Government decentralizes payroll

Government has decided to decentralize the payment of all civil servants to eliminate ghost workers on government payroll.
This has been disclosed by the permanent secretary in the ministry of finance Keith Muhakanizi while appearing before the Public service and local government committee over the management of civil servants payroll and nonpayment of some government workers especially teachers and health personnel.
He told the committee that the decentralization of government payroll will give powers to the chief Administrative officer (CAO) to pay only genuine workers on payroll.
He said that government is going to use commissions like health service and education service commissions to further identify ghost workers on payroll by verifying their appointment.
He said that in few months in the districts where the decentralization system on payroll started they have identified ghosts on payroll and are deleting them from payroll.
He said that government will penalize accounting officers at the districts who will cause delays in payment of civil servants.

Keith Muhakanizi
also blamed delays in salaries of civil servants to ministries that
have failed to address issues that adversely affect the pay roll.
Muhakanizi has told mps on the committee of public service and local
Government chaired by Grace Freedom Kwicyuni that In particular with
the education ministry, a number of things needs to be addressed
including update of staff establishment ceilings for schools based on
enrollment and to confirm with the ministry of finance whether it has
funds to pay the teachers before they are transferred.
However he has assured all public servants that all their salary
arrears will be paid by June this year.
