Parliament puts new attendance rules for mps

The speaker of parliament Rebecca Kadaga has warned MPs to immediately stop sending their secretaries to represent them on parliament activities.
Angry Kadaga during today’s session revealed that some MPs have a
habit of sending their secretaries to represent them in parliamentary
activities of which she said that it must stop.
Kadaga further noted that if the habit is not stopped as soon as
possible, they will find a solution by arresting all MP’s secretaries
who represent their bosses at parliament’s activities.
She added that sending secretaries to parliament activities is another
way of dodging parliament businesses.
She said that mps attendance register book will be withdrawn from parliament when the speaker enters that chamber for parliament’s business as a measure to stop mps from coming late for plenary.
However the minister of Trade Minister America kyambadde said that there should be an exception to the rule of daily attendance by mps because some of mps have multiple roles like being a minister and can attend parliament on daily basis .
The minister for lands and urban Migereko said that they will face a problem on this new measure by parliament on attendance because a good MP in their constituencies is a person that attends burials and weddings and not one that attends plenary.
The opposition chief whip Cecelia Ogwal also said that parliament should find a solution to the problem where some mps to foreign conferences and attend only the first day and in the other days they for their own businesses when all the facilitation was given to them for attending all the conference period.
