Kadaga gives new guidelines to parliament

 

The speaker of Uganda parliament Rebecca Kadaga has given out guidelines to be followed by the Parliament in handling expenditure requests by the Ministry of Finance.

Kadaga made the ruling on Friday following a presentation of a report of the Budget Committee on the supplementary expenditure request in the financial year 2013/2014.

Kadaga made the directive while she was explaining why a supplementary request was being presented to pay for debts that accrued without prior Parliamentary approval as provided for under the 1995 Constitution.

She says parliament will not be able to handle supplementary requests that do not conform to the provisions of the Uganda laws.
