill before parliament want to suffocate the Kingdoms of Uganda and the public should not allow the bill to pass.

He adds that by implication government wants to ban the kingdoms by putting such tough rules in the constitution.

The bill among others calls bans cultural leaders from engaging in politics, holding administrative offices, engaging with foreign governments or their representatives without permissions from the Ministry of Foreign affairs and rotating the cultural leadership with other contenders in the same kingdom.

The government has however said it will review the bill with President Yoweri Museveni and his Vice President Prof. Gilbert Bukenya saying some of the controversial provisions were not discussed in the cabinet.
