The Deputy Speaker, Jacob Oulanyah and other Members of Parliament paid their respect to the late Hon. Dr. James Shinyabulo Mutende, the former Minister of State for Industry and Ex-Officio MP, during the requiem held for him yesterday, Tuesday 6th October 2015, at All Saints Cathedral, Nakasero. The late Hon. Mutende died on the night of Saturday, 3rd October 2015 at his residence in Makindye, Kampala due to natural causes.
Rt. Hon. Oulanyah, while delivering his message, expressed his condolences and encouraged the family to stay strong in such trying circumstances. He described the Hon. Dr. Mutende as a strong Legislator, and seasoned professional. “He was an intelligent and very honourable man. He always made sure he attended House sessions as often as possible”, Oulanyah remarked.
In addition, Hon. Amelia Kyambadde, the Minister for Trade and Industry and Mawokota County North Mpigi District MP, described the late Dr. Mutende as a flexible person. “We at the Ministry have lost a diligent hardworking man. He was modest and taught me how to be toned down while dealing with Public Service issues,” Hon. Kyambadde said. Hon. Justine Kasule Lumumba, Woman MP for Bugiri District and NRM party Secretary General in her remarks commended the late Dr. Mutende for being an honest, upright and modest person. “Hon. Mutende was one to live within his means and always kept his promises,” Hon. Lumumba said.
Hon. Dr. Mutende died while serving as a Minister of State for Industry, a post he had held since 2011. His body will lie in State at the Parliament today, Wednesday 7th October 2015 and a special sitting will be held in his honour in the afternoon. The late Mutende will eventually be buried at his ancestral home in Mafudu, Sironko District on Saturday, October 10th 2015; This after an ecumenical funeral service, a district Council Resolution and tribute at Mbale Cricket Ground on Thursday 8th October 2015.
