Solicitor General defends Kampala Capital City Authority boos over financial take over

The Acting solicitor general Harriet Rabi has defended the executive director of Kampala Capital City Authority Jennifer Musisi Ssemakula for taking control of all city division accounts.

This is contained in a letter dated 1st July 2011 addressed to Musisi in response to a letter written by the divisional mayors to the solicitor general seeking legal interpretation over the matter.

On16th June 2011, the division mayors wrote to the solicitor general seeking a legal opinion on the role of Town clerk mayor and the management of sitting finances and budget.

It comes after Musisi presented a 101 billion shillings budget to the council drawing protest from the councillors and divisional mayors that said they were not involved in drawing the budgets estimates.

Harriet Rabi acting solicitor general says as per the fact that the Kampala Capital City Authority Act mandates the town clerks to present the division budget it does not give division financials autonomy.
