law society petitions president over appointment of judges

The Uganda law Society ULS is set to petition president Museveni over
him failing to appoint the Chief Justice and his Deputy despite the
Judicial service commission forwarding him the names of the would be
potential holders of these positions.

This follows the retiring of the former chief Justice Benjamin Odoki
in March 2013 and his Deputy Lady Justice Alice Mpagi earlier in 2010
leaving these positions unfilled for effective running of the
judiciary.

The President ULS Ruth Sebatindira says president Museveni’s action of
omitting to appoint substantive holders of the two positions is
unconstitutional affects the doing of work in the Judiciary since they
don’t have a fully appointed person to guide work in this sector.

She says they are to meet and petition president Museveni over the
issue in two months time and if nothing is done in this time, they are
threatening to stage an industrial action where all lawyers will not
be going to courts as well as the judges.

Meanwhile, Sebatindira has expressed concern over the many interim
orders issued by courts these days that are seemingly losing value and
have to be discouraged.
She says these are becoming too much and at times given when one of
the parties is not heard.
