public accounts committee minority report pins Mbabazi

The minority report of the public accounts committee of parliament presented to parliament this evening by a member of this committee also kalungu west mp Joseph Gonzanga ssewungu has implicated the prime minister Amama Mbabazi in the mismanagement of the PRDP funds in his office.

In his report he says that the prime minister knew that the money that was used to purchase his Mercedes Benz and other vehicles for his office were diverted from the PRDP funds.

Ssewungu also pins Amama for stopping the transfer of the principle accountant Geoffrey Kazinda from the OPM‘s office after it was realized that most of the financial improprieties were orchestrated by kazinda.

He recommends that the prime minister be held responsible for over stepping his powers by exerting political pressure on the accountant general an act that led to loss of colossal sums of money under the OPM. TRACK

The former chair of PAC Kassiano Wadri also presented the main report on the special
audit investigation into Allegations of Financial impropriety in
Office of the prime minister. The committee observes that BOU failed
to abide by the terms and conditions of the MoU in regard to closure
of dormant OPM account.

The committee notes that there was a gross negligence of duty of officers in charge of signature verification in Bank of uganda

However the committee did not get to meet Kazinda, a former
principal accountant at OPM, so they did not make any
recommendations on him.

However it recommends that New Caltex Ntinda be investigated for a role played in
fraud of fuel not supplied to OPM.
