mps start probe into delayed salaries of civil servants

The select committee on delay of salaries for public servants chaired
by Igara west mp Raphael Magyezi has begun its investigations on to
why public servants delay to get their salaries.

First to appear before the committee was the assistant Auditor general
of Government Keto Nyapendi Kayemba who has attributed the delays in
salary payments to delays in enrolling new employees onto the payroll
which in turn end up into arrears, delayed submissions by accounting
officers, and delayed updating of the Integrated Personnel and Pay
roll System by ministry of public service.

Keto Nyapendi also told Members that a total of 8,229 ghost
servants have been deleted from the Payroll and that 34 percent of the
payroll have so far been certified.

Keto told the members that as a result of the efforts being made, over
3 billion shillings is being saved per month which she says will be
used to pay the genuine civil servants in time.
Members of the committee applauded the Auditor General for the
progress so far made in authenticating the payroll saying that the
committee will ensure that whoever is responsible is held liable.

Bunyaruguru county MP Benjamin Cadet said that what the committee
needs to focus on is the possible sabotage from the corrupt officials
from the ministry of public service who are messing up the pay roll
system
