The proposal to issue partial occupancy permit to unfinished buildings has met resistance from some MPs on the physical infrastructure committee.

This is provided for in the building control bill currently before parliament.
The MPs say that such a move is liable to abuse by the officers in charge and can lead to the loss of money as compensation by government.
Busongora north MP William Nzonghu said that many civil servants are likely to connive with the owners to get partial occupancy permit even when the building doesn’t measure to the standard.
He says that buildings should have plans Okayed and implemented.
