Prime Minister Nsibambi hails MP Baryomunsi for moving bill on FGM

The Prime Minister Prof. Apollo Nsibambi has hailed Dr. Chris Baryomunsi for having braved the storm  and moved a Private Member’s Bill on Prohibition of Female Genital Mutilation that was passed by Parliament last year, assented to by the President and has thus become an act of Parliament.

Speaking to journalists in Kampala, Prof.  Nsibambi has said this bill was so important because FGM was causing birth complications such as obstructed labor, and severe bleeding leading to death and yet there were no law to prohibit such a destructive act.

The Prime Minister says it was therefore very wise of Dr. Baryomunsi to have spotted this gap in the law and moved a bill that was later passed by the government.

He says however MPs should avoid moving Private Members bills before contacting the relevant ministries in relation to that bill just to ensure that such MPs are not handling matters that are being considered by the ministries otherwise they will not be given leave by Parliament to move a motion that is being handled by the ministries.

He says to avoid all such disturbance, MPs should always contact relevant ministries before moving Private Member’s bills on the floor of Parliament.
