Speaker’s powers taken away by Hoima mayor Mugasa

 

The speaker ofHoimaMunicipality, Paul Amanya has complained that the area mayor, Mrs Mary Mugasa has taken over his powers. Amanya says that the mayor working together with the town clerk, Pius Epaju have swapped his powers of calling meetings and preside over the council meetings.

Addressing a press conference yesterday at Triangle Hotel on Buganda road in Kampala, Amanya said that for example the mayor recently invited councilors to pass the 25% vote on account budget without the speaker’s consent and an order paper as stipulated in the local government act, financial regulations act and the standard rules of procedure. Franked by Hoima Municipality Youth Councilor, Brian Kaboyo, Amanya said that he was planning to sue the town clerk and theHoimaMunicipalitymayor over the development.

Amanya also accuses mayor Mugasa and the town clerk Epaju of failing to implement and supervise the lawful policies and decisions passed by the council sittings. Mugasa says that the road network, schools and hospitals in Hoima are in poor state but the money meant to do the work is being stolen reportedly by the technical staff as the mayor looks on.  Amanya says he would not sit down and watch when corruption and abuse of office is taking place in Hoima. The speaker is also displeased that the town clerk has not given the council an audited report for the past one and half years.

Amanya says that he petitioned the official of the local government minister over the lift between him and the mayor but the officials in this ministry seemed to be in favour of the mayor so he opted to go to press.
