mps pin PS Alex Okello over standard gauge Railway fraud

A team of mps who demand transparency in the award of standard gauge Railway construction have tabled before the committee probing the matter strong evidence implicating the permanent secretary in the ministry of works and Transport Alex Okello Bwangamoi.
The document put before the select committee probing standard Railway saga chaired by the Member of Parliament for Nakifuma county Robert Kafero Sekitoleko show that PS. Alex Okello bleached the procurement procedures of the public procurement disposal Act(PPDA) in spite of the PPDA official rejecting this deal.
The five mps who include Theodro sekikubo, Abdul Katuntu, Wilfred Niwagaba, Barnabus Tinkasiimire and paul Mwiru are opposing the awarding of the standard gauge Railway to China Civil Engineering Construction Corporation (CCECC) in favor of the China Harbour Engineering Company Ltd. (CHEC) on basis that it had fulfilled all the required procedures to secure this contract which is denied to them by government over un clear circumstance.
Mps noted that the permanent secretary Okello Bwangamoi sidelined the PPDA office and appointed the committee headed by Brig. Timothy sabiti Mutebile and other members like Emmanuel Eyamuleme ,Nsereko kyomuhendo , Charles kateba, Jeniffer Muwirize and one kasirye to evaluate the award of the construction of the railway which does not allowed by law.
mps said that if the contract is given to China Civil Engineering Construction Corporation (CCECC) and China Harbour Engineering Company Ltd. (CHEC) is denied Ugandans will further lose million shillings of dollars in this deal yet in the first case also government lost in the same case in the earlier ruling.
They accuse China Civil Engineering Construction Corporation (CCECC) being favored by the president and other government officials yet it did not carry out feasibility study for the railway project and it depended on the study carried out on the cost of government causing tax payers a loss of 5 billion dollars
Mps also blamed the president for his involvement in this railway deal and personally frustrating the efforts of and China Harbour Engineering Company Ltd to get this contract.
