Prof. Apollo Nsibambi wants Speaker of Parliament to have no constituency, political party

The former prime minister Apollo Nsibambi has suggested to the 9th parliament should consider amending relevant laws to ensure that the speaker of Parliament relinquish his/her position as a constituency representative in the house.

He says the practice of Speakers relinquishing their positions in the political parties and their constituencies is common in democracies like the United Kingdom and Ireland.

Nsibambi says that the speaker of Parliament should be exempted from the huge burden of constituency work in order to concentrate on the operations of the speaker’s office.

He added the speaker of parliament without a constituency and a particular political party would ensure his/her impartiality during the execution of duties.

Addressing Members of the 9th Parliament Nsibambi further suggested that an independent body be established to determine salaries of members of parliament, Judiciary and other government officials to avoid conflict of interest among other public concerns
