The public accounts committee has detected 28.6 billion shillings which was requested by the ministry of public service to pay ghost pensioners.
The committee chaired by Terego county member of parliament Kasiano Wadri while meeting the Acting permanent secretary Adah Kabarokole Muwanga noted that the ministry requested for 71.4 billion shillings to clear pension liabilities in the financial year 2011/12 yet the actual figure could have been 42.7 billion leaving a balance of questionable 28.6 billion shillings .The committee discovered that if there was no pre-audit the money could have been stolen.
Mps, Florence Namayanja, Xavier Kyoma, Maxwel Akora said that this money could have been included in the budget to pay ghost workers to benefit some of the officers in the ministry.

MPS directed the ministry officials to produce a list of beneficiaries of the actual 42.6 billion shillings before the committees to enable them identify the ghost pensioners names which could have been included to steal tax payers.
They also pinned the public service officials over their habit to delete genuine workers from pensioners list and retain ghost workers so as they steal the money.
Mps were also disappointed with officials appeared before the committee from the public service ministry over their failure to produce accountability and supporting docurements of the funds released to the ministry in the financial year 2011/12.
