Museveni warns personalities planning to cause insecurity

President Yoweri Museveni has cautioned people who are planning to cause insecurity and confusion.

The President was addressing a public rallyin Muhanga Town Council at Muhanga Progressive Secondary School at the start of his tour of Kigezi Sub-region in South Western Uganda. Mr. Museveni also launched the Muhanga Town piped water supply.

“I am warning characters planning to cause insecurity and confusion to desist from the practice. How can I keep quiet when some people are saying agende while attempting to cause chaos?” he said.

He informed wananchi that the NRM Government worked on the water project in their area using funds from the European Union (EU). He said that the Government rendered services in 1986 with only Shs. 5 billion from revenue collected then adding that revenue collection has kept improving over the years resulting in Shs.12 trillion collected during the last financial year. He expressed happiness that Rwamucucu Hospital has been worked on and upgraded to a Health Centre 4 status.

President Museveni stressed the value of having good household income and criticized the practice of land fragmentation that he noted, has affected the Kigezi Sub-Region in particular and some other parts of the country. He, therefore, reminded the people of the area that when one owns a small piece of land, one needs to be extra careful during the stage of enterprise selection so that the project that is undertaken can yield good monetary returns to enable one grapple successfully with household chores.

He said that under the proposed four-acre cultivation programme, Government advises wananchi to utilize one acre for coffee production, one of fruits, one of food and the fourth for cultivation of pasture for zero grazing of dairy cows. He, therefore, advised the people of Kigezi Sub-Region to put in more efforts in the growing of a variety of fruits such as apples, pineapples and grapes. He said that people could also rear poultry for egg production and pigs for non Muslims adding that those who have small acreages of land could earn higher returns from mushroom production and onion cultivation.

President Museveni informed the people of area in particular and Kigezi Sub-Region as a whole that he disbanded the National Agricultural and Advisory Services (NAADS) due to the mismanagement of funds by officials. He said that the NRM Government resolved to assign Uganda People’s Defence Forces (UPDF) officers the task of promoting agriculture among wananchi throughout the country. He noted that the move was taken in response to the Army Officers’ good performance while promoting agro-ventures in Luweero and Rwenzori sub regions. He revealed that under this arrangement, people would be provided with seedlings and livestock free of charge. He assured the people that Government was sparing no effort in its household poverty eradication programme.

On infrastructure development, the President said that the Kampala- Katuna road that had suffered from damage had now had a bigger part of its reconstruction completed. He expressed happiness over the progress on the works on the Mbarara – Ntungamo section of the road. He announced that the construction of the Kisoro – Bunagana road was completed.

Later, the President performed the ground breaking ceremony for the construction of the Kabale Municipality road at the Katuna road junction. He pledged to work on the improvement of Muhanga Primary School. He commended the Rukiga County Member of Parliament, Hon. Jack Sabiiti for what he termed ‘showing signs of being transformed towards the promotion of development projects’.

The Prime Minister, Dr. Ruhakana Rugunda, welcomed President Museveni to Kigezi Sub-Region.

Rukiga County MP, Hon. Sabiiti assured the President that the people of the area were working together for their development regardless of their divergent political affiliations.
