Anti-terrorism Amendment bill 2015 passed

Parliament has passed the Anti-terrorism Amendment bill 2015 as the opposition split on the floor. The bill was approved as the opposition chief whip Cecilia Ogwal met with government to harmonize on some of the proposed sections leaving out the leader of opposition which caused the two conflicting on the floor of parliament.

Opposition walked out in protest over lack quorum as the bill was passed, and giving powers to the inspector General of police to freeze accounts of individuals suspected to be funding terrorists activities. The bill ‘s controversial section giving powers to  the Inspector General of Police to freeze accounts of individuals suspected to be funding terrorists activities was dropped and replaced with the finance intelligence Authority.

The speaker Rebecca Kadaga who was determined to pass this bill today said that the bill was passed with enough quorum contrary to opposition claim.

The shadow Minister for Justice and Constitutional Affairs Merdad Segona said that they will go to court over the passed law of Anti-terrorism Amendment bill 2015. Segona said that the speaker ignored their plea yet a lot of emphasis has been placed on money on freezing people’s money yet the law also touches properties

A law of a similar nature was passed in Kenya recently and the court later struck some of the clauses in it saying they were violating human rights.
