DPP quized over delay of cases

MPS on the parliamentary Public Accounts committee have accused Directorate Of Public Prosecution of delaying investigations so as to kill cases.
The committee chaired by Jinja East Member of parliament Paul Mwiru while meeting the deputy DPP Amos Ngolobe who was appearing before the committee to answer 2013/2013 Audit queries was pinned that many times the handling of cases take a year .
Mps said that delay in handling investigations by DPP’s Office is meant for witnesses lose interests in the case.
Paul Mwiru said t that DPP’s work is politically motivated saying that DPP ignores some cases and work extra time when under political influence.
Mwiru added that people lose interest in their case because they do not get feedback yet there are others cases which are political and handled quickly in a day.
The deputy DPP Amos Ngolobe said that cases are disposed of depending on the number of work prosecutors are managing.
Ngolobe added that prosecutors exceed the standard procedure of thirty days because of the workload.
He stated that DPP’s office has embarked on recruitment and equipping regional offices to reduce on the backlog and this exercise will cost 2 billion shillings .

Mps paul Mwiru and Eddie Kwizera said that in DPP is slow in some Appeal cases while in others they rush to make effective complaint.
Ngolobe tried to explain that they have no powers to fix cases on appeal, however he was tasked to produce evident of writing to the judiciary over the matter.

MPs cited former Ministry of Works Eng. Samsom Bagonza who had been out on court bail for over 10 years without DPP raising concern while Cheeye rots in prison.
The committee also pinned the DPP for spending Ugx236m to various service providers to Vehicle repair and maintenance, although there wasn’t any pre and post work inspection.
Ngolobe apologized for the mistake and said they have since established a personnel and office to handle such matters.
The DPP also apologized for diverting Ugx667m for activities that were not budgeted for in the financial year. He explained that all money was used in the prosecution of cases. He attributed the mischarge to the need to handle big cases like in NAADs and Office of the Prime minister.
He said failure to act immediately would deprive the DPP of crucial witness
On the outstanding domestic arrears m Ngolobe explained that they were accrued in the middle of the financial year after their NSSF landlord suddenly increased the rent.
He revealed they wouldn’t question the matter because the tenancy agreement is between NSSF and Uganda Land Commission. He was however tasked to show evidence that he had cleared all the Ugx900m arrears.
The MPs also tasked the DPP to produce documents indicating that Ugx71m he advanced to personal accounts of staff performed the intended activities.
