Citizens of the Democratic Republic of the Congo (DRC), especially those in KivuProvince bordering Rwanda and Uganda are in total fear after Congo intelligence and UN revealed that the M23 rebels are regrouping in Kampala and Kigali.

Many M23 rebels fled to Uganda and Rwanda after the Congolese army’s with the help of UN military hardware defeated the M23 militia. UN Experts’ reports have always identified Uganda and Rwanda as the primary aggressors and financers of M23 rebels in DRC.

The latest UN Exports Report on DRC says that there is evidence that the M23 militia is regrouping and recruiting again in Uganda and Rwanda. But Uganda and Rwanda as usual deny the claim. But sources within intelligence indicate that Uganda is training the M23 rebels in Buganda region while Rwanda is doing the same in Gisenyi.
