parliament finally passed 15 trillion shillings budget

Parliament has passed the National budget for the financial year 2014/15
worth 15 trillion shillings *
Mps have passed the budget after they changed their mind and imposed tax on
kerosene to finance 100% the 2014/15 budget of 15 trillion shillings
despite the opposition resistance to this tax
Mps passed the excise duty bill to allow government to levy 200 shillings
tax from each litter of Kerosene.
However the opposition opposition mps had been taken for granted when the
deputy speaker Jacob Oulanyah had assumed that parliament had quorum yet it
was sort by 22 mps but later the quorum raised for the business to
continue.
Mps passed this tax after the president rejected their decision not to
impose tax on Kerosene and taking part of funds of the Uganda communication
commission worth *15 billion shillings* to the consolidated fund to support
general activities.
Mps who include Merdad Segoona ,Huruna Kasolo , Patrick Amuriat and Theodore
sekikubo had proposed that government should make cut from its ministries
and find more money to finance the funding gap in this year’s budget.
Patrick Amuriat had told parliament that putting tax on kerosene is one way
of forcing the poor to sleep before its dark.

Mps Anna Maria and Samuel Odonga Otto said that even if they put more tax
on kerosene the people dealing in fuel will as well hike its price and
burden the poor.
Some mps Cecilia Ogwal and Angelina Osege opposed to imposing more tax on
kerosene saying the poor people with jiggers have been using it to heal
jigger wounds.
MPS Florence Mutabule ,Olivia Kwagala, Fred Ebil Okot ogong , James Kaooza
. Merdad Bitekyerezo , Harriet Ntabazi among argued that tax on kerosene
should be retained so as government in future provide solar power to the
poor people.
The Prime Minister Dr. Ruhakana Rugunda and the minister for Karamoja Janet
Museveni Kataha informed mps that imposing tax on Kerosene was one of the
measures to make poor people also to contribute little to national budget
as government make service delivery .
The taxes approved in this financial year budget include tax on salt,
kerosene, betting, mobile money and bank transfer and withdraw and mps only
managed to block taxes on Agricultural inputs.
